HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 6/1/2009 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE Monday, June 1,2009 Transportation Planning Conference Room Bank of America Building, Suite 315 5800 West Glenn Drive,Glendale,Arizona 6:30 PM MINUTES CALL TO ORDER Betsy Turner called the meeting to order at 6:39 p.m. Also in attendance: Fred Coury, Richard Qualls,John Horvath,and City staff—Steve Hancock and Terry Johnson. Members absent: Gail Hildebrant,Norman Crowell, Brad Meek,Bill Wilkinson,and Joyce Dickerson Guests:None IL APPROVAL OF MINUTES Not having a quorum,approval of the minutes is delayed until the next meeting. III. CALL TO THE PUBLIC There were no members of the public wishing to address the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items were continued or withdrawn. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Betsy Turner said that the Citizen Transportation Oversight Commission(CTOC)met on May 7th. She reported that Jennifer Love of PB Consultants reviewed proposed changes to the Alternate Modes segment of the Glendale Transportation Plan. She said that the revisions would allow for bike lanes on some arterial streets and wide outside lanes on other arterials. Betsy noted that Jennifer Love also spoke about plans for the Glendale Airport. VII. GLENDALE TRANSPORTATION PLAN Terry Johnson,Deputy Transportation Director,said he would give an update on efforts to complete the draft Glendale Transportation Plan. He began by showing a graph of issues that people thought were most important for transportation planning in Glendale. The graph showed that"Inadequate bicycle facilities"were considered an important issue by about 50%of the peopled polled. Terry then displayed a map of Glendale showing projects that had been completed using Glendale Onboard(GO)funding. He described the bicycle/pedestrian projects,noting the locations and types of projects. Rick Qualls questioned if the project at 51S`Avenue and Cactus Road had really be completed since there was no pathway on the west side of Cactus Road. Steve Hancock answered that the pathway underpass was completed but another project,to be done by the Parks and Recreation Department,providing a paved pathway to the canal bridge had not yet started construction. Betsy Turner asked if ADOT was doing any Grand Avenue improvements. Fred Coury said yes, from 83`d Avenue to Surprise. Terry said the Grand Avenue improvements,mostly for access control and landscape beautification,would be from 83`d Avenue to Loop 303. Terry continued his Transportation Plan review by displaying a number of graphs showing population and employment trends and changes.He also showed maps depicting future street lane widening,regional roads,and local Citizen Bicycle Advisory Committee Minutes June 1,2009 —Page 2— transit services and facilities. He then spoke about plans for light-rail in Glendale, displaying a map of the existing light-rail lines,planned lines,and corridors under study as possible alignments. Terry stressed that City Council had given directions to study a possible light-rail line using a segment of I-10 and the Loop 101 that would access the sports and entertainment district near Glendale Avenue and the Loop 101. He said that the City of Phoenix was asked if they would participate in funding a study of this alignment but has not yet responded. Fred Coury asked if the light- rail line extension on 19th Avenue would end at Olive Avenue or go to I-17. Terry said that there is a study to determine a possible route that would cross I-17 and continue along a Thunderbird road alignment to ASU West. John Horvath asked when the Glendale Avenue light-rail work is scheduled to begin. Terry answered it would be in 2019. John then asked if the planned light-rail lines would be single or double track. Terry replied that they would be double track. John said that he had recently ridden on the Trenton-Camden light-rail in New Jersey and that it had been a single track line. In response to a question from Terry,John said that there were a dozen stations on the Trenton-Camden line. Betsy Turner remarked that there had been a lot of news lately about light-rail fares and the "honor system"of paying fares. Terry said that there had been a"surge"of fare checking lately. Rick Qualls asked if any studies had been done on the safety benefits of bike lane striping vis-à-vis no bike lane stripping. Steve Hancock replied that many studies have been done that show bike lanes increase ridership but he was unaware of any that compared safety results with or without bike lanes. John Horvath asked Terry if anything in the plan will benefit the GUS bus service. Terry displayed the Local Bus Service map and pointed out the New Circulator Area in southeast Glendale that will have GUS type services. John then asked if Glendale will integrate Dial-a-Ride with other cities so people won't have to transfer at city limits. Terry said that this is an issue that is commonly raised but that integration of Dial-a-Ride services is very difficult to accomplish since every city has its own service and scheduling. Terry also noted that the Maricopa County's STS service may be dropped due to funding shortfalls. Terry noted other on-going programs in the Transportation Plan that will addressed are Demand Management,Safety Education,and Neighborhood Traffic Mitigation. He briefly described these programs. Terry then focused on the costs to implement the plan VIII. FUTURE AGENDA ITEMS No items were suggested. IX. OTHER BUSINESS John Horvath said that he was very impressed with Glendale's Bicycle Program and the projects that have been completed with GO funds. Betsy Turner said that was due to the Citizen Bicycle Advisory Committee and City staff frontloading bike projects on the GO agenda when elections for the sales tax were held. X. NEXT MEETING Betsy Turner said the next meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, August 3, 2009, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W.
