MINUTES OF THE REGULAR MEETING OF THE
ARTS COMMISSION
HELD WEDNESDAY,JANUARY 19,2011

The meeting was called to order at 4:00 p.m. by Chairperson Darrell Criswell. Commission
members M.B. Finnerty, Scott Mink,Janine Barbour, Diane Lesser, and Paul Dagostino,were in
attendance. Representing city staff were Sue Komernicky,Library and Arts Director,Mojgan
Vahabzadeh, Library Graphics Coordinator and Judy Fleming, Public Arts Coordinator. Guest
in attendance was David Seid,Foothills Recreation and Aquatics Center.
APPROVAL OF THE MEETING MINUTES
A MOTION was MADE by Commission member Finnerty to APPROVE the minutes of
the November 17,2010 meeting. The MOTION was SECONDED by Commission member
Mink and carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. No public comments.
2011 JURIED FINE ARTS EXHIBITION
The Arts Commission reviewed the Glendale Arts Council's Annual Juried Fine Arts
Exhibition and selected the purchase awards for the Municipal Art Collection. The purchased
artwork will be installed in city buildings.
The selections were reviewed by all Arts Commission members, unlike previous years where a
Commission member volunteer panel was used to review the exhibition and make
recommendations. The Arts Commission has made purchase awards at this exhibition for many
years. The Commission members reviewed the artwork selected and were very pleased with the
selections. The artworks will be installed in public spaces in city buildings. The Commissioners
discussed issues concerning the placement of art pieces and locations. Mr. David Seid, Foothills
Recreation and Aquatics Center, also reviewed the artwork and provided input.

A MOTION was MADE by Commission member Finnerty to APPROVE purchasing 6
artworks for $5,045.00 for the city's art collection. The MOTION was SECONDED by
Commission member Barbour and carried unanimously.
2011 GLENDALE JAZZ AND BLUES FESTIVAL
Staff presented selection panel recommendations for public artists for the 2011 Jazz and Blues
Festival in downtown Glendale. The city's goal with this temporary public art project is to bring
another dimension to the festival with elements of amusement and knowledge of temporary
artwork.
Judy Fleming, Public Arts Coordinator, presented the selection panel recommendations for
public artists for the 2011 Jazz and Blues Festival in downtown Glendale. She provided
information on each artwork proposal. The city's goal with this temporary public art project is to
bring another dimension to the festival with elements of amusement and knowledge of temporary
artwork. The total art budget for this event is $18,000 and must cover all expenses. The festival
will be held Saturday, April 9th and Sunday, April 10th, 2011. She indicated the Arts
Commission had only received seven proposals and of those two were chosen. As a result, it
was necessary to determine how to best utilize the money.
Sue Komernicky, Library and Arts Director, explained that artists have stated that they are very
busy right now and because of this some previous popular artists did not apply due to their work
load. Mojgan Vahabzadeh, Library Graphics Coordinator, agreed and added they may need to
redefine and expand this project. In addition, it was suggested to also include projects that may
interest students from universities and community colleges.
Commissioner Finnerty suggested that next year, they can perhaps allow the artists to submit
their proposals without a fixed budget. Staff can then evaluate the project and negotiate the price
with the artist. This will allow the artists to have fewer restraints when applying. Ms.
Komernicky stated that it was a good idea and will explore this option for next year's event.
The following were the selection results:

• Stephen Fairfield $4,500
A MOTION was MADE by Commission member Barbour to APPROVE $17,500 in total
funding for both site specific artworks for the 2011 Jazz and Blues Festival submitted by
Stephen Fairfield and Kristine Kollasch. The MOTION was SECONDED by Commission
member Finnerty and carried unanimously.

STAFF REPORTS/CORRESPONDENCE
Public Art Project Updates
Sue Komernicky, Library and Arts Director, stated that the Public Safety Memorial event was a
success. She said the event was well attended and the weather was perfect for the event.
Glendale Plein Air Event
Mojgan Vahabzadeh, Library Graphics Coordinator, invited everyone to the Plein Air Event on
Saturday, February 5, 2011 from 8:00am to 5:30pm. The event is open to any artist who paints
using the Plein Air technique. The artwork paintings are executed outdoors. Judging will occur
at the end of the day. Award categories are purchase awards and will be accessioned into the
city's permanent art collection.
Arizona Arts Congress
Mojgan Vahabzadeh, Library Graphics Coordinator, invited everyone to this important event.
She explained this event was planned every year for the continued support of the arts. This
year's event will be held on Monday, February 7, 2011 from 8:00am to 4:00pm. She encouraged
everyone to attend and asked Commission members to let her know if they could attend so she
can register them for event.
Adult Center Exhibit Updates
Judy Fleming,Public Arts Coordinator, presented information on the Adult Center. The center is
currently featuring the Art League West. The Glendale Unified High School District will be
featured starting in March, for both faculty and students.
Art Maintenance Updates
Judy Fleming, Public Arts Coordinator, reported that all routine maintenance and cleaning were
up to date. Sue Komernicky, Library and Arts Director,noted that additional maintenance
attention will have to be made to the Public Safety Memorial area. She explained a lot of trash
was left during Glendale Glitters including smudges on the black granite. She recommends a
cleaning schedule for that area as well as a thorough inspection and cleaning before any events or
festivals.
COMMISSIONER COMMENTS
NEXT MEETING
The next meeting of the Glendale Arts Commission will be held Wednesday, February 16, 2011,
at 4 p.m. at the 2nd Floor Board Conference Room, Glendale Public Library, 5959 West Brown
Street, Glendale,Arizona.

A MOTION was MADE by Commission member Mink to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Barbour and carried unanimously.
