CALL TO ORDER Bill Wilkinson called the meeting to order at 6:40 p.m. Also in attendance: Mariano Vargas,Brian Kanitsch, Betsy Turner,Jeff Reid, Gail Hildebrant, Charles Grosscup, Saif Al-Alawi and City staff—Steve Hancock Members absent: Michael Wood Guests: Brian Fellows II. APPROVAL OF MINUTES After Gail Hildebrant noted that her last name had been misspelled,the minutes of the May 2, 2006 meeting were approved. III. CALL TO THE PUBLIC No guests addressed the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Bill Wilkinson said that the Citizen Transportation Oversight Committee(CTOC)was reviewing the preliminary work on upcoming game events at the new Cardinals Stadium. Gail Hildebrant said that two bicyclists had recently been killed while riding bikes in the Phoenix area, one being a 41 year-old woman. Betsy Turner said that the other fatality might have been in Ahwatukee. VII. ARIZONA SAFE ROUTES TO SCHOOL PROGRAM Brian Fellows introduced himself as the newly hired Safe Routes to School (SR2S)Coordinator at the Arizona Department of Transportation. He said that for decades development in the U.S. has been focused primarily on cars and roads,not bicyclist and pedestrians. The result has been a drastic decline of children being able to walk or bike to school because of lack of facilities and/or unsafe conditions for doing so. The Citizen Bicycle Advisory Committee Minutes May 2,2006 —Page 2— lack of physical activity,due in part to no biking or walking to school, has cause an epidemic of childhood obesity amongst American children. Brian said that some U.S. Congressmen recognized this problem and pushed through legislation for a SR2S program with the requisite funding. He said that the State of Arizona would be getting a little over$10 million to spend on SR2S projects. Brian said that his job would be to design ways to distribute the SR2S money. He envisaged that there would be two ways to spend the money; one way is to spend on infrastructure like crosswalks and pathways,the other is to spend on the Three E's-Education, Enforcement, and Encouragement. He said 70%to 90%would be spent on infrastructure and 10%to 30% on Brian pointed out that he has only been on the job for 3 weeks and one day and will have to sort out the best methodology for spending Arizona's SR2S funds every year. He said only schools and municipal governments(towns, cities, and counties)could apply for SR2S funds. Brian noted that Tucson, Phoenix, and Peoria would soon have dedicated SR2S coordinators to seek funding for their cities and schools. He said in Tempe the Bicycle Coordinator will be acting as a SR2S coordinator. Brian said that the dilemma for him would be how to get good projects funded in places t6hat have no SR2S person. He said that there would be 2005, 2006 and 2007 SR2S money to be spent as of October 2006"obligation date." He said the schools or cities would have to put up matching funds for any SR2S money received. Mariano Vargas asked why high schools were not eligible for funding. Brian answered that he's just the messenger and that the federal legislation only addressed K-8 schools. Sandy Adams asked if the SR2S program would fund on-going programs like Glendale's SR2S efforts that includes school route mapping every year. Brian said probably as long as annual walk-abouts were done. Charles Grosscup asked if there would be a state level selection committee for project funding. Brian said yes but that initially he might have to make decisions alone until a committee could be formalized. He said he would have to select really good projects that promised good success so the State Board would be inclined to increase his budget from year to year. He said that data collection would be critical to show the increased levels of kids walking and biking to school. Gail Hildebrant asked if baseline data would be required. Brian said yes. Gail also asked if education efforts could include classes given by League of American Bicyclists Certified Instructors(LCI's). Brian said probably so as well as bicycle rodeos. Sandy Adams asked if salaries could be funded by SR2S money. Brian said no but in rare cases"Super volunteers"could be funded but not crossing guards. Jeff Reid asked if there were spending limits. Brian said there was no limit yet in Arizona but that Colorado may point the way with a$10,000 minimum and $50,000 maximum. Brian said that he thought educations programs for the first go-around on SR2S funds would have an edge because they could be easily implemented and get fast results. Gail Hildebrant said one difficulty might be kids being taught that riding on sidewalks is unsafe,especially against traffic while their parents may be teaching them the opposite. Gail also asked if money could be spent on helmets. Brian said yes. Brian said that now was a good time to plan projects for the upcoming school year, having them ready for submission in the fall of 2006. Marian Vargas asked if Brian would be willing to speak to other City Commissions. Brian said yes and that he could be contacted at 602-712-8010. Betsy Turner asked about Walking School Buses. Brain said a school would have to prove there would have be adequate supervision of Walking School Buses—always a problem in past programs. VII. SPOT IMPROVEMENT STUDY Steve Hancock said that this item could not be discussed because the consultants had not yet provided the final draft of the study. IX. NEXT MEETING Bill Wilkinson said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, August 7, 2006, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W. Glenn Dr., Suite 315. XII. ADJOURNMENT There being no further business before the Committee,a motion to adjourn was made, seconded and unanimously approved.
