MINUTES
I. CALL TO ORDER
Vice-Chair Brad Meek called the meeting to order at 6:35 p.m.
Also in attendance: Fred Coury,John Horvath,Norman Crowell,Richard Qualls,Gail Hildebrant,Joyce Dickerson,
Betsy Turner and City staff—Steve Hancock,Sandra Adams,and Barbara Caviness.
Members absent: Bill Wilkinson and Mohamed Gaballa
Guests:None
II. APPROVAL OF MINUTES
The minutes of the February 2,2009 and March 2,2009 meetings were approved.
III. CALL TO THE PUBLIC
There were no members of the public wishing to address the Committee.
IV. INTRODUCTIONS
Members introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
Steve Hancock said that agenda item VIII -Alternate Mode Element of the Glendale Transportation Plan)was being
withdrawn because changes to the plan were being made in response to concerns comments at the April 2nd meeting of
the Citizen Transportation Oversight Commission.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Gail Hildebrant said that the Coalition of Arizona Bicyclists had a successful bike swap meet on April 4`h at the
Tempe Bike-a-Palooza. She also said that the Coalition participated in the awards dinner during the Tour de Phoenix
event. Gail noted that the bill under consideration in the State Legislature to allow cyclist to yield but not stop at stop
signs was"going nowhere." Betsy Turner said that the Greater Arizona Bicycle Association(GABA)had about 60
riders on the"Around the Tanks Ride,"all battling severe headwinds for much of the ride. Betsy told the Committee
that she attended Scottsdale's"Cycle the Arts"ride. She said it was only a three-mile ride with many stops at various
art installations in Scottsdale. Betsy gave an overview of the CTOC meeting on April 2"d saying there was discussion
on the Transportation Plan's Alternate Mode Element because there was no mention of arterial street bike lanes in the
plan. Betsy said she raised the issue because she thought"A"level riders,those with experience and road skills were
being overlooked by not providing bike lanes on major streets. Betsy said that the CTOC chair asked that
Transportation staff revisit the issue of arterial street bike lanes and report back at their May meeting.
VII. GLENDALE BIKE ANGELS
Officer Clint Daly said that he has been a Glendale Police Officer since 1980. He said that, in response to a young
boy telling Officer Daly he could not afford to replace his stolen bike,the"Bike Angel"program was started to repair
bikes so they could be given to children whose family could not afford to buy them a bike. He said the program was

very successful with Bike Sport Bike Shop helping out with the repairs and part replacements. He said that Bike Sport
went out of business and over time the program began to suffer. He said the need for bikes is still there and he want to
revitalize the program but is hampered from lack of funds. He said he was at the meeting to ask for any help or
suggestions the Committee had. Gail Hildebrant said that she often saw cheap bikes for sale at garage sales in her
neighborhood and would keep an eye out for any bargains. Betsy Turner asked if they gave out bike helmets with the
bikes. When Officer Daly said"no,"Betsy suggested he call Valley Metro and ask for some of their free helmets.
Joyce Dickerson asked if the free bikes were just for replacing stolen bikes or did they also give bikes to needy
children at Christmas time. Officer Daly said the bikes were just for replacement.
VIII. 2009 GLENDALE FAMILY BIKE RIDE
Steve Hancock introduced Sandy Adams, Barbara Caviness,and Rhianna Adams, saying they would present
information on the role of volunteers at the ride. Sandy Adams noted that members of the Committee have,over the
years,been the most consistent and best volunteers. She said that staff has been meeting recently and has developed a
layout for the various tents at the Sahauro Ranch soccer field. She displayed a map of the layout and explained the
rationale for placing the various entities at the ride. She said the greatest need for volunteers is at the registration and
waiver tables. Barbara Caviness then explained the registration process after noting that 403 people were already pre-
registered for the ride. Barbara said that people registering would be given clip boards to complete day of ride
registration and waivers. She said people would get two tickets when registering,one for t-shirts and one for a Bashas'
shopping bag. Sandy Adams said that members volunteering for the ride need to be at Sahuaro Ranch by 6:00am so
they will have time to set up for the 7:00am registration time. Steve Hancock said that anyone who can come earlier
at 5:00am would be useful in moving materials from the storage bin to the various tables for registration,helmets
sales,t-shirts,etc.
X. FUTURE AGENDA ITEMS
John Horvath said that he would like to have an agenda item focusing on light rail possibilities in Glendale.
XI. OTHER BUSINESS
No other business was brought to the attention of the Committee.
XII. NEXT MEETING
Brad Meek said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on
Monday, May 4, 2009, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W.
Glenn Dr., Suite 315.
XIII. ADJOURNMENT
Brad Meek adjourned the meeting at 7:15 p.m.
