MINUTES
I. CALL TO ORDER
Michael Wood called the meeting to order at 6:35 p.m.
Also in attendance: Brian E. Kanitsch, Omar Khiel, Charles Grosscup, Joe Terranova, Betsy
Turner, Bill Wilkinson, Jim Hunton and staff—Steve Hancock
Members absent: Shirley Gray, Ed Cure, David Parks
Guests: None.
II. APPROVAL OF MINUTES
The minutes of the July 12, 2004 meeting were approved.
III. CALL TO THE PUBLIC
No guests addressed the Committee.
IV. INTRODUCTIONS
Members and guests introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
• Betsy Turner said she went to a meeting at the State to review bicycle and pedestrian
handbooks they were developing. She said they were very good and should be available soon.
Betsy also reported that the City of Phoenix effort to establish a bike helmet ordinance has
been delayed by lack of action by the City Council.
• Jim Hunton said that the Mountain Bike Association of Arizona would sponsor a race
September 12th at Fort Tuthill County Park in Flagstaff.
• Bill Wilkinson said that he and Betsy Turner attended a public meeting for the new Phoenix
area light-rail system. He said that he was informed that four bicycles could be accommodated

in each light-rail car. Betsy said that the Coalition of Arizona Bicyclists had pressed hard for
these bike accommodations during the planning stage of the light-rail system.
VII. BICYCLE PROJECTS FOR FUTURE GLENDALE ONBOARD FUNDING
• Steve Hancock told the Committee he had compiled a list of possible projects that he wanted
to go through with the members for their input. Steve provided members with the list of
possible projects. Steve illustrated the projects with aerial photos to clarify the needed
improvements. Steve listed 15 possible projects - 12 projects are in the Bicycle Plan of the
City of Glendale. The three projects not in the bicycle plan are an entryway onto the Paseo
from Sweetwater, a multi-use pathway to carry Maryland Ave. through to 75th Ave., and the
addition of wide outside lanes to Union Hills from 51st Ave. to 83rd Ave. Steve noted that
Committee members had suggested some of the 15 possible projects in earlier CBAC
meetings. Steve asked if members had any other possible projects they wanted to add to the
list. Projects that were proposed were:
o Widening 55th Ave., south of Cactus, to a width sufficient for a bike route with shared
parking.
o Improving 55th Ave. from Glendale Ave. to Maryland for bicycling.
o Improving Grovers Ave. west of 51St Ave. for bicycling.
o Improving speed humps citywide to accommodate bicyclists
Jim Hunton also suggested that a pathway through the City facility at Union Hills and 63rd Ave.
would complete the intent of 63rd Ave. as a through north/south bike route via Skunk Creek. He
thought it might be possible to cross 63rd at Union Hills and proceed due south along the west side
of the City property to the Skunk Creek pathway. Other committee members were concerned that
the city might not want public access through the property.
VIII. FUTURE AGENDA ITEMS
• Joe Terranova said that he wanted someone from another Valley city to speak on the
engineering facets and desirability of bike lanes on arterial streets at the September
meeting. Betsy Turner asked Joe what he wanted to achieve by having such a presentation.
Joe responded that he wants the CBAC to better understand the need for arterial street bike
lanes. Betsy said she didn't share Joe's opinion that an engineering perspective would be
useful to the Committee. Jim Hunton spoke about the engineering aspect of bike planning
he experienced when Matt Zoll from Tucson did field studies of various arterial streets.
Bill Wilkinson said that Joe was "trying to dictate" the agenda. Joe denied that was his
intent. He said he just wanted to get everyone to understand the issues and then to see if
they would all be on the "same page"regarding the desirability of arterial bike lanes.
Michael Woods suggested that he and Joe get together to better define what Joe wanted.
Jim Hunton said the Committee should make a motion on whether to meet at all in
September since the CBAC usually did not meet in that month. Joe said he wanted to meet
and made motion that the CBAC meet in September. Omar Khiel seconded the motion. A
majority of the members voted not to meet in September with Joe and Omar voting to
meet.

IX. OTHER BUSINESS
• Joe Terranova spoke about how other cities in the Valley had arterial bike lanes and that
Glendale should follow their example.
X. NEXT MEETING
• Michael Wood said the next regular meeting of the Glendale Citizen Bicycle Advisory
Committee would be held on Monday, October 4, 2004, 6:30 p.m., Room B-3, at the
Municipal Complex,5850 West Glendale Avenue.
XII. ADJOURNMENT
There being no further business before the Committee, a motion to adjourn was made, seconded and
unanimously approved. Michael Wood adjourned the meeting at 7:57 p.m.
