CALL TO ORDER The meeting was called to order by Chairperson Jim Hunton at 6:38 p.m. Also in attendance: Glen Kowacz, Bill Wilkinson, Barb Barborak, Brian Bates, Betsy Turner, Ed Cure, Omar Kheil, staff Steve Hancock, and guest Joe Terranova. Members absent: Tom Mowery-Racz II. APPROVAL OF MINUTES Due to incomplete segments of the November 5, 2002 minutes, approval was postponed until the January meeting. III. CALL TO THE PUBLIC Guest Joe Terranova had no comments. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS • Ed Cure reported that the Arizona Bicycle Club would sponsor a trail clean-up in the month of December, he did not have the exact dates yet. Ed also told the Committee that the Coalition of Arizona Bicyclists had a both at the El Tour De Tucson and recruited some new members. • Betsy Turner reported that the Greater Arizona Bicycle Association held a Sun Valley Parkway clean up with 15 people volunteering their time. • Bill Wilkinson reported that the Citizen Transportation Oversight Committee (CTOC) indicated that there was no need for them to review and approve the CBAC's bylaws. The bylaws could be amended and adopted solely by the CBAC. Citizen Bicycle Advisory Committee Minutes December 2,2002 —Page 2— • Steve Hancock reported that there had been no meeting of the MAG Regional Bicycle Task Force in November. • Steve Hancock reported that there had been a meeting of the Valley Bike Week committee at Valley Metro in November. The desired date for the Go Glendale Family Bike Ride is Sunday, April 6, 2003. This date was chosen by the Go Glendale planning committee also. Steve also said that the annual Bike-to-Bob ride would be on April 13th. Ed Cure said their would be a swap meet sponsored by the Coalition of Arizona Bicyclists during Bike Week in the parking lot of Phoenix Municipal Stadium. Betsy Turner said that the Bike-to-Bob event would probably start at Margaret Hance Park and that around 1000 riders were expected. VII. REVIEW OF THE CBAC BYLAWS • Steve Hancock said that the CTOC did not need to review or approve the bylaws and had no desire to do so. He said the CBAC could approve the bylaws with the removal of the stipulation that they required CTOC approval. CBAC members noted other changes that needed to made and suggested that CBAC approval await the January 2003 meeting. Steve said he would make the suggested changes for next month's meeting. VII. UPDATING THE CITY'S BICYCLE MAP • Steve Hancock distributed copies of a section of the draft bicycle map. He said that much progress had been made in developing the shape files for various types of bikeways. He also said he had developed a layer of polygons showing the location of City parks and schools. He asked the CBAC to think of any other features they thought would be useful to have on a bike map. IX. TRAFFIC DETECTION DEVICES • Steve Hancock said that he had asked Eric Iwersen of the City of Tempe about their use of infrared detection devices for detecting bicycles. Eric had said they did not use infrared detectors, only loops and bike buttons on curbside posts. Steve said he would need more time to research the subject of infrared detectors and would try and have something for the CBAC next month. X. REPAIRS AND IMPROVEMENTS • Jim Hunton noted that Steve had previously suggested requests for repairs be directed to the City departments directly responsible for doing the needed work. He asked if there were any major improvements anyone wished to address. Bill Wilkinson wondered if there was some way to get junked cars removed from on street bike lanes. Ed Cure said probably not specifically for shared bike and parking lanes but it could be done to remove an eyesore. Glen Kowacz said no parking signs could be possibly be posted. Jim Hunton said this raised another issue, that of having just one side of a street striped for shared parking/bike lanes and the other side striped only with a narrower bike lane. Ed Cure cited 55th Ave from Bethany Home Rd. south to Camelback as another example. X. FUTURE AGENDA ITEMS • Bill Wilkinson said he would like to asked consultants from URS who are working on some bicycle-pedestrian projects for the City to report to the CBAC on their progress. He said he would ask them at the next CTOC meeting. • Steve said he would try and have some information on infrared detectors for the next meeting. • Steve said, in response to a suggestion, that he could provide new members with a list of bicycle and pedestrian projects in the City's Capital Improvement Plan. X. NEXT MEETING The next regular meeting of the Glendale Citizen Bicycle Advisory Committee will be held on Monday, January 6,2003, 6:30 p.m. in room B3 at the Municipal Complex, 5850 West Glendale Avenue. XI. ADJOURNMENT There being no further business before the Committee, a motion to adjourn was made, seconded and unanimously approved.
