HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 3/16/2011 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING OF THE ARTS COMMISSION HELD WEDNESDAY,MARCH 16,2011 LIBRARY BOARD CONFERENCE ROOM SECOND FLOOR 9802 N 59TH AVENUE GLENDALE,ARIZONA 4:00pm. The meeting was called to order at 4:03 p.m. by Chairperson Darrell Criswell. Commission members M.B. Finnerty, Scott Mink, Janine Barbour, Diane Lesser, Paul Dagostino and Carol Ladd were in attendance. Representing city staff were Sue Komernicky, Library and Arts Director, Mojgan Vahabzadeh, Library Graphics Coordinator and Judy Fleming, Public Arts Coordinator. Guests in attendance were John Akers, Parks &Recreation Department and Laurie Lundquist,Artist. APPROVAL OF THE MEETING MINUTES A MOTION was MADE by Commission member Mink to APPROVE the minutes of the February 16, 2011 meeting. The MOTION was SECONDED by Commission member Barbour and carried unanimously. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. No public comments. NEW COMMISSION MEMBER The Commissioners welcomed Ms. Carol Ladd as the newest addition to the Arts Commission. She will be representing the Cactus District. SAHUARO RANCH PARK ENTRY MONUMENT PUBLIC ART PROJECT Laurie Lundquist, artist, presented a slide presentation on her entry sign concept to the Arts Commission. The Arts Commission's Selection Panel had previously met on March 4, 2011 to interview the three finalists. After careful review, the panel recommended Ms. Lundquist for this $40,000 public art project to replace Sahuaro Ranch Park's existing entry signage monument at 59th Avenue and Mountain View Road and to create two new entry signage monuments for the park entrances on 63rd Avenue. The Sahuaro Park's sports facilities are currently being renovated. Ms. Lundquist explained her entry sign concept as a mediate between the past and present. The shape of the sign will be derived from the blade of a plow which was used in an earlier period. The plate steel sign will be of natural rust finish, which will blend in with the historic past. The sign design will incorporate water and a citrus tree, formulating a swirling abstract concept. She provided details on her reconfiguration proposal for the fence using the irrigation channel as well 1 as the installation of LED lighting. She provided illustrations on the two smaller sign concepts for the 63rd Avenue ballpark entrances. These signs will follow the same design concept as the larger sign at the park entry. Commissioner Mink inquired as to the measurements of the larger sign. Ms. Lundquist stated the sign was 7'4"in length and 4'8"in width with laser cut figures. Chairperson Criswell wondered how the cut through leaves will look on the sign. Ms. Lundquist explained the leaves should give the illusion of movement as the person or vehicles pass by it. Commissioner Finnerty agreed and added every time you look at it, you would be looking at something different with movement. She remarked this was a great design idea. Commissioner Mink inquired if they had finalized what font will be used for the lettering. Ms. Lundquist replied they were still reviewing different options before committing to one. Mojgan Vahabzadeh, Library Graphics Coordinator, explained the font could always be modified before the final phase. Commissioner Barbour stated she personally liked the font presented. Commissioner Finnerty asked if the edges of the signs would be round and smooth since children had a tendency to climb and touch everything. Ms. Lundquist replied yes. Sue Komernicky, Library and Arts Director, asked if she had a timeline for this project. Ms. Lundquist stated she was still unsure; however, believed she could provide a tentative date of October 1, 2011 for now. Ms. Komernicky thanked Ms. Lundquist for a great proposal and presentation. The Commissioners all agreed they were very pleased with the proposal and were excited to begin the project. A MOTION was MADE by Commission member Barbour to APPROVE the Sahuaro Ranch Park Entry Monument Entry Sign Concepts by Artist Laurie Lundquist in the total amount of$40,000. The MOTION was SECONDED by Commission member Finnerty and carried unanimously STRATEGIC PLANNING Sue Komernicky, Library and Arts Director presented this item. She noted the Strategic Plan for the Library and Arts Department is currently being updated. She facilitated a discussion on the strengths, weaknesses, opportunities and threats of the Arts Program to incorporate into the plan. The Arts Commission discussed several key areas they would like to further explore. The Commission would like to continue to add to this discussion at the next meeting in April. STAFF REPORTS/CORRESPONDENCE Public Art Project Updates Glendale Jazz and Blues Festival Mojgan Vahabzadeh, Library Graphics Coordinator, presented this item. She reported staff was gearing up for a successful event. She noted everything was on track. This will be the city of 2 Glendale's 28th Annual Jazz. It will feature a tremendous lineup of local, regional and national entertainment in Historic Downtown Glendale April 9-10, 2011. Foothills Aquatics Center Installation Mojgan Vahabzadeh, Library Graphics Coordinator, presented this item. She stated the art work installation had gone well. They were able to place 15 pieces at the Foothills Aquatic Center. The staff has reported a lot of positive feedback on the artwork. This initiative was the result of the Arts Commission's review of the Annual Juried Fine Arts Exhibition. The purchased artworks are being installed in city buildings. Green Event Photography Contest Mojgan Vahabzadeh, Library Graphics Coordinator, presented this item. She updated the Commission on the Conservation and Sustainable Living Program upcoming amateur contest to be held on March 26, 2011 at the 2011 Glendale Green Festival. She stated that sadly, there had only been two entries to the amateur photography contest; therefore, they are modifying the contest to include only the children's bookmark competition. She noted the prize money and items will now be used for children's prizes as well as for the cost of printing the bookmarks. Commissioner Mink wondered about the low turnout for the contest and questioned how it was promoted. Ms. Vahabzadeh said she was unsure; however, stated the Green Festival has always been a great success with a huge turnout. Adult Center Exhibit Updates Plein Air Painting Judy Fleming, Public Arts Coordinator, presented this item. The Plein Air Painting artwork is currently on display at the Glendale Adult Center. She remarked that the Glendale Unified High School District display in March had been very well received. Art Maintenance Updates Elsie McCarthy Sensory Garden Judy Fleming, Public Arts Coordinator, presented this item. She reported on the tile repair for the mosaic piece. She stated she had contacted two people for bids on the repair. She will keep everyone posted. Other Staff Updates Americans for the Arts Economic Impact Study Sue Komernicky, Library and Arts Director, presented this item concerning an upcoming participation event for an economic impact study sponsored by Americans for the Arts. She stated they were being asked to collect 50 per event audience surveys for this year's campaign. Funding is being provided by the West Valley Arts Council and will include cities in West Valley. The Commission discussed the current venues in which they can collect the surveys, such as the upcoming Jazz and Blues Festival. Ms. Komernicky stated this was a worthwhile cause and that Glendale Arts Commission conducted the same study in 2008. Commissioners Dagostino,Barbour, Ladd and Lesser all volunteered. COMMISSIONER COMMENTS 3 NEXT MEETING The next meeting of the Glendale Arts Commission will be held Wednesday, April 20, 2011 at 4 p.m. at the 2nd Floor Board Conference Room, Glendale Public Library, 5959 West Brown Street, Glendale, Arizona.
