HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 5/4/2009 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE Monday, May 4,2009 Transportation Planning Conference Room Bank of America Building,Suite 315 5800 West Glenn Drive,Glendale,Arizona 6:30 PM MINUTES CALL TO ORDER Chairman Bill Wilkinson called the meeting to order at 6:40 p.m. Also in attendance: Fred Coury,Norman Crowell,Brad Meek,Richard Qualls,Betsy Turner and City staff-Steve Hancock, Sandra Adams,and Barbara Caviness. Members absent: Mohamed Gaballa,John Horvath,Gail Hildebrant, and Joyce Dickerson Guests:None II. APPROVAL OF MINUTES The minutes of the April 6,2009 meetings were approved. III. CALL TO THE PUBLIC There were no members of the public wishing to address the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items were continued or withdrawn. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Betsy Turner said that the Citizen Transportation Oversight Commission(CTOC)reviewed the Alternate Modes segment of the Glendale Transportation Plan at the April 2,2009 meeting. She said that she complained that there was no mention or designation of arterial streets with bike lanes. She further said that experienced cyclists who are comfortable riding bikes on busy arterial streets are being overlooked in the draft plan for alternative modes. Betsy indicated that there were other CTOC members who concurred with her. She said Transportation staff said they would review the issue of arterial street bike lanes relative to the transportation plan and report back at the May 7, 2009 CTOC meeting. Betsy also spoke about the League of American Bicyclists(LAB)ranking of Arizona as the third best state for bicycling in the USA. She said there were four Arizona cities that had received Bronze ratings as being Bicycle Friendly,two cities getting Silver ratings,and Tucson getting a Gold rating. VII. ALTERNATE MODE ELEMENT OF THE GLENDALE TRANSPORTATION PLAN Jennifer Love of PB Consultants said that she had presented the draft plan for the Alternate Modes Segment of the Glendale Transportation Plan at last month's CTOC meeting with only collector street bikeway for on-street facilities. She said that Betsy Turner complained there were no arterial streets designated as bikeways for the more experienced cyclists to use. Other CTOC members concurred with Betsy and asked that the issue be reviewed and that Jennifer report back to them at the May CTOC meeting. Jennifer said that she met with Glendale Transportation Department staff and that they decided that some arterial street cross-sections could have bike lanes added,providing at least four feet of"rideable"surface(measured as 6 feet from the back of the curb to the bike lane stripe). She said that she had Citizen Bicycle Advisory Committee Minutes May 4,2009 —Page 2— information provided by the City of Tempe and City of Phoenix that indicated there had been no safety issues arising from arterial street bike lanes in their jurisdictions. Jennifer went on to say that newly constructed arterial streets would have either a cross-section with bike lanes or at least a wide, outside lane with a minimum width of 14 feet of pavement(not including the curb and gutter). She said that the Glendale Engineering Department is in the process of updating the current street standard details and the new arterial street cross-sections would be redrawn for additional bike lanes and wide,outside lanes. VIII. 2009 GLENDALE FAMILY BIKE RIDE Steve Hancock displayed a PowerPoint presentation on the Glendale Family Bike Ride that occurred on April 19, 2009. Steve said that about 700 people had been on the ride according to information on the waivers signed by participants. Brad meek said that he thought there were many people who had not registered for the ride and therefore had not signed waivers. He thought,based on the number of cars in the parking lot,there were more riders that last year. Brad suggested that the registration process be revamped so people coming to the ride had to register before parking. Steve suggested that one or two volunteers could be designated to poll arriving motorists on the number of riders in their vehicle. Steve continued his presentation with a focus on the extended ride and the two rest stops. He said that the volunteers at the first rest stop at Marshall Ranch Elementary School were from Glendale High School and did a fantastic job,this being the busiest rest stop. He said the second rest stop at Canyon Elementary School was six-miles from Sahauro Ranch Park where the ride started. Steve pointed out that this rest stop was manned by a volunteer from the organization People for Water and a City staff person. Steve said that overall the ride went very well with no incidents or injuries. Bill Wilkinson asked Steve how many helmets were sold. Betsy Turner said she was fitting helmets and thought that around 50 helmets were sold. Steve said he would check with City staff to see how many were sold. Brad Meek commented on the Radio Disney saying that they were very successful in keeping children entertained and that many people stayed after the ride was over just for the Disney entertainment. IX. FUTURE AGENDA ITEMS Betsy Turner said that she would like to have an agenda item focusing on light rail in Glendale. Steve Hancock said that John Horvath also suggested this as an item at the previous April 6,2009 meeting. X. OTHER BUSINESS No other business was brought to the attention of the Committee. XI. NEXT MEETING Bill Wilkinson said the next meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, June 1,2009,6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W.
