MINUTES
I. CALL TO ORDER
The meeting was called to order by Chairperson Jim Hunton at 6:37 p.m.
Also in attendance: Glen Kowacz, Brian Bates, Bill Wilkinson, Barb Barborak,
Ada Oyster, Tom Mowery-Racz, Ed Cure, Betsy Turner and staff Kathie Sholly.
Members absent: Kathleen Wood, Kate Russell, and Jim Reay.
II. APPROVAL OF MINUTES
The Committee approved the minutes of the Monday, June 3, 2002 meeting as
written.
III. CALL TO THE PUBLIC
None were present.
Because the Committee is largely comprised of new members, and most of the
members were in attendance, the Committee took this time to introduce
themselves to each other. The new Chairperson, Jim Hunton, was also
announced.
IV. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.

V. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Committee members reported on the activities of and news from other
organizations of interest to the Committee:
• Ed Cure reported on the Coalition of Arizona Bicyclists and the Arizona
Department of Transportation's (ADOT) development of a statewide bicycle
plan. The first working meeting has been held and a working paper is
anticipated by July 16. Another meeting will be held on July 30.
• Betsy Turner reported on the Greater Arizona Bicycle Association. The status
of the White Mountain Tour is uncertain, given the ongoing Rodeo-Chedeski
wildfires. Although the fires do not directly impact the route itself, necessary
services and personnel in the Lakeside/Pinetop area could be lacking.
• Betsy Turner also reported on the Maricopa Association of Governments by
discussing the anticipated acquisition of a defunct Mobil gasoline station site
at 43rd and Peoria Avenues. The site will be developed to complement the
bicycle/pedestrian underpass being built beginning in December 2002.
• Bill Wilkinson gave a brief report of the relatively new Citizen Transportation
Oversight Commission.
VI. GRAND AVENUE CROSSING BICYCLE FACILITIES
Staff updated the Committee on the status of the proposed crossing of Grand
Avenue at 55th and Maryland Avenues, and the bicycle route striping thereof. A
draft letter prepared jointly by several members was discussed and suggested edits
were offered. Bill Wilkinson will apprise the Citizens Transportation Oversight
Commission (CTOC) of the Committee's intent, but suggested the letter be
rewritten to emphasize connectivity over striping as the primary reason for the
recommendation.
ACTION BY THE BAC: A motion was made by Ed Cure and seconded by
Glenn Kowacz to rewrite the letter as discussed and them submit it to CTOC. The
motion was unanimously approved.

VII. SUGGESTIONS FOR WEBSITE CONTENT
The Committee discussed its "wish list" for the Bicycle Program section of the
city's Transportation Department websit. Possible items for inclusion are:
• Links to local bicycle shops and other bicycle organizations
• A link to bicycle laws
• The information printed on the back of our existing bike map
• A "current topics" section (e.g. the Grand Avenue overpasses in
Glendale)with opportunity for public feedback
VIII. UPDATING THE CITY'S BICYCLE MAP
The Committee acknowledged the need to update the existing bicycle map, and
determined this would be a good "first project" for the new Bicycle Program
Coordinator, Steven Hancock. An efficient and effective method for identifying
and incorporating corrections needs to be determined. Ed Cure stated that, since
the June meeting, he had driven an area from 43rd to 91St Avenues, Camelback
Road to Northern Avenue, and taken notes on his observations. The Committee
asked if it would get a database of new developments in the city since the 1997
map was prepared. Coupled with field checks,putting changes on the map should
not be too difficult. Bill Wilkinson suggested revisiting the preliminary map that
was prepared for the Citizens Advisory Committee for Transportation Issues
(CACTI) during the development of the transportation election package.
Ed Cure mentioned that the League of Arizona Bicyclists is preparing a central
corridor map. He stated he would ask the League to bring its map up to the city's
boundary,to ensure it ties in with the city's new map of its bicycle facilities.
IX. REPAIRS AND IMPROVEMENTS
General discussion by the Committee pertaining to the 47th / Cholla area bridge
disclosed that Salt River Project (SRP) won't offset the posts to allow bicycles to
pass easily. Chairperson Jim Hunton stated that he has been in regular contact
with Craig Johnson at the City and is keeping apprised of the details of this
construction. The Committee discussed whether it wanted to send a letter to SRP
asking it to move the posts enough for bicyclists, without jeopardizing its ability
to preclude vehicular traffic on the bridge, but decided it would be better to send
letters as individual citizens. Betsy Turner noted there is also a lot of debris in
that area at the present time.

Another area of concern is in front of 9101 North 55th Avenue, where a large
(approximately 1' x 1' and 8" deep) sink hole has developed.
Between Surrey and north of Thunderbird Road, in the ACDC (Thunderbird
Paseo) there are 5 malfunctioning sprinklers that pile mud onto the path.
Considerable glass throughout the Paseo was also reported.
X. FUTURE AGENDA ITEMS
The Committee requested that both "Suggestions for Website Content" and
"Updating the City's Bicycle Map" continue to be regular agenda items.
XI. NEXT MEETING
After some discussion, the Committee decided that there should be no formal
meeting in August, although it would tentatively plan to meet informally to
welcome the new Bicycle Program Coordinator, should he be available on August
5, 2002.
Because the first Monday in September is Labor Day, the Committee discussed
when it would like to next meet and, after discussion, opted for the following
Monday.
The next regular meeting of the Glendale Citizen Bicycle Advisory Committee
will be held on Monday, September 9, 2002, 6:30 p.m., room to be determined,
at the Municipal Complex, 5850 West Glendale Avenue.
XII. ADJOURNMENT
There being no further business before the Committee, a motion to adjourn made
by Brian Bates was seconded by Tom Mowery-Racz and unanimously approved.
Chairperson Hunton adjourned the meeting at 7:45 p.m.
