CALL TO ORDER Jim Hunton called the meeting to order at 6:37 p.m. Also in attendance: Ed Cure, Brian E. Kanitsch, Omar Khiel, David Parks, Charles Grosscup, Joe Terranova, Betsy Turner, Bill Wilkinson, Michael Wood, and staff—Steve Hancock Members absent: Shirley Gray Guests: None. II. APPROVAL OF MINUTES The minutes of the June 7, 2004 meeting were approved with one correction on page 5, second paragraph (item X) changing "1995"to 1985. III. CALL TO THE PUBLIC No guests addressed the Committee. IV. INTRODUCTIONS Members and guests introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS • Ed Cure said he had nothing to report regarding the Coalition of Arizona Bicyclists. • Jim Hunton said that he had nothing to report on the Mountain Bike Association of Arizona. • Betsy Turner said she had nothing to report regarding the Greater Arizona Bicycling Association. Betsy did say that the Arizona Department of Transportation would hold a Steering Committee meeting on July 20th for the State Bicycle and Pedestrian Plan. Citizen Bicycle Advisory Committee Minutes July 12,2004 —Page 2— • Bill Wilkinson said that he told the Citizens Transportation Oversight Commission that the CBAC would be compiling a list of bike/ped projects for their consideration. Bill also said that the Friends of Mass Transit would have a meeting on July 22"d VII. BICYCLE PROJECTS FOR FUTURE GLENDALE ONBOARD FUNDING • Steve Hancock presented a number of possible bicycle/pedestrian projects that could be combined with other, like projects for funding under the Glendale Onboard program. Steve said that URS, under contract with the City, would look at these "bundled" projects to determine their feasibility and design concepts. Steve used examples of street segments identified in the Bicycle Plan as planned bike routes that had substandard widths or other factors that did not allow for the addition of bike lanes or other needed facilities. Steve said that projects to widen streets or purchase needed right-of-way could remove constrictions or barriers that jrevent completion of continuous, planned bike routes. Among others, Steve proposed 75' Ave. between Hillcrest and Deer Valley as a possible street widening project for bike lanes. Bill Wilkinson suggested that a designated bike route could be continued on 75th south of Deer Valley all the way to Union Hills. Joe Terranova said that a 75th Ave. bike lane could be extended to Bell Rd. and beyond. Steve suggested that a through bike lane at the intersection of Bell Rd. and 75th Ave, would be needed. Steve said that this possibility and others would be explored by URS if this were a recommended project. Betsy Turner said that a pathway was needed from 75th and Hillcrest to provide bike/ped access to Pinnacle Peak Rd. Steve said that there is an existing path from Pinnacle Peak south to a point just short of Hillcrest. He said that a possible project would be to complete the missing segment of pathway. When Steve suggested another project could be striping or signing Deer Valley Rd. as a bike route Omar Khiel remarked that Deer Valley was the only way to get to Happy Valley Rd. Jim Hunton said that a connection from 63rd Ave. and Union Hills south through the Police/Fire substation to Skunk Creek would be a good project because it would enhance the 63`d as a bike route when the Loop 101 bike/ped bridge is completed. Steve next talked about Paradise Ln. west of 59th Ave. He said that this short segment of Paradise Ln. could be widened to match the street width west of 59th that had shared bike/parking lanes. He said there was another substandard segment further west that also needs to be widened to bike route width. Steve then identified another possible project to connect 55th Ave. and 61st Ave., ideally by way of Royal Palm Rd. Steve explained that a signalized intersection at Royal Palm and 59th Ave. would be needed to make this an effective bike route for casual cyclists. Steve also proposed that a connection project was needed on the Maryland Ave. bike route just west of 75th Ave. Steve said that Maryland ends near the 74th Ave. alignment and begins again at 75th Ave. Steve suggested that URS could do a feasibility study to determine property ownership and how to deal with a cemetery property impacting the alignment. Mike Wood said that another possible project could be on 63`d Ave.just north of Peoria Ave. He said there should be a striped bike lane on the west side of 63`d Ave. for southbound cyclists. Joe Terranova said that we should look at putting bike lanes on Union Hills from 51St Ave. to the city limits with Peoria. FUTURE AGENDA ITEMS • Steve Hancock suggested that the CBAC continue to discuss and develop projects for Glendale Onboard funding at the August meeting. • Ed Cure said he would like to invite the new Traffic Safety Educator and the Bike Patrol Officers doing bike rodeos to a future meeting. Steve Hancock suggested that the CBAC wait until September or October after the new Traffic Safety Educator has had time to settle in to her new job. Ed also said that the CBAC should draft letters of support for the Loop 101 bike/ped bridge Transportation Enhancement funding application. IX. OTHER BUSINESS • Joe Terranova said, in regard to Jim Book's presentation at the CBAC meeting in June, he doesn't want the bike lane on arterial streets issue to fade away. He said he wanted to know what other members thought about the issue. Omar Khiel said that what he got from last month's meeting was that "the City will not build not build it unless absolutely necessary. People will use bikeways if they exist—they don't demand them." Bill Wilkinson said that the issue of bike lanes goes back 10 to 15 years ago when the Bicycle Plan was developed. He said the Bicycle Plan stipulated that bike lanes be limited to half-mile collector streets. Jim Hunton said that the purpose of the CBAC is to make a difference and that we need to better informed on engineering issues effecting bikeways, Ed Cure said that Jim Book told him and Joe Terranova that he, Jim Book, would not change his mind on the arterial bike lane issue unless directed to do so by the City Council. Jim Hunton said the committee members needed to get better educated on engineering principles so they could better judge whether bike lanes on arterial streets were a good idea. Jim said that Jim Book feels as passionate about bike safety on arterials as some members do about bike lanes on arterials. Joe Terranova said that we should invite someone to address the Committee on the subject of arterial bike lanes, perhaps someone from Tempe to tell us how they got bike lanes on arterials. Betsy Turner said that CBAC members should attend other Cities' bike advisory committee meetings. Joe said he disagrees, that the Committee needs to have someone talk about his or her experiences. Omar Khiel said that the CBAC should be more proactive even if it meant the Committee was threatened with exceeding its powers. Ed Cure asked Steve if he would send members a copy of the CBAC bylaws and a copy of the latest member information. Steve said that he would do so. X. NEXT MEETING • Jim Hunton stated that the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, August 2, 2004, 6:30 p.m., Room B-3, at the Municipal Complex, 5850 West Glendale Avenue. XII. ADJOURNMENT There being no further business before the Committee, a motion to adjourn was made, seconded and unanimously approved.
