MINUTES
I. CALL TO ORDER
Michael Wood called the meeting to order at 6:41 p.m.
Also in attendance: Ed Cure, Charles Grosscup, Jim Hughes, Brian Kanitsch, Jeff Reid, Betsy
Turner, Bill Wilkinson, and City staff—Steve Hancock
Members absent: Jim Hunton
Guests: None.
II. APPROVAL OF MINUTES
The minutes of the December 6, 2004 meeting were approved.
III. CALL TO THE PUBLIC
No guests addressed the Committee.
IV. INTRODUCTIONS
Members and guests introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
• Bill Wilkinson said that the Citizens Transportation Oversight Committee (CTOC) this month
occurs on Jan. 6th so he nothing to report at this time.
• Ed Cure reported that the Coalition of Arizona Bicyclists will be sending two members to the
National Bicycle Summit in Washington, D.C. in March.
• Jeff Reid reported on activities planned for Valley Bike Week in April of 2005. Jeff said that
Royce Clayton, short stop for the Diamondbacks, will be the poster player for this year's bike
helmet safety poster.

• Jim Hughes asked the Committee at large about their opinion on the use of bike helmets.
Betsy Turner said that she strongly supports helmet use, saying that studies support the use of
helmets in limiting the severity of head injuries in bike accidents. Other members
unanimously indicated their use of bike helmets. Jim said that he rides about 4000 miles a
year but does not use a helmet.
VII. GLENDALE BICYCLE PLAN
Steve Hancock handed out copies of the Bicycle Plan of the City of Glendale along with maps of
planned routes. Steve reminded members they had discussed having the 1990 plan updated in
recent meetings. He said that it might be possible to have URS Corp., under their current contract
with the City's Transportation Dept., update the plan. This might be possible because the current
contract includes 463 hours to do spot studies for bike and ped projects. Steve said that the CBAC
had compiled a list of projects, many in the bicycle plan, to determine the feasibility of completing
the projects. These feasibility studies would be the "spot studies" in the URS contract. Steve
asked the Committee if they would like to suggest to the Citizens Transportation Oversight
Committee (CTOC)that the spot studies be done as part of a larger bicycle plan update, assuming
sufficient funds are available to cover the additional costs. The members indicated that they
would like Steve to pursue a bicycle plan update combined with the feasibility/spot studies. Steve
said he would run the idea by Terry Johnson the Transportation Planning Director who acts as
staff liaison to CTOC. Betsy Turner said that it would be great if Matt Zoll from Tucson could
help out on a bike plan update, noting that Matt had worked with the CBAC in the past and was
very impressive. Steve said that Matt Zoll was now working for Pima County and would probably
not be available for outside work.
VIII. GLENDALE FAMILY BIKE RIDE
Steve Hancock showed a PowerPoint presentation he did for Valley Metro and MAG on staging a
successful bike ride. Steve pointed out that the presentation was based on the 2004 Glendale
Family Bike Ride and was a good way to show new CBAC members what is involved in
preparing for the 2005 ride. Steve stressed that he relied heavily on volunteers for a successful
ride and hoped that members would volunteer to help out on the 2005 ride. Using the PowerPoint
slides he discussed areas where CBAC members had helped in past years. Steve noted that he
hoped to increase this year's ride to 500 participants from last years 417 participants. He asked
members to think about ways to promote the ride to more people, especially through local and
regional newsletters, newspaper event listings, and brochure distribution. Ed Cure said that he
thought all members of the Committee should volunteer to help out with the ride. Jeff Reid said
he would check on media contacts maintained by Valley Metro and pass along any information to
Steve. Ed said that we should get ride information in the event calendars for the Arizona Bicycle
Club and the Greater Arizona Bicycling Association. Steve said he would keep the Glendale
Family Bike Ride on future agendas through April so the Committee would be aware of and have
an opportunity to participate in the ride planning process.

IX. FUTURE AGENDA ITEMS
No agenda items were suggested.
X. OTHER BUSINESS
Jeff Reid said that the Arizona Republic newspaper had an article on Pima County redoing all the
cattle guards on County roads to make them safer for bicyclists. This prompted a general
discussion of the dangers cattle guards posed to cyclists if gaps between sections were too wide
and could trap bike tires. Ed Cure said that the City of Phoenix has a standing policy to repair all
reported road hazard within 30 days of the hazard first being reported.
XI. NEXT MEETING
Michael Wood said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee
would be held on Monday, February 7,2005, 6:30 p.m., Room B-3, at the Municipal Complex,
5850 West Glendale Avenue.
XII. ADJOURNMENT
There being no further business before the Committee, a motion to adjourn was made, seconded
and unanimously approved. Michael Wood adjourned the meeting at 7:27 p.m.
