CALL TO ORDER Michael Wood called the meeting to order at 6:32 p.m. Also in attendance: Ed Cure, Charles Grosscup, Brian Kanitsch, Jeff Reid, Betsy Turner,Bill Wilkinson, Jim Hunton, Keith Cyrnek and City staff—Sandy Adams and Steve Hancock Members absent: None Guests: II. APPROVAL OF MINUTES The minutes of the January 3, 2004 meeting were approved. III. CALL TO THE PUBLIC No guests addressed the Committee. IV. INTRODUCTIONS Members and guests introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS • Bill Wilkinson said that the Citizens Transportation Oversight Committee (CTOC) would hold a public outreach event in conjunction with the 2005 Glendale Family Bike Ride. • Jim Hunton reported that the Mountain Bike Association of Arizona (MBAA) would have a number of rides coming up and scheduled races in June and at Halloween. • Betsy Turner said that the Greater Arizona Bicycle Association (GABA) was sponsoring the Around the Tanks ride on Sunday, March 13th. She also said that Andy Clarke, Executive Director of the League of American Bicyclists (LAB) would be guest speaker at the March 21St meeting of the Coalition of Arizona Bicyclists. ADOT BICYCLE/PEDESTRIAN PROGRAM Michael Sanders, Bicycle/Pedestrian Coordinator for the Arizona Department of Transportation (ADOT) introduced himself and spoke about his program. He said that he has been on the job for about six months —a job that allowed him to follow his passion for cycling. He said one of the major projects he took over just at its completion was the Arizona Statewide Bicycle and Pedestrian Plan. He noted that the plan had lots of stakeholder input including a Steering Committee and a Review Committee. There were also open house meetings held in Phoenix, Tucson, Flagstaff, Prescott, & Yuma to solicit public comments. Michael said the following comments were received regarding Glendale: • "Crossing of Loop 101, Grand Avenue, and eventually Loop 303 will need to be investigated. If crossings are built in Glendale, pedestrian accommodations along frontage roads should be included." Other factors considered in the plan were: • State Highway Inventory • Arizona Bicycle Network • Design Guidelines • Maintenance Guidelines • Policies, Codes, Standards Michael said the plan had an implementation element that contained bicycle and pedestrian specific projects by ADOT, including cost estimates typical statewide. He showed a slide of a map depicting the high priority corridors for bike/ped improvements. One of the corridors was Grand Avenue through Glendale. Michael pointed out that the plan's second phase was to implement Website Enhancements and publish a Bicycle User Map, Share the Road Guides, Arizona Bicycling Streets Smarts. Phase II also includes a Grant and Funding Plan, Bicycle/Pedestrian Education Program,Maintenance and Facility Request System and a Pedestrian Action Plan. Michael Wood asked how long Phase II has been implemented. Michael Sanders said it was implemented in 2003. Michael then handed out copies of the Bicycle User Map to the Committee members. Brian Kanitsch asked about locating Lake Mary road on the map. Michael said it could be found on the map inset for the Flagstaff area. Michael also handed out copies of"Street Smarts" and"Share the Road," bike safety booklets printed and distributed by ADOT. He also handed out copies of "Sharing the Road with Pedestrians." Steve Hancock asked how the bike plan was funded. Michael said the State Planning and Research funds were used, noting that these are Federal Highway funds. Michael announced that ADOT would be sponsoring a League of American Bicyclists Road I course at their training center. He then outlined the next steps that will be taken by ADOT's bicycle/pedestrian program. They are: 1. Establish an advisory committee, 2. Revise ADOT bicycle policy, 3. Support the advisory committee. Michael said his overall goal for the program is to "institutionalize"bicycling and walking in all of ADOT's endeavors. Jim Hunton asked if ADOT uses the AASHTO Guidelines for bicycle facilities. Michael said that they are referred to in the plan. Betsy Turner asked about available quantities of the materials Michael had handed out. Michael said there are only 2000 maps and about 10,000 of the booklets. Betsy than remarked that GABA has been "hassled" on some of their rides in Yavapai County being directed to get permits from DPS for the rides. Michael said that they shouldn't need permits unless they are interfering with the normal flow of traffic on State Highways. Brian Kanitsch asked if motorcycle and car clubs needed permits for their events. FUTURE AGENDA ITEMS Ed Cure asked that the Glendale Family Bike Ride be on the agenda for the next meetings in March and April. IX. OTHER BUSINESS Ed Cure asked about the CBAC request to fund an update of the Glendale Bicycle Plan. Steve Hancock said that funding for a bike plan study was not currently available under the contract in place with URS Corp., the consultants for the overall GO projects. He did say that the feasibility studies for the projects listed by the Committee would proceed under the current URS contract. Steve told the members that he would seek funding for a plan update under the FY 2006/2007. Ed also asked about getting a list of all members with contact information. Steve said he would have one at the next meeting or before. Jim Hunton said that there was a dangerous drainage grate near the pathway leading from the 71st Ave. wash bridge on Skunk Creek that should be improved for cyclists using the facility. He was unsure of the street name or if it was a public street. Brian Kanitsch said that he had contacted a person with the City of Glendale regarding the ADA (Americans with Disabilities Act) compliance at the bridge crossing the Arizona Canal at 47th Ave. He said he was told that the bridge was found not in compliance and that the existing bollard would be moved to achieve a 36-inch width between the bollard and edge of the bridge. X. NEXT MEETING Michael Wood said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, March 7, 2005, 6:30 p.m., Room B-2, at the Municipal Complex, 5850 West Glendale Avenue. XI. ADJOURNMENT There being no further business before the Committee, a motion to adjourn was made, seconded and unanimously approved.
