MINUTES
I. CALL TO ORDER
The meeting was called to order by Chairperson Jim Hunton at 6:24 p.m.
Also in attendance: Glen Kowacz, Brian Bates, Bill Wilkinson, Barb Barborak,
Tom Mowery-Racz, Betsy Turner, and staff Steve Hancock.
Members absent: Ed Cure (excused)
II. APPROVAL OF MINUTES
The Committee approved the minutes of the Monday, September 9, 2002 meeting
as written.
III. CALL TO THE PUBLIC
None were present
IV. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal
V. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Committee members reported on the activities of and news from other
organizations of interest to the Committee:
• Betsy Turner reported on the Greater Arizona Bicycle Association. She said
the Heart of Arizona bike ride would occur on Oct. 20th. She also said the
Palo Verde Nuclear Century would occur on Oct. 27th
• Bill Wilkinson reported that Citizen Transportation Oversight Committee
(CTOC) met on October 3`d and that Steve Hancock had given a presentation

on the bicycle and pedestrian projects in the Glendale Capital Improvement
Plan (CIP).
• Steve Hancock reported on the Desert Peak Award given to the City of
Glendale by the Maricopa Association of Governments for its cooperation
during Valley Bike Week, 2002. Steve passed around the plaque and trophy.
VI. REVIEW OF THE CBAC BYLAWS
• Steve Hancock passed on comments from Ed Cure who was absent. He said Ed had
concerns about the language in the draft that said the Chairperson "shall be elected for
a two year term." Ed thought a two-year term was not compatible with the two-year
appointments of Committee members on a staggered basis; it would be possible for a
Chairperson's term to exceed his/her membership term. After much discussion, the
Committee agreed that the Chairperson's term should be for only one year to better
align with the term of membership.
• Betsy Turner pointed out that item#H would need to be changed to reflect annual
elections rather than bi-annual elections.
• All other changes in the draft were acceptable to the Committee and the bylaws, with
changes noted above, were approved for submittal to the Citizens Transportation
Oversight Commission (CTOC). Steve Hancock said he would provide an updated
draft to Bill Wilkinson for submittal at the next CTOC meeting in November.
VII. SUGGESTIONS FOR WEBSITE CONTENT
• Steve Hancock suggested that the Committee initially focus on three or four major
elements in the website. He said there is only one person designing the entire
Transportation Dept. website and the more elements to be added to a particular web
page, i.e., Bicycle Program, the more likely delays would occur. After some
discussion, it was decide to focus on a Schedule of Events, a Contacts list, an
interactive Bike Map, CBAC Minutes, and a Links page.
• Bill Wilkinson asked Steve to see if there was anything documenting the contents of
the old Bicycle website that had been active years ago, lauding its content as being
very good.
• Tom Mowery-Racz suggested a subcommittee be formed to help develop the website.
• Steve Hancock told Tom that he would welcome any suggestions and to please e-mail
same to him.
VIII. UPDATING THE CITY'S BICYCLE MAP
• Steve Hancock told the members that he was developing a bike map on ARCGIS, a
mapping software used for electronic mapping. This would allow for current
updating of bikeways as they are completed and for a base map for the printing of a
Glendale Bicycle Map. Steve showed some printed examples of the Bike Map and
how it could be "zoomed" in on for detailed information and "readability" from the

City's future website. Steve noted that a hard copy of the map would have to be
professionally printed using the electronic base map he was developing. Steve asked
members to think about additional information that would be desirable on the map
and to contact him with ideas.
• Betsy Turner suggested that the map include segments of adjoining cities to show
connections to their bikeways.
• Jim Hunton suggested that Park-and-Ride lots be shown on the map.
IX. REPAIRS AND IMPROVEMENTS
• Barb Barborak told Steve Hancock that the debris on Utopia she had reported had not
yet been clean up. Steve said he would again contact Street Maintenance about the
problem.
• Bill Wilkinson said that there was debris on the Paseo pathway near the drainage
from 72"d Ave.
X. FUTURE AGENDA ITEMS
At the September meeting there was a request for an agenda item regarding
bicycle detectors at traffic signals; this will be added to the November agenda.
An item addressing bicycle and pedestrian projects in the CIP was also requested.
If the CTOC approves the draft bylaws, an election of a Vice-Chair could be an
agenda item in November.
XI. NEXT MEETING
The next regular meeting of the Glendale Citizen Bicycle Advisory Committee
will be held on Monday, November 4, 2002, 6:30 p.m. in room B3 at the
Municipal Complex, 5850 West Glendale Avenue.
XII. ADJOURNMENT
There being no further business before the Committee, a motion to adjourn was
made, seconded and unanimously approved. Chairperson Hunton adjourned the
meeting at 8:05 p.m.
