Call to Order
Larry Clark, Acting Chair, called to order the Local Fire Board meeting at 9:07 a.m.
Administration of Loyalty Oath
Nick DiPiazza, Chief Deputy City Attorney, administered the Loyalty Oath to reappointed Board members
Larry Clark, John Holland, and Mark Manor.
Review and Approval of the June 23,2010 Local Fire Board Meeting Minutes
The minutes of the June 23, 2010 Local Fire Board meeting were reviewed. John Holland moved to accept
the minutes as presented. Mark Manor seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Patricia A. Frey
The Local Fire Board reviewed Patricia A. Frey's D.R.O.P. application. Patricia A. Frey, Deputy Fire Chief,
has 25.466 years of credited service. She had elected to participate in the Deferred Retirement Option Plan
("D.R.O.P.") for a period of sixty (60) months effective December 31, 2010. On and after this date, the
employee and employer contributions would cease to be made to the Public Safety Personnel Retirement
System ("PSPRS"). She must terminate employment with the City of Glendale Fire Department on or before
December 31, 2015. Patricia A. Frey has been a member of PSPRS since July 15, 1985.

Mark Manor motioned to approve the D.R.O.P. enrollment application submitted by Patricia A. Frey, Deputy
Fire Chief. John Holland seconded the motion. The Board voted and passed the motion unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Eliobardo J. Pompa
The Local Fire Board reviewed Eliobardo J. Pompa's D.R.O.P. application. Eliobardo J. Pompa, Deputy Fire
Chief, has 30.000 years of credited service. He had elected to participate in the Deferred Retirement Option
Plan ("D.R.O.P.") for a period of sixty (60) months effective January 18, 2011. On and after this date, the
employee and employer contributions would cease to be made to the Public Safety Personnel Retirement
System ("PSPRS"). He must terminate employment with the City of Glendale Fire Department on or before
January 18, 2016. Eliobardo J. Pompa has been a member of PSPRS since December 13, 1982.
John Holland motioned to approve the D.R.O.P. enrollment application submitted by Eliobardo J. Pompa,
Deputy Fire Chief. Mark Manor seconded the motion. The Board voted and passed the motion unanimously.
Review and Approval of Application for Retirement from Deferred Retirement Option Plan
("D.R.O.P.")—Byron L. Ely
The Local Fire Board reviewed Byron L. Ely's D.R.O.P. retirement application. Byron L. Ely, Fire Engineer,
has 25 years of credited service. He had elected to participate in the D.R.O.P. for a period of sixty (60)
months beginning on January 24, 2006. On or after this date, employee and employer contributions ceased to
be made into the Public Safety Personnel Retirement System ("PSPRS."). He was required to terminate
employment with the City of Glendale Fire Department on or before January 1, 2011. Byron L. Ely has been
a member of the PSPRS since September 30, 1980.
Mark Manor motioned to approve the D.R.O.P. retirement application submitted by Byron L. Ely, Fire
Engineer. John Holland seconded the motion. The Board voted and passed the motion unanimously.
Distribution of the Open Meeting Law Booklet
The Board members received the revised Open Meeting Law Booklet which is in keeping with A.R.S. §38-
431.01 (G). This booklet replaces any previous Open Meeting Law materials. The revision date was July
2010 and the booklet was reviewed by the Glendale City Attorney's office in September 2010. Nick
DiPiazza, Chief Deputy City Attorney, advised the board that if any member had any questions now or at a
later date regarding the Open Meeting Law, they should bring them to his attention. There were no questions
at that time.

Adjournment
Larry Clark asked for a motion to adjourn the meeting. John Holland made a motion to adjourn the meeting.
Mark Manor seconded the motion. Larry Clark adjourned the Local Fire Board meeting at 9:17 a.m.
