CALL TO ORDER The meeting was called to order by Bill Wilkinson at 6:38 p.m. Also in attendance: Glen Kowacz, Barb Barborak, Betsy Turner, Ed Cure, Tom Mowery-Racz, Omar Khiel, Michael Beaver, Joe Terranova, Seth Placko (URS) and staff Steve Hancock and Terry Johnson. Members absent: Brian Bates and Jim Hunton II. APPROVAL OF MINUTES The minutes of the November 4, 2002 meeting and the December 2, 2002 meeting were approved. III. CALL TO THE PUBLIC There were no guests. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS • Ed Cure that he had nothing to report on the activities of the Arizona Bicycle Club or the Coalition of Arizona Bicyclists because he was "laid up" recently. • Betsy Turner reported that the Greater Arizona Bicycle Association is having their next big ride, the Casa Grande Century on Sunday, Jan. 12th. There will be 108, 85 and 62 mile options. • Bill Wilkinson reported that the Citizen Transportation Oversight Committee (CTOC) met on January 2nd and that Steve Hancock did a presentation that he'll recap during a later agenda item. • Betsy Turner reported that there had been no meeting of the Valley Bike Week committee. URS REPORT ON CIP BICYCLE PROJECTS • Seth Placko of URS consultants gave the CBAC an update on bicycle projects in the half-cent sales tax program. These were the 63rd Ave., Grand Ave. to Olive street widening project, the New River pathway project from Northern to the Grand Canal outfall channel, the bridge over Loop 101 at 63rd Ave., and the 67th Ave. Thunderbird Park access project. Seth showed drawings of the project limits as well as renderings of the two Loop 101 bridge concepts that will be presented at future public meetings. Terry Johnson told the CBAC they should be aware of these upcoming meetings and plan to attend. VIII. 71ST AVENUE WASH BRIDGE PROJECT • Steve Hancock handed out a list of bicycle projects in the CIP that are funded by half-cent sales tax funding. He noted that a number of the project had allocated funding that exceeded the most recent preliminary cost estimates, leaving a surplus listed as "Contingency Funds" of $3,083,057. Steve said the Parks Dept. had asked if some of the Contingency Funds could be used to provide a$69,921 match for a Heritage grant of an equal amount. Steve asked the CBAC to consider recommending to the CTOC the committee's approval for use of the requested funds. Steve also told the members that because of a possible shortfall in Federal Highway funding, the Contingency Funds might be needed to make up the difference and they should weigh this possibility in their deliberations. Michael Beaver asked what effect spending the $69,921 would have on other projects in the CIP. Terry Johnson said that there is an 18% shortfall in sales tax revenues and that the City may not be able to make up any differences other than using the Contingency Funds. Betsy Turner said that the 71st Ave. Wash bridge would have been in the half-cent sales tax project list if there had not been the expectation Parks and Rec. would pay for it using Park Bond funds. Omar Khiel said that if there could be a shortfall in Federal Highway funding we should be careful where we spend any contingency funds. He also said he heard Paula Moloff say that if she couldn't get the match from half-cent sale tax funding the money would be found somewhere else because the City Council would not let the Heritage funds expire. After further discussion among members, the CBAC passed a motion to recommend to the CTOC that the half-cent sales tax funds be used for the requested match. IX. BICYCLE SAFETY EDUCATION • Steve Hancock asked the Committee what they perceived to be bicycle safety issues in Glendale and to express their interest in developing bicycle safety education messages. Omar Khiel said he thought that kids needed bicycle safety education because he saw many of them riding on the wrong side of the street. Michael Beaver said he saw lots of kids riding in unsafe ways near schools. Joe Terranova said he thought we needed to educate adults also and though one way to do so would be through the driver classes administered by the traffic courts. Betsy Turner said that doing bicycle safety through the schools was difficult because of the demand on their time for other programs and messages. Omar said that we need to have consistent, sustained messages to be effective. Michael said that posters in the schools could be effective. Steve Hancock asked if the CBAC wanted to form a subcommittee to address c:\documents and settings\blimbach\desktop\minutes\2003\0103m.doc 04/29/11 Citizen Bicycle Advisory Committee Minutes January 6,2003 —Page 3— bicycle safety and, if so, what members would want to be on the subcommittee. Tom Mowery- Racz, Omar Khiel, Michael Beaver, Joe Terranova, and Betsy Turner indicated they would be on the subcommittee. X. UPDATING THE CITY'S BICYCLE MAP • Steve Hancock told the CBAC that most of the electronic version of the bicycle map done in ARCView had been completed. Steve said he wants to proceed with getting bids on printing the map and asked that Committee members review the text of the map to see if there were any changes to existing text that needed correction, amending or deletion. He also asked members to suggest any additional information to go on the map. Steve said he would like to get an approval at the next CBAC meeting to proceed with getting bids. XI. FUTURE AGENDA ITEMS • Omar Khiel said the CBAC should have an agenda item where deficiencies in the City's bicycle system could be discussed and remedies suggested. Steve Hancock said he could add an "Other Business" item to future agendas. • Terry Johnson had suggested that a report on the Coyote Arena/Cardinal Stadium area development plans could be a future agenda item. X. NEXT MEETING The next regular meeting of the Glendale Citizen Bicycle Advisory Committee will be held on Monday, February 3,2003, 6:30 p.m. in room B3 at the Municipal Complex, 5850 West Glendale Avenue. XI. ADJOURNMENT There being no further business before the Committee, a motion to adjourn was made, seconded and unanimously approved.
