MINUTES
I. CALL TO ORDER
Brian Kanitsch called the meeting to order at 6:33 p.m.
Also in attendance: Betsy Turner, Gail Hildebrant,Michael Wood, Saif Al-Alawi,Jim Walker and City
staff—Steve Hancock
Members absent: Jeff Reid
Guests: None
II. APPROVAL OF MINUTES
The minutes of the August 7, 2006 meeting were approved.
III. CALL TO THE PUBLIC
No guests addressed the Committee.
IV. INTRODUCTIONS
Members introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Gail Hildebrant reported on activities by the Coalition of Arizona Bicyclists. She handed out copies of
their Community Outreach Program for bicycle crashes. She said the most important element in this
program is the service provided to crash victim's families in tracking motorist records and helping in
prosecutions when needed. Betsy Turner reported on the Citizen Transportation Overview Commission
meeting held on September 7, 2006. Gail Hildebrant said that she had learned about some aspects of the
widening of I-17 in north Phoenix. She said there would be 16 foot outside curb lanes on the frontage
roads but no striping at the exit/entry ramps. Brian Kanitsch commented on the advantages of not striping
bike lanes, i.e.,the sweeping effect of passing cars.

VII. GO PROGRAM BICYCLE PROJECTS
Steve Hancock reviewed the bicycle projects in the Glendale Onboard (GO)program. He
described the projects and outlined the funding that has been programmed for their completion.
This item was for discussion only. Brian Kanitsch asked if it wouldn't be cheaper to pave some of
the multi-use pathway projects with asphalt rather than concrete. Steve Hancock replied that it is
cheaper to pave with asphalt initially but the high maintenance costs over time actually make it
more expensive than the more durable concrete. Betsy Turner said that the Glendale Ave. bridge
over New River would present a cleaning problem because of the Jersey barriers that will separate
motorized and non-motorized traffic.
VIII. BICYCLE ROUTE SPOT IMPROVEMENTS
Steve Hancock reviewed the 15 suggested projects in the Bicycle Route Spot Improvement study by URS
Corporation. He illustrated the parameters of the projects and Presented costs information on each project
as well as a total cost for all projects. A recommendation from the Committee was made to fund the design
and construction of the Spot Improvement projects. Betsy Turner remarked that the high cost of some bike
projects had been raised at a meeting of the MAG Air Quality Technical Advisory Committee. She
said a person representing the Arizona Motor Transport Association had made a motion to
recommend for CMAQ funding only projects with a cost-effectiveness of$200,000/metric ton or
less. This would have eliminated most of the bicycle and pedestrian projects. Betsy said the
motion did not pass but could be brought up again at future meetings.

No agenda items were proposed.

XI. NEXT MEETING
Brian Kanitsch said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would
be held on Monday, November 6, 2006, 6:30 p.m., Transportation Planning Conference Room, Bank of
America Building, 5800 W. Glenn Dr., Suite 315.
XII. ADJOURNMENT
With no further business before the Committee,a motion to adjourn was made, seconded and unanimously
approved. Brian Kanitsch adjourned the meeting at 7:41 p.m.
