MINUTES
CALL TO ORDER
Jim Hunton called the meeting to order at 6:35 p.m.
Also in attendance: David Parks, Bill Wilkinson, Michael Wood, Omar Khiel, and staff- Steve
Hancock.
Members absent: Brian Bates, Ed Cure, Joe Terranova, and Betsy Turner
II. APPROVAL OF MINUTES
Since a quorum of members was not present, approval of the minutes for the December 1, 2003
meeting will be moved to the next meeting of the Committee with a quorum present.
III. CALL TO THE PUBLIC
There were no guests wishing to address the Committee.
IV. INTRODUCTIONS
Members introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
V. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
• Bill Wilkinson reported that the Citizens Transportation Oversight Commission (CTOC) met
on December 4, 2003. He said that the alignment recommended by staff for the 63`d Ave. bike
route was approved. Jim Hunton said he thought there were two possible alignments that had
been presented to the CBAC. Bill responded that only one route was recommended to and
approved by the CTOC.

VII. SUGGEST NEW BICYCLE PROJECTS FOR FUTURE CIP
• Omar Khiel had compiled a list of problem areas he encountered on his cycling trips that he
offered as potential improvement projects. He first cited the area of 51st Ave. and the Loop
101. He noted that the bike lane on the northbound side of 51St ended well before the Loop
101 bridge and did not begin again until a cyclist reached the far, north side of the freeway
interchange. He said cyclists had to share narrow lanes with motorized traffic, keeping to the
left of a right-turn-only lane south of the freeway. He said a similar situation existed for
southbound cyclists. Omar also noted that the pavement of the southbound side of 51st, south
of the freeway, near the edge of the roadway, was in need of repair. He said it was too rough
for safe cycling. Steve Hancock pointed out that 515t Ave. at this location was maintained by
the City of Phoenix and that any improvements would have to be done and/or approved by
their Street Transportation Department. Omar next referred to speed humps on Melinda that
covered the entire paved roadway surface, including the area of the striped bike lanes. He said
the humps were an unnecessary barrier for cyclists, especially casual, inexperienced cyclists.
He wonders if the humps could be removed fro the bike lane area. Steve Hancock said he had
discussed this issue with Debbie Burdette,the Traffic Engineer overseeing the speed hump
program, and she had explained that removing the speed hump from the bike lane would then
encourage motor vehicles to use the flattened portion of the roadway to avoid the speed hump
in the travel lanes. She did not think removing portions of the speed hump would be possible.
Steve Hancock added that he did not see a problem for cyclists riding over a speed hump; he
did not see it as an unsafe situation. Omar said that speed humps on Acoma in Glendale had
an area near the curb and gutter that was level with the roadway. It was not as wide as the
bike/park lanes on Melinda but it allowed cyclists to avoid going over the speed humps. He
wondered why speed humps on one street were different than speed humps on another street.
Omar also noted that westbound bicycles on Melinda could not be detected by the traffic
signal at 59th Ave. He said his bike is steel but would not trip the light. Steve Hancock said
that the loop detector might not reach into the area where bicycles typically stop for the traffic
light or that the detector needed to be adjusted for greater sensitivity. He said he would take
the issue to the person in the City's responsible for traffic signals. Omar also pointed out that
an earthen ramp had not been removed from a segment of Greenway Rd. near 57th Ave. where
construction trucks had been operating. Steve Hancock said he would notify street
maintenance about the problem.
• Bill Wilkinson said he often rode his bike on the Arizona Canal/Diversion Channel (AC/DC)
and Skunk Creek. Bill said a place near 73rd Ave. on the Thunderbird Paseo Pathway, where
the pathway dipped into a drainage channel, was too steep and could pose a danger for cyclists.
Omar Khiel concurred with Bill's statement. Steve Hancock said he would talk to the Parks
and Recreation Dept. about the situation once he's had a chance to look at the site.
• Omar Khiel said he also was concerned about the traffic circles on 55th Ave. between Acoma
and Greenway. He pointed out that raised-curb diverters had been added to the roadway to
move traffic away from the curb just before the traffic circles. This narrowed the traffic lane
and caused the bicycle lane to be dropped. Bikes then had to share the narrowed lane with
motor vehicles, an unsafe situation in his mind.

VIII. 2004 GLENDALE FAMILY BIKE RIDE
• Steve Hancock displayed a draft of the 2004 logo and t-shirt design. He also raised the issue
that the route may need to be changed to eliminate the ASU West rest stop. He noted that in
the past few years the rest stop was not well marked and that many riders found the route
through the facility difficult to find. Steve said he had contacted Thunderbird School of
International Management about setting up a rest stop but had not gotten a response yet. He
said he would also be contacting the City's Marketing Department about getting information
on the bike ride in the utility bill newsletter.
IX. FUTURE AGENDA ITEMS
• Omar Khiel wanted to keep suggestions for bicycle related needs and projects on future
agendas.
• Jin Hunton wanted planning for the Glendale Family Bike Ride on the agenda.
• Omar asked about space for a velodrome at the planned Bicycle Park. Steve said he would ask
someone from the Parks Dept. to address the issue at a future meeting.
X. OTHER BUSINESS
• Omar Khiel asked if it would be appropriate for the Committee to write a letter to the City of
Phoenix congratulating them on completion of the 43`d and Peoria underpass on the ACDC
pathway. Steve Hancock said he would do so.
XI. NEXT MEETING
Jim Hunton noted that the next regular meeting of the Glendale Citizen Bicycle Advisory
Committee would be held on Monday, February 2, 2004, 6:30 p.m., Room B-3, at the Municipal
Complex, 5850 West Glendale Avenue.
XII. ADJOURNMENT
There being no further business before the Committee, a motion to adjourn was made, seconded and
unanimously approved. Jim Hunton adjourned the meeting at 8:01 p.m.
