MINUTES
I. CALL TO ORDER
The meeting was called to order by Chairperson Jim Hunton at 6:37 p.m.
Also in attendance: Glen Kowacz, Bill Wilkinson, Barb Barborak, Tom Mowery-Racz, Betsy
Turner, Ed Cure, and staff Steve Hancock.
Members absent: Brian Bates (excused)
II. APPROVAL OF MINUTES
The Committee approved the minutes of the Monday, October 7, 2002 meeting with a correction
of the time that the meeting was called to order; the time was changed from 6:24 p.m. to 6:34 p.m.
III. CALL TO THE PUBLIC
None were present
IV. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
V. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Committee members reported on the activities of and news from other organizations of interest to
the Committee:
• Ed Cure reported that the Coalition of Arizona Bicyclists was redrafting their bicycle map for
the Phoenix area and that he would be providing input on Glendale bikeways. He also said
that the Coalition promoted the Memorial Ride for Safety, a bike ride to Lake Pleasant that was
successful in raising money for the Coalition. He announced that St. Joseph's Hospital and the
Coalition received a $50,000 grant to sponsor bicycle safety education in Phoenix, Scottsdale
and Paradise Valley schools.
• Betsy Turner reported that the Greater Arizona Bicycle Association had two successful rides,
the Heart of Arizona Century and the Palo Verde Nuclear Century. She also said there would
be the Bluestreak ride coming up on November 17`h.

• Bill Wilkinson reported that a fellow member of the Citizen Transportation Oversight
Committee (CTOC), at the last meeting, had asked why bikeways should be built on public
streets when they don't pay gas tax money and other automobile related fees. Steve Hancock
said that not all street projects are built with Highway User Revenue Funds (HURF), citing
sales tax funds and bond money as being paid by bicyclists and motorists alike. He also noted
that most adult bicyclists are motorists as well as bicyclists and contribute to HURF funds.
Betsy Turner said that automobile use is heavily subsidized by hidden costs paid by both
motorists and bicyclists. She also said this is an issue that has been around a long time and
that there were websites addressing it.
VI. REVIEW OF THE CBAC BYLAWS
• Steve Hancock said he had spoken to Allan Grover, staff person for the Citizens
Transportation Oversight Commission (CTOC) and was told that the CBAC's Bylaws could
be distributed for review by the CTOC at their November 7th meeting but could not be
approved until the December CTOC meeting. Steve said he would provide copies of the
Bylaws to CTOC support staff for distribution at the Nov. 7th meeting.
VII. SUGGESTIONS FOR WEBSITE CONTENT
• Steve Hancock said he had explored the possibility of hiring a consultant to develop a City
bicycle website. He said the a City employee who had been assigned to develop the website
for all the divisions in the Transportation Dept. had not been sufficiently trained and had other
responsibilities that demanded his time. Steve was told that it would not be possible at this
time to expend funds for a consultant and that it would not be wise to do so without all the
other divisions' websites being developed concurrently. Steve said we would have to wait until
upper management resolved this problem.
VIII. UPDATING THE CITY'S BICYCLE MAP
• Steve Hancock said he had not had a chance to do more work on the City Bike Map due to
other, more pressing responsibilities. He said he would be able to do more work on the map
after the Trip Reduction Surveys were completed.
IX. REPAIRS AND IMPROVEMENTS
• Barb Barborak told Steve Hancock that the debris on Utopia she had reported had been cleaned
up

X. TRAFFIC DETECTION DEVICES
• Steve Hancock gave an overview of traffic signal detection devices, focusing on induction
loops, bike buttons and video detection systems. Ed Cure wanted to know more about infrared
detection devices, citing their use in Tempe and other cities. Steve said he would look into the
use of these devices and report back at a later date.
X. BICYCLE AND PEDESTRIAN PROJECTS IN THE CIP
• Steve Hancock gave a presentation on the bicycle and pedestrian projects in the current Capital
Improvement Plan (CIP). Project # 1, described as restriping of bike routes and other
improvements to enhance access to Glendale Community College, was called into question by
a number of members. Ed Cure said the existing bike lane striping existed and that access for
bikes and peds was already adequate. Members questioned the need to spend money on a
project to restripe 63rd Ave. between Olive and Peoria Avenues, saying that bike lanes were
already in place and did not need restriping. Jim Hunton he did not remember the project to
do a Downtown Pedestrian study that would cost $5.7 million. Both Ed Cure and Betsy
Turner stressed the need to provide bicycle access to the new sports complex housing the
Coyotes'Arena and the Cardinals'Stadium.
XII. FUTURE AGENDA ITEMS
• Ed Cure asked that infrared detection devices be a future item.
• Ed Cure asked that Terry Johnson attend a future meeting to talk about the City's plans for the
new stadium and arena areas relative to bicycle access.
XIII. NEXT MEETING
• The next regular meeting of the Glendale Citizen Bicycle Advisory Committee will be held on
Monday, December 2, 2002, 6:30 p.m. in room B3 at the Municipal Complex, 5850 West
Glendale Avenue.
XIV. ADJOURNMENT
• There being no further business before the Committee, a motion to adjourn was made,
seconded and unanimously approved. Chairperson Hunton adjourned the meeting at 8:30 p.m.
