HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 11/6/2006 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE (CBAC) Monday, November 6, 2006 Transportation Planning Conference Room Bank of America Building, Suite 315 5800 West Glenn Drive, Glendale,Arizona 6:30 PM MINUTES CALL TO ORDER Brian Kanitsch called the meeting to order at 6:34 p.m. Also in attendance: Betsy Turner,Jeff Reid, Michael Wood, Brad Meek, Rick Qualls, Saif Al-Alawi,Jim Walker and City staff—Steve Hancock Members absent: Gail Hildebrant Guests: Bill Lazenby(representing the Coalition of Arizona Bicyclists) II. APPROVAL OF MINUTES The minutes of the October 2,2006 meeting were approved. III. CALL TO THE PUBLIC No guests addressed the Committee. IV. INTRODUCTIONS New members introduced themselves. Bradley Meeks, a new member his interest in being on the Committee was based, in part,on having been in a bicycle accident 3.5 years ago. He said that he rides a recumbent bicycle and has ridden about 5,000 miles this year. Rick Qualls said that he does not have a car and rides a bike instead. He said he got a good bike in 1984 and is a member of the Arizona Bicycle Club, Bullshifters and the Coalition of Arizona Bicyclists. He said that having arthritis makes cycling a better option than walking. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Bill Lazenby said he was attending the meeting for Gail Hildebrant. He said that the Coalition of Arizona Bicyclists(CAB)was offering the members of the Committee a League of American Bicyclists Bike Ed Road 1 class. He said the class might also be given for City of Glendale Employees. He asked members to contact the CAB if they wanted to sign up for a class. Bill also mentioned the CAB Community Outreach Program and the"Bicycle Crash"brochure they were distributing. Bill added that he was participating in the City of Peoria process for the City's Bicycle Plan. He said the West valley was beginning to be noticed for its bicycle facilities. Betsy Turner reported the Citizen Transportation Oversight Committee(CTOC) Citizen Bicycle Advisory Committee Minutes October 2,2006 —Page 2— met in October and that Steve Hancock gave a report on the Bicycle Spot Improvement projects recommended by the CBAC last month. Betsy mentioned that she also attended public meeting for the Loop 101 bike/ped bridge and the 63rd Avenue improvements from Alice Ave. to Myrtle and 61st Avenue. VII. BICYLE PLANNING Steve Hancock presented information on bicycle planning issues and considerations. He pointed out that the CBAC would be reviewing bicycle and pedestrian aspects of the City of Glendale's overall Transportation Plan. Steve said the transportation system in past years was designed to move automobiles with little consideration for bicyclists or pedestrians. He showed a series of photos to illustrate his point. He also showed how streets and community design could improve the situation for cyclists and pedestrians. Steve presented information on daily transportation trips based on the National Personal Transportation Survey conducted in 1995. The information showed that many daily trips are short in distance and could be made by bicycle or on foot rather than automobiles. Steve also displayed drawings that illustrated recommended street design for bicycle lanes,wide outside lanes and other bikeways. Steve discussed the issue of having bike lanes on arterial streets, noting that this issue had arisen in previous meetings where some members condemned the lack of arterial bike lanes. Steve pointed out some of the pros and cons surrounding the issue. Steve finished his presentation by talking about some of the considerations regarding pedestrians that should be addressed in the Transportation Plan. VIII. FUTURE AGENDA ITEMS Betsy Turner mentioned the Glendale Family Bike Ride as a future item. She said that Valley Metro had not yet settled on a time frame for Valley Bike Week or even if it would be a month-long event or just a week. IX. OTHER BUSINESS There was no other business. X. NEXT MEETING Brian Kanitsch said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, December 4, 2006, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W. Glenn Dr:, Suite 315. XI. ADJOURNMENT With no further business before the Committee,a motion to adjourn was made, seconded and unanimously approved.
