MINUTES
CALL TO ORDER
Bill Wilkinson called the meeting to order at 6:35 p.m.
Also in attendance: Betsy Turner,Gail Hildebrant, Brian Kanitsch, Fred Coury, and City staff—Steve
Hancock
Members absent: Jeff Reid,Brad Meek, Rick Qualls, Saif Al-Alawi,Norm Crowell
Guests: None
II. APPROVAL OF MINUTES
The minutes of the August 6, 2007 meeting were approved.
III. CALL TO THE PUBLIC
There were no comments from the floor.
IV. INTRODUCTIONS
Members introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Betsy Turner said that the case of the person driving the vehicle that hit and killed Bob Whamsley went to a
court hearing. She said that the State law requiring motorist to be three feet away from cyclists was being
debated as to its applicability when the vehicle is oncoming rather that passing from behind. Betsy also
reported on the October 4th Citizen Transportation Oversight Commission (CTOC)meeting. She said that
CTOC reviewed the Glendale Onboard(GO)annual report. Betsy noted that some CTOC members were
challenging City staff on spending for pavement resurfacing saying that GO money was not designated for
routine street repair and maintenance when voters passed the transportation tax in 2001. The overall GO
expenditures were approved with the stipulation that the Commission did not think expenditures on
pavement management were appropriate use of the funds. Gail Hildebrandt said that attorney Eric Post has
taken the lead in a bicyclist fatality crash in Mesa. She said the Mesa Police Department will not be filing
any charges against the motor vehicle driver and that the Coalition of Arizona Bicyclists offered to educate

Mesa police on bicycle laves. Gail also said that Bill Lazenby and Rich Rummer had stepped down as Co-
Presidents of the Coalition and that Rita Walters is acting as temporary President.
VII. BICYCLING AND PEDESTRIAN ELEMENTS OF THE TRANSPORTATION PLAN
Steve Hancock presented information on a number of potential projects that could be developed
for inclusion in the update of the City of Glendale Transportation Plan. He first passed out a list
showing the current status of bicycle and pedestrian projects noting whether they were under
design, in construction or had any delays in project completion. Steve discussed various potential
projects as examples of different types of bike facilities that members should think about as
recommendations for inclusion in the City's Transportation Plan. One example he cited was an
underpass beneath 83rd Ave. and Union Hills Dr. that would connect two existing or planned
segments of Peoria's New River Trail System. Steve noted that the underpass, although
connecting Peoria trails, is located in Glendale city limits. Steve also talked about potential
projects on streets that would add bike lanes or bike route designations.
VIII. FUTURE AGENDA ITEMS
Steve said that he would keep updates on the City of Glendale Transportation Plan on future agendas when
they were available and pertinent.

There was no other business.
X. NEXT MEETING
Bill Wilkinson said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would
be held on Monday, November 5, 2007, 6:30 p.m., Transportation Planning Conference Room, Bank of
America Building, 5800 W. Glenn Dr., Suite 315.
XI. ADJOURNMENT
Bill Wilkinson adjourned the meeting at 7:25 p.m.
