MINUTES
I. CALL TO ORDER
The meeting was called to order by Chairperson Jim Hunton at 6:32 p.m.
Also in attendance: Glen Kowacz, Brian Bates, Bill Wilkinson, Barb Barborak,
Tom Mowery-Racz, Ed Cure, Betsy Turner, Jim Reay and staff Kathie Sholly,
and Steve Hancock.
Members absent: Kathleen Wood, Joseph Terranova and Kate Russell
II. APPROVAL OF MINUTES
It was pointed out that item number IX of the July minutes incorrectly identified
the Salt River Project as not allowing offsetting of posts at the Cholla bridge. The
minutes should have said the Washington School District did not allowing
offsetting of the posts. With this correction the Committee approved the minutes
of the Monday, July 7, 2002 meeting as written.
III. CALL TO THE PUBLIC
None were present.
Kathie Sholly, previous staff liaison to the CBAC, told members of her new
assignment as manager of the City's Property Management section. She noted
that Steve Hancock would be the new staff liaison to the CBAC.
IV. INTRODUCTION OF STEVEN HANCOCK
The CBAC members present introduced themselves to Steve Hancock, the City's
new Bicycle Program Manager. Steve gave the Committee an overview of his
background and experience.

V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Committee members reported on the activities of and news from other
organizations of interest to the Committee:
• Ed Cure had no report on the Coalition of Arizona Bicyclists. Mr. Cure
displayed a copy of the Arizona Department of Transportation's (ADOT)
statewide bicycle plan and noted that any member wishing to review the plan
could do so.
• Betsy Turner reported on the Greater Arizona Bicycle Association. She said
the Heart of Arizona bike ride would occur on Oct. 20th. She also said the
Palo Verde Nuclear Century would occur on Oct. 27th
• Betsy Turner reported that she had nominated the BAC for a Golden Spoke
Award from the Clean Air Campaign. The award would be for the Go
Glendale bike ride.
• Bill Wilkinson reported that Citizen Transportation Oversight Committee
(CTOC) approved the CBAC letter recommending lanes for bikes on the
planned Maryland crossing of Grand Ave. Ed said the recommendation
would be conveyed to the Transportation Department.
VII. REVIEW OF THE CBAC BYLAWS
• Kathie Sholly gave a brief background on the Bylaws and the impact of the
newly formed CTOC on the bylaws. She also noted that election of the Chair
and Vice Chair earlier in the year(earlier than December)was desirable
because of the Go Glendale bike ride planning schedule.
• Betsy Turner said that she was confused by the number of members allowed
by the bylaws, noting that there was no maximum number given. A general
discussion on the number of members followed. The discussion revealed that
there were six members appointed by City Council, one member appointed by
the Mayor, one member from the CTOC and an undetermined number of"At-
Large"members.
• Bylaw I. G. states that the CTOC may remove any member of the CBAC
recommended for removal by the CBAC. It was noted that the Council and
Mayor appoint CBAC members with only one member appointed by the
CTOC. Therefore, the question arose of whether CTOC should be able to
remove a member appointed by the Council or Mayor.

• Bylaw IV. A. says the presence of four "members" shall constitute a quorum.
It was suggested that a simple majority of all voting members should form a
quorum.
• Bylaw IV. B. mentions"unexcused absences." It was suggested that language
is needed to define how a member can have an excused absence, e.g., by
notifying staff.
• Ed Cure asked about bylaw V. A. 1. c., questioning if it was needed. A
discussion followed regarding the review by the CBAC of development
projects for bicycle facilities. Steve Hancock pointed out that this could be
cumbersome given the volume of projects and suggested using the words
"selected projects."
• Bylaw V. A. 2. Also mentions the development review process and may need
to be struck. Ed Cure pointed out that pedestrians need to be added as entities
for whom the CBAC needs to advocate. He also questioned advocating for
"bicycles" as opposed to bicyclists. It was suggested that"of' be struck in the
phrase "securing of volunteer help."
• Bylaw VI. B. 1. should change "amendment"to "amendments."
• Bylaw VI. D. is redundant and the second sentence should be deleted.
• The consensus of the CBAC was that staff should redraft the bylaws for
further review and they should be discussed and possibly approved at the next
meeting.
VIII. SUGGESTIONS FOR WEBSITE CONTENT
• Contrary to an earlier suggestion, it was felt that it would not be appropriate to
list local bike shop links on a city government website. Steve Hancock
pointed out that to be fair to all sellers of bicycles it would be necessary to list
all major retail chains such as Kids R Us and WalMart.
• Tom Mowery-Racz asked if a sub-committee could be formed to address
website content.
• Betsy Turner cited the Maricopa County bicycle website developed by Reed
Kempton as an example of an excellent bike oriented website.
• Steve Hancock suggested the website should have an interactive bicycle map,
a commuter page, a safety page, a bicycle plan page, and a bike-parking page.
IX. UPDATING THE CITY'S BICYCLE MAP
• Steve Hancock told the members that he would be developing a bike map on
ARCGIS, a mapping software program commonly used for electronic
mapping. This would allow for current updating of bikeways as they are
completed and for a base map for the printing of a Glendale Bicycle Map. He
said that it could take months for this map to be completed and useable.

X. REPAIRS AND IMPROVEMENTS
• Ed Cure mentioned street striping he had discussed with Debbie Burdette.
Steve told Ed Debbie had passed that information to him. Ed also said that the
bike lanes on Glendale Ave., from the 101 to Dysert Rd., had stress cracks
perpendicular to the direction of travel that needed to be milled and
resurfaced.
• Ed noted that the Skunk Creek pathway at Bell Rd. gets all the drainage from
Bell Rd. flowing across the path.
• Ed also said that there are three wet spots from grass irrigation on the Paseo
path just south of Thunderbird Ave. at 59th Ave.
• Steve Hancock suggested that repairs and improvements, when appropriate,
should go directly from members to the Street Maintenance Dept. or the Parks
Divisions. This way those entities will become aware that bicyclists in
general have a consistent need for clean, well repaired facilities (a need they
may not appreciate if requests come only from the Bicycle Program).
X. FUTURE AGENDA ITEMS
The Committee requested that both "Suggestions for Website Content" and
"Updating the City's Bicycle Map" continue to be regular agenda items. They
also wanted an agenda item addressing the use of bicycle detectors at traffic
signals. An item addressing bicycle and pedestrian projects in the CIP was also
requested. A vote for Vice-Chair of the Committee should also be an agenda
item.
XI. NEXT MEETING
The next regular meeting of the Glendale Citizen Bicycle Advisory Committee
will be held on Monday, October 7, 2002, 6:30 p.m. in room B3 at the
Municipal Complex, 5850 West Glendale Avenue.
XII. ADJOURNMENT
There being no further business before the Committee, a motion to adjourn was
made, seconded and unanimously approved. Chairperson Hunton adjourned the
meeting at 8:15 p.m.
