PRESENT: Mayor Elaine M. Scruggs and Councilmembers Joyce V. Clark, Yvonne J.
Knaack, H. Phillip Lieberman, and Manuel D. Martinez,
ABSENT: Vice Mayor Steven E. Frate and Councilmember David M. Goulet
ALSO PRESENT: Ed Beasley, City Manager; Horatio Skeete, Interim Assistant City
Manager; Jim Colson, Deputy City Manager; Craig Tindall, City
Attorney; and Donna Brown, Executive Legal Assistant
1. CALL TO ENTER INTO AN EXECUTIVE SESSION
Mayor Scruggs called the meeting to order at 3:05 p.m.
It was moved by Martinez and seconded by Clark to go into executive session. The motion
carried unanimously.
ADJOURNMENT
The workshop adjourned at 3:06 p.m. to go into executive session.
