CALL TO ORDER Michael Wood called the meeting to order at 6:35 p.m. Also in attendance: Ed Cure, Brian E. Kanitsch, Omar Khiel, Charles Grosscup, Betsy Turner, Bill Wilkinson, and City staff— Steve Hancock and Sandy Adams Members absent: Shirley Gray, Jim Hunton Guests: None. II. APPROVAL OF MINUTES The minutes of the August 2, 2004 meeting were approved with an amendment correct the date to August 2nd,not July 12th. III. CALL TO THE PUBLIC No guests addressed the Committee. IV. INTRODUCTIONS Members and guests introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS • Ed Cure said that the Coalition for Arizona Bicyclists would send three members to the Bike Summit in Washington, D.C. He also said the Coalition was sponsoring a ride on Oct. 9th. Ed further said that they were offering monthly Road I courses from the League of American Bicyclists. He suggested members could go to the Coalition website fir more information. • Bill Wilkinson said there was nothing to report from the previous CTOC meeting. • Betsy Turner said that GABA was sponsoring the Palo Verde Nuclear Century on Oct. 31St Citizen Bicycle Advisory Committee Minutes October 4,2004 —Page 2— VII. TRAFFIC SAFETY EDUCATION Sandy Adams introduced herself as the new Traffic Safety Coordinator for the Transportation Department. She said she had worked in the public school system as a teacher and an administrator. Sandy lauded Jeannie McKenzie-LaVelle for having established great programs in Glendale schools. She said her school background gave her an appreciation of working within the goals of the AIMS testing environment and the need to be sensitive to those goals when developing traffic safety programs for the schools. Sandy said she was especially enthused about the City's BIKE BOX program, noting that the boxes would be distributed to 48 Glendale elementary schools as well as City libraries and other safety oriented groups. She said the BIKE BOX is targeted to 4th and 5th graders. The goals of the box is to have a complete set of materials so any teacher, school nurse or librarian can give a meaningful bike safety presentation independent of City staff. She displayed the manual,jello-mold, safety brochures and other items that fill each BIKE BOX. Steve Hancock asked the committee if anyone would be willing to volunteer to help out with future bike rodeos. Bill Wilkinson and Mike Wood said they might be able to help out. Betsy Turner said she might be able to help on weekends. VIII. BICYCLE PROJECTS FOR FUTURE GLENDALE ONBOARD FUNDING Steve Hancock presented a list of future bicycle projects that could be funded for feasibility studies using Glendale Onboard funds. Steve said the list could possibly be funded as a package of projects given the relatively small amount of cost per project. Steve briefly went over each project noting that four of the projects had been added to the list based on comments from previous meetings. Bill Wilkinson made a motion to take the list forward to the Citizens Transportation Oversight Commission recommending funding under the contact with URS Corp. Ed Cure seconded the motion and the motion was passed by the CBAC. IX. FUTURE AGENDA ITEMS Steve Hancock said the City's Bicycle Map would be a future agenda item. Omar Khiel said the CBAC should be more proactive in guiding bicycle issues in Glendale. He noted that the City's Bicycle Plan was outdated and due for an update. He said the CBAC should present something to the City such as an updated plan. Omar suggested that the Committee could discuss an aspect of the bike plan at every meeting for updating. Betsy Turner said she thought Omar had a good idea. Ed Cure suggested we set up a subcommittee to address an update of the bike plan. Omar suggested we create a chapter for the update at every meeting. Betsy Turner said the Committee should identify issue and address the issues at workshops on the 3rd Mondays of every month. X. NEXT MEETING Michael Wood said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, November 1, 2004, 6:30 p.m., Room B-3, at the Municipal Complex, 5850 West Glendale Avenue. XII. ADJOURNMENT There being no further business before the Committee, a motion to adjourn was made, seconded and unanimously approved.
