CALL TO ORDER Bill Wilkinson called the meeting to order at 6:34 p.m. Also in attendance: Betsy Turner, Gail Hildebrant, Brian Kanitsch, Fred Coury,Norm Crowell,Jeff Reid, Brad Meek, Saif Al-Alawi and City staff—Steve Hancock Members absent: Rick Qualls Guests: None II. APPROVAL OF MINUTES Gail Hildebrant said that the minutes were incorrect in stating that"Rita Walters is acting as temporary President"of the Coalition of Arizona Bicyclists. The minutes should read that"Gail Hildebrant is acting as temporary President." The minutes of the October 1, 2007 meeting are hereby corrected. III. CALL TO THE PUBLIC Ted Hansen, Chair of the Parks and Recreation Commission, attended the meeting and was allowed to present information on the issue of having bike lanes striped on 59th Avenue from the Thunderbird Park boundary to Melinda Lane. Steve Hancock assured him that the Transportation Department had plans to narrow the traffic lanes so a bike lane could be striped in both the northbound and southbound roadways. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Gail Hildebrant said that the next Coalition of Arizona Bicyclists will be on Monday, December 17th at 7:00 p.m. at the Carl T. Hayden medical Center(VA hospital), 650 E. Indian School Road. She said that Bill Lazenby would be given a special award and encouraged all CBAC members to attend the meeting. Betsy Turner said that the Citizen Transportation Oversight Commission met on Thursday, October 4th She said that members found out about the bonding process,noting that the City of Glendale will be letting $10,000,000 in bonds in the coming year. She also said that staff presented information on the new transit centers and what transportation facilities were being planned for the area west of the Loop 303 freeway. Citizen Bicycle Advisory Committee Minutes December 3, 2007 —Page 2- Saif Al-Alawi said that he was made Trip Reduction Coordinator for the Home Depot store on Happy Valley Road in Peoria. He asked Betsy Turner and Jeff Reid about getting maps with zip code information on store employees for carpooling and vanpooling promotions. VII. BICYCLE FRIENDLY COMMUNITIES—THE APPLICATION PROCESS Reed Kempton introduced himself as a Senior Transportation Planner for the City of Scottsdale whose focus is bicycling and walking in that city. He said Steve Hancock invited him to talk about the League of American Bicyclists(LAB)program for designating cities as Bicycle Friendly Communities(BFC). Reed said that the BFC program was started in 1996 to recognize cities that made a concerted effort to make their community a place where bicycling is a viable way of traveling. He said this is achieved by a combination of"Engineering, encouragement, education and enforcement." Reed went on to explain the application process required by the LAB, noting that an applicant should ask questions regarding some of the information since, as was his experience, not all the questions applied to circumstances in Scottsdale. Reed said that Scottsdale was trying to follow the"Complete Street"formula that includes bike facilities as well as facilities for pedestrians and motorists. He also pointed out that Scottsdale had an ordinance that required bicycle parking at newly built structures based on the number of required spaces for motor vehicle parking. Brian Kanitsch asked about the use of wave racks for bike parking. Reed replied that the inverted "U"racks were better because they allowed for more bikes than the often misused wave rack. Reed pointed out that Scottsdale had received the designation of Silver,noting that only few cities had been awarded the top designation of Gold. Jeff Reid asked what the criteria are for the various levels of BFC designations. Reed referred Jeff to the handout he had given out earlier saying that there was a lot of detailed information requested by the LAB. Reed said that the City of Scottsdale had included the goal of achieving a Gold BFC designation as a goal in their Transportation Plan. Reed encouraged Glendale to seek a BFC status saying that it was a great way to measure how the City stacks up relative to other Valley Cities. He said that factors that could hold Glendale back were the lack of bike lanes on arterial streets and no bike parking ordinance. VIII. FUTURE AGENDA ITEMS No future agenda items were proposed. IX. OTHER BUSINESS There was no other business. X. NEXT MEETING Bill Wilkinson said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, January 7, 2008, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W.
