HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 1/8/2007 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE (CBAC) Monday, January 8, 2007 Transportation Planning Conference Room Bank of America Building, Suite 315 5800 West Glenn Drive, Glendale, Arizona 6:30 PM MINUTES CALL TO ORDER Brian Kanitsch called the meeting to order at 6:33 p.m. Also in attendance: Betsy Turner, Gail Hildebrant,Jeff Reid,Michael Wood, Brad Meek, Rick Qualls,Saif Al-Alawi, Jim Walker and City staff—Steve Hancock Members absent: None Guests: Jim Coffman, Coffman Studio. II. APPROVAL OF MINUTES The minutes of the November 6,2006 meeting were approved. III. CALL TO THE PUBLIC No guests addressed the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Betsy Turner said there was no Citizens Transportation Oversight Commission meeting in January. Gail Hildebrant said that the Coalition of Arizona Bicyclists(CAB)has finalized their Complete the Streets materials and handed out a brochure. She said the CAB hoped to get 4,000 signatures supporting the Complete the Streets program and deliver them to Governor Janet Napolitano. Gail said that Representative Robert Meza would be proposing a House Bill for the Complete the Streets concept. Gail asked for volunteers to call elementary and middle schools to see if they would be willing to apply for Safe Routes to School (SRTS)funding. Saif Al-Alawi asked Gail if the CAB needs help in contacting other State legislators. Gail said that they could use Sail's help. Jeff Reid reported that Valley Metro's Valley Bike Month would be in April. He said that the Great Bike Chase/Diamondbacks game would be on Sunday,April 29th. Betsy Turner said that the Diamondback Citizen Bicycle Advisory Committee Minutes January 8,2007 —Page 2— organization would make players available for Bike Month poster this year. She said that the team mascot, Baxter,would be available for a poster shoot. VII. PEORIA BICYCLE PLAN Jim Coffman told the Committee that his firm was a subcontractor for the Peoria Bicycle development Plan. He said that Sprinkle Consulting was the prime contractor on the project. He noted that the Peoria plan was almost a carbon copy of the Maricopa Association of Government (MAG)bicycle plan but that the focus had been almost entirely on arterial streets. He said the plan does not even look at collector streets. Jim said that most of the problems in Peoria's street based bicycle system were on arterial streets. He also noted that Sprinkle Consulting had great expertise on arterial bike lanes. The way that Peoria addressed arterial street bike lane, according to Jim, was by developing a bicycle Level of Service (LOS) for all arterial streets. He said that parameters like lane width, traffic speeds, number of vehicles, and numbers of trucks all went into determining the Level of Service for any given street. Jim said that level of service "A" was the best for bicyclists and level of service "F" was the worst; Peoria wants all arterial streets to be at least a LOS of"C." There are many LOS "D" and"E" arterials in Peoria, Jim said, and the challenge will be to bring them up to LOS "C." Jim said that many arterial streets could be brought up to LOS "C" by restriping wider curb lanes when streets are scheduled for renewed lane painting—this would allow enough room for bike lanes or wide-outside lanes. Jim handed out a "facilities needs" sheet that listed all arterial streets in Peoria and their LOS. He stated that some arterial streets could not be fixed while some would require a Detailed Corridor Needs Study to determine if a LOS change was possible. Jim went over the Peoria Plan's goals and objectives saying there were 17 objectives to meet the overall goal of developing "A comprehensive, coordinated, continuous, safe, comfortable and convenient on-street bicycle transportation system that interconnects with adjoining jurisdiction's on-street bicycle facilities, local and regional destinations, transit facilities, and the off-street trail and path system both within and adjacent to Peoria." Jim said that implementing all of the Facility Needs Plan would cost $40,000,000. He also said that a Public Workshop had been held and about 30 people showed up. Jim asked if there were any questions or comments on the plan. Betsy Turner said that this was a 180-degree turn from Peoria's previous position of having no bike lanes on arterial streets. Jim said that Brandon Forrey in Peoria's Traffic Engineering Dept. had a lot to do with it as well as a new engineer, Jamal, who came from the Bay Area where there are extensive bike facilities. Richard Qualls asked if things were happening now. Jim said that north Peoria, with its new development, would have bike friendly streets. VIII. FUTURE AGENDA ITEMS Betsy Turner mentioned the Glendale Family Bike Ride as a future item. She said that Valley Metro had not yet settled on a time frame for Valley Bike Week or even if it would be a month-long event or just a week. IX. NEXT MEETING Brian Kanitsch said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, February 5, 2006, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W. Glenn Dr., Suite 315. XI. ADJOURNMENT With no further business before the Committee,a motion to adjourn was made, seconded and unanimously approved.
