Call to Order
Mayor Elaine Scruggs, Chair, called to order the Local Police Board meeting at 9:03 a.m.
Loyalty Oath Administered
Mayor Scruggs administered the Loyalty Oath to reappointed Board members Larry Clark, Lt. John Wolfe,
and Det. Brandon Keefer.
Review and Approval of the June 23,2010 Local Police Board Meeting Minutes
The minutes of the June 23, 2010 Local Police Board meeting were reviewed. Lt. John Wolfe moved to
accept the minutes as presented. Larry Clark seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Survivor's Benefits from the Public Safety Personnel
Retirement System ("PSPRS")—Jill D. Tinney
The Local Police Board reviewed the application for survivor's benefits from the PSPRS. for Jill D. Tinney,
Designated Beneficiary of Larry Allyn Spaulding, retired Police Officer.
After careful consideration of the state statutes regarding eligibility requirements, Lt. John Wolfe moved to
deny the application for death benefits submitted by Jill D. Tinney, Designated Beneficiary of Larry Allyn
Spaulding, retired Police Officer. Larry Clark seconded the motion. The Board voted and passed the motion
unanimously.

Review and Approval of Application for Survivor's Benefits from the Public Safety Personnel
Retirement System ("PSPRS")—Linda Kay Runstadler
The Local Police Board reviewed the application for survivor's benefits from the PSPRS for Linda Kay
Runstadler, Designated Beneficiary of Thomas Runstadler, retired Police employee.
Lt. John Wolfe moved to approve the application for survivor's benefits submitted by Linda Kay Runstadler,
Designated Beneficiary of Thomas Runstadler, retired Police employee. Det. Brandon Keefer seconded the
motion. The Board voted and passed the motion unanimously.
COMMENCEMENT OF EXECUTIVE SESSION
The Board recessed the Open Session and convened in Executive Session.
RECONVENED IN OPEN SESSION
The Board adjourned Executive Session and reconvened in Open Session.
Consider and Vote on the Application for Accidental Disability Retirement from the Public Safety
Personnel Retirement System ("PSPRS")—Grant Eaton
Det. Brandon Keefer made a motion to ask Human Resources to submit a request for a new Independent
Medical Evaluation (IME) due to the inability of the attending physician to meet the Board's timeline
regarding Det. Eaton's modified duty status. Human Resources presented the Board with some new
instructions that would be given to the IME physician, clarifying the statutory questions relating to the job
description and professional certification requirements for police officers. Human Resources will also provide
the new physician with copies of AZPOST (Arizona Peace Officer Standards & Training Board) requirements
for certification for a police officer, the City of Glendale's Police Officer Job Description, and the City of
Glendale's policy relating to `Modified Duty'. The Board unanimously agreed to the suggestions made by
Human Resources. Larry Clark seconded the motion to request a new IME for Det. Eaton. The motion was
voted upon and passed unanimously.
Discussion Re'ardin' the Local Public Safe Personnel Retirement S stem "PSPRS" Board's
Statutory Duties and Responsibilities
The Board requested Human Resources to describe the process by which a physician is selected when a
medical evaluation is needed for a Public Safety employee. Alma Carmicle, Human Resources Director,
advised that Human Resources uses a clearinghouse agency for the selection. This agency has medical
professionals in all the varying fields of expertise and they will refer the Glendale Public Safety employee to a
particular physician for the medical condition described. Ms. Carmicle stated that Human Resources does not,
in any way, select the physician, and that it is done strictly through the clearinghouse. Mayor Scruggs asked if
Human Resources could arrange for representatives from several of the clearinghouse agencies to come and
make a presentation to the Board whereby questions of each agency could be asked by the board members.
Ms. Carmicle stated that Human Resources could arrange to have several agencies make a presentation and
that the Board could then consider selecting an agency for Human Resources to use for future medical
evaluations. The Board approved the recommendation and directed Human Resources to contact the
clearinghouse agencies and schedule their representatives to attend a meeting to answer any questions the
Board may have regarding medical evaluations for Public Safety employees. A request was also made
concerning asking a representative from PSPRS to address the Local Boards at a future meeting and Human
Resources will research to see if that is a possibility.
