MINUTES
I. CALL TO ORDER
Michael Wood called the meeting to order at 6:34 p.m.
Also in attendance: Brian Kanitsch, Jeff Reid, Betsy Turner, Bill Wilkinson, Keith Cyrnek, Ed
Cure, Jim Hunton, Charles Grosscup and City staff- Steve Hancock
Members absent: None
Guests: None
II. APPROVAL OF MINUTES
The minutes of the March 7, 2005 meeting were approved.
III. CALL TO THE PUBLIC
No guests addressed the Committee.

Members and guests introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
• Bill Wilkinson noted that at the last CTOC meeting he had asked Dave Hedlund from URS
Corp. was to report to the CBAC on the status of the bicycle and pedestrian projects funded by
the GO program (Glendale Onboard Program).

VII. GLENDALE ONBOARD (GO) PROJECT UPDATE - (30 minutes)
Dave Hedlund said that it had been about a year since he had last addressed the CBAC and that
many of the GO bicycle and pedestrian projects have been making progress in that time. Steve
Hancock asked Dave to explain the GO program for the new CBAC members. Dave told them
that the GO program was approved by voters in 2001 and that over a billion dollars in revenues for
improving Glendale's transportation system was programmed for the GO program. He said much
of the funding will be for transit improvements but that in the first five years many bicycle and
pedestrian projects had been funded. Dave reported on the following projects:
• 67th Ave. Bike Path. This path on the west side of 67th Ave., north of Hillcrest has been
completed. It is a 10-foot wide concrete path set back from the street that provides bicycle and
pedestrian access to Thunderbird park.
• The Grand Canal Bridge at 79th Ave. will soon start construction.
• The bridge widening for the Glendale Ave. bridge over New River has received bids. The
project is primarily funded with Federal dollars so ADOT is managing the project. The City of
Glendale has reservations about the low bidder for the construction work but since ADPT is
managing the project they will probably go with the low bidder.
• The Loop 101 bike/ped bridge at 63`d Ave. will await completion of the freeway noise walls
before going to bid. The bridge project received Federal Highway funding through the
Maricopa Association of Governments competitive process for Congestion Mitigation and Air
Quality (CMAQ) funds. GO funds will be used to match the Federal money.
• The 63`d Ave. and 61St Ave. bike lane project, from Alice Ave. to Grand Ave., has received
CMAQ funding. Ed Cure asked what happens to the GO money for the project when the City
get Federal money. Dave said the money will be reprogrammed into the overall GO program,
not redirected especially for bike/ped projects.
• The bridge project over Skunk Creek at 57th Ave, will have bike lanes when it is widened.
The existing multi-use path in Skunk Creek will be connected to the new bike lanes. A 404
permit will have to be obtained to determine environmental impacts and this is a time
consuming process. It will take a year and a half to get the permit.
• The New River pathway between Northern and the Missouri alignment will be designed to tie
in with the future Maryland Ave. bike route alignment. Initially the Grand Canal outfall
channel was planned as the east/west alignment from the Grand Canal pathway to the New
River pathway but due to a request from Salt River Project (SRP)the pathway will go due
west, south of the SRP ground water recharge facility.
• The Arrowhead bike and ped improvement project will include signs and shade trees on 79th
Ave. and an improved road crossing at St. Johns Rd. The existing asphalt pathway east of 75th
Ave. will replaced with concrete. The path will be further extended by new development (the
developer will have to build new pathway segments). The developer thinks the pathway
adjacent to his development will be completed by mid-year. GO funds will be used to
complete marking bike routes on Grover Ave. between 71st Ave. and 75th Ave. The new path
built by the developer will be extended south along 71St Ave. Wash to the Skunk Creek
pathway.
• URS will begin a feasibility study of the spot improvements recommended by the CBAC to
CTOC. Three of the recommended projects will not be studied because they are on arterial

streets and would be cost prohibitive to pursue as well as counter to current City practice of
not having bike lanes on arterial streets. Dave thinks URS will have completed an inventory
of the projects by mid-year.
• A bike/ped bridge over Grand Ave. at 61St and Myrtle in on the list of potential projects but is
not yet programmed in the City's Capital Improvement Program. The project would also be
designed as a gateway to downtown Glendale. Myrtle Ave. would be widened between 62nd
Ave. and 59t" Ave. for bike lanes.
VIII. GLENDALE FAMILY BIKE RIDE
Steve Hancock brought the Committee up-to-date on preparations for the bike ride on April 17th
He handed out a list of volunteer tasks for the ride, noting that most help would be needed at
Saguaro Ranch Park. Steve noted that volunteers from Apollo High ROTC would man the first
rest area and Allan Grover and people from URS would man the second rest area. He said that we
would need CBAC volunteers to man the third rest area. Mike Wood thought two people would
be sufficient for the third rest area. Steve said he was having trouble finding a sno-cone operation
for the ride and thought we might have to provide cold drinks and ice-cream from coolers. Betsy
said that dry-ice would work best if we did that. Brian Kanitsch provided a contact for dry-ice
sales. Steve passed out a sheet for members to list their cell phone numbers so all could keep in
contact with one another the day of the ride.
IX. FUTURE AGENDA ITEMS
No items were brought forward.
X. OTHER BUSINESS
No other business was discussed.
XI. NEXT MEETING
Michael Wood said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee
would be held on Monday, May 2, 2005, 6:30 p.m., Room B-3, at the Municipal Complex, 5850
West Glendale Avenue.
XII. ADJOURNMENT
There being no further business before the Committee, a motion to adjourn was made, seconded
and unanimously approved. Michael Wood adjourned the meeting at 7:37 p.m.
