MINUTES
I. CALL TO ORDER
Michael Wood called the meeting to order at 6:36 p.m.
Also in attendance: Bill Wilkinson, Mariano Vargas,Brian Kanitsch, Betsy Turner, Jeff Reid, Gail
Hildebrant, Charles Grosscup and City staff—Steve Hancock
Members absent: None
Guests: Brad Leonard, Ed Cure
II. APPROVAL OF MINUTES
The minutes of the April 3,2006 meeting were approved.
III. CALL TO THE PUBLIC
No guests addressed the Committee.
IV. INTRODUCTIONS
Members introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Bill Wilkinson said that the Citizen Transportation Oversight Committee(CTOC)approved increased
funding for widening of the Glendale Ave. bridge over New River. Betsy Turner asked members to
register for the Great Bike Chase event sponsored by Valley Metro. She said that the number of people
registering for the ride was way down from last year.
VII. SPOT IMPROVEMENT STUDY UPDATE
Brad Leonard of URS Corp. passed out a map and table of the 15 projects comprising the Spot
Improvement Study. He described project#1, saying it only involved adding bike lanes to segments of
Patrick Lane near Mountain Ridge High School and was one of the least expensive projects. He went on to
describe recommended improvements for 75`h Ave. from Hillcrest to Rose Garden and two segment of

Paradise Lane, one having an estimated land acquisition cost of$150,000. Brad then discussed project#'s
7, 8, and 9 on Maryland Ave. On project#8 Mariano Vargas asked if we would need to buy a strip of land
from the farm on the south side of Maryland. Brad said that we would and that it could be a problem since
the landowner had balked at selling the land in previous attempts by the City of Glendale to purchase
needed land. Brad then spoke about project#6,the entrance to the Thunderbird Paseo at Sweetwater. Ed
Cure said that we wouldn't need to do much since the Flood Control District had removed the gate. Steve
Hancock said we would still need to make accommodations for people in wheelchairs because the
sidewalks came to abrupt ends at the Flood Control District boundaries. Brad then focused on project# 6,
to improve access to an existing pathway south of Glendale American E.S.and to explore routing to Royal
Palm and a traffic signal at 59th Ave. Ed Cure said the original intent on this project was to just put in bike
route signs with directional arrows. He said that without a traffic signal to get cyclists across 59th Ave. it
was not a good route for average cyclists. Brad said that the City would need to work with the homeowner
association regarding any pathway improvements. Brad also noted that a traffic signal at Royal palms and
59th Ave. was needed to safely get cyclists across busy 59th Ave. Steve Hancock pointed out that an
attempt was made to put in a signal at this location and, according to Jim Book,the neighborhood hotly
resisted the idea. Brad concluded his report on the remaining projects.
VIII. GLENDALE FAMILY BIKE RIDE REVIEW
Steve Hancock handed out a presentation on the 2006 bike ride. He said that, based on the number of
waivers signed,453 riders went on the ride. He noted that although there were only 453 riders there were
621 t-shirts given away. He could not account for the discrepancy but committee members reminded him
that shirts were set aside for CTOC members, Council members, etc. Steve also said that 60 bike helmets
were sold. He gave credit to the City's Market Department for getting Channel 12 to do their morning
weathercast from Sahauro Ranch Park and channel 15 to do newscast segments from the Park. Steve gave
a brief overview of the security efforts and entertainment at the ride. He then focused on the problem
encountered by some riders at the first rest area where they couldn't find their way and became disoriented.
He discussed ways to make the direction of the long and short routes more apparent to riders in next year's
ride.
IX. FUTURE AGENDA ITEMS
No future agenda items were suggested.
X. OTHER BUSINESS
No business was raised by members.
XI. NEXT MEETING
Michael Wood said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would
be held on Monday, June 5, 2006, 6:30 p.m., Transportation Planning Conference Room, Bank of
America Building, 5800 W. Glenn Dr., Suite 315.
XII. ADJOURNMENT
There being no further business before the Committee,a motion to adjourn was made, seconded and
unanimously approved. Michael Wood adjourned the meeting at 7:40 p.m.
