MINUTES
I. CALL TO ORDER
Jim Hunton called the meeting to order at 6:31 p.m.
Also in attendance: David Parks, Bill Wilkinson, Omar Khiel, Ed Cure, Betsy Turner, Michael
Wood, Joe Terranova, Brian E. Kanitsch, and staff— Steve Hancock
Members absent: None
Guests: None
II. APPROVAL OF MINUTES
The minutes of the January 5, 2003 meeting were approved with changes.
III. CALL TO THE PUBLIC
There were no guests wishing to address the Committee.
IV. INTRODUCTIONS
Members and guests introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS

V. ARROWHEAD MALL CONNECTIONS TO SKUNK CREEK AND UNION HILLS
DRIVE UNDERPASS AT SKUNK CREEK
• Dave Hedlund,URS, introduced this item by stating that identification of useful pedestrian
projects at the Arrowhead Mall has been difficult. Based upon the motion by CTOC to

broaden the area of potential pedestrian/bicycle projects beyond the Mall, URS is conducting a
preliminary concept study to identify potential projects. The areas for new projects include:
(1) 79th Avenue,west of Mall
(2) West St. Johns Road(at 79th Avenue)
(3) Skunk Creek Wash Connection
(4)Union Hills/Skunk Creek Wash
URS presented five possible bicycle/pedestrian alignments that will connect the Mall to the Skunk
Creek wash. A handout showing the proposed alignments was distributed to Committee members.
Ed Cure agreed with the need to examine potential pedestrian projects beyond the Mall area, and
also stated that there is a need for a left turn onto St. Johns from southbound 79th Avenue.
Dave Hedlund stated that the St. Johns project would add landscaping to the bare areas and tear
out the existing 8-foot asphalt path to install a 10-foot wide concrete path. The BAC Chairman
responded that runners would prefer a softer surface such as decomposed granite as a parallel path.
BAC comments on (5) proposed alignments from Mall to Skunk Creek Wash included:
- Do not propose an alignment along Bell Road due to amount of traffic present and driveway
cuts into businesses creates a safety hazard for bicyclists.
- Betsy Turner suggested that bicycle parking facilities be provided at the north side of the Mall
where the theaters attract children.
- Alignment#4 is too circuitous through the neighborhood and is confusing for users.
- Stay off of 79th Avenue due to amount of traffic.
- Committee members suggested several other options for alignments which include a
combination of proposed alignments. Dave Hedlund stated that the committee's comments
and new proposed alignments will be presented to CTOC at their next meeting in March.
Motion(Bill Wilkinson): To return this item to the BAC for review at their March meeting before
being presented to CTOC (2nd: Ed Cure,unanimous vote).
BAC members also voiced their support for proposed improvements in the Union Hills/Skunk
Creek project to provide trail access under the Union Hills bridge.
Although not on the agenda, Dave Hedlund introduced another project—a new bridge over Skunk
Creek at 57th Avenue near Union Hills Drive. A bike path underneath the bridge along Skunk
Creek was proposed by URS.
Motion (Ed Cure): Recommend a vehicular bridge at 57th Avenue over Skunk Creek to include a
bike path underneath the bridge, 2nd: Betsy Turner, unanimous vote)
VII. NEW RIVER TRAIL
• Dave Hedlund reported that the City and FCDMC are preparing an Intergovernmental
Agreement regarding a multiuse trail. Also, property acquisition of land along the east side of

the river by SRP is underway. Dave Hedlund also stated that this project is being submitted to
MAG this week for federal funding.
IX. FUTURE AGENDA ITEMS
• No future agenda items were brought forth.
X. OTHER BUSINESS

XI. NEXT MEETING
Jim Hunton stated that the next regular meeting of the Glendale Citizen Bicycle Advisory
Committee would be held on Monday, April 5, 2004, 6:30 p.m., Room B-3, at the Municipal
Complex, 5850 West Glendale Avenue.
XII. ADJOURNMENT
There being no further business before the Committee, a motion to adjourn was made, seconded and
unanimously approved. Jim Hunton adjourned the meeting at 8:10 p.m.
