HomeMy WebLinkAboutMinutes - Minutes - City Council - Meeting Date: 11/22/2010 rig& GLENDfl MINUTES OF THE GLENDALE CITY COUNCIL SPECIAL MEETING Council Chambers 5850 West Glendale Avenue November 22,2010 2:30 p.m. The meeting was called to order by Mayor Elaine M. Scruggs, with the following Councilmembers present: Joyce V. Clark, Yvonne J. Knaack, H. Philip Lieberman and Manuel D. Martinez. Vice Mayor Steven E. Frate and Councilmember David M. Goulet were absent. Also present were Ed Beasley, City Manager; Horatio Skeete, Interim Assistant City Manager; Craig Tindall, City Attorney; and Pamela Hanna, City Clerk. COMPLIANCE WITH ARTICLE VII, SECTION 6(c) OF THE GLENDALE CHARTER A statement was filed by the City Clerk that the 1 resolution to be considered at the meeting was available for public examination and the title posted at City Hall more than 72 hours in advance of the meeting. CONSENT RESOLUTIONS Ms. Pamela Hanna, City Clerk, read consent agenda resolution item number 1 by number and title. 1. CANVASS OF VOTES FOR THE NOVEMBER 2, 2010 GENERAL ELECTION This is a request for City Council to adopt a resolution declaring and adopting the result of the November 2, 2010 General Election. A.R.S. § 16-642 requires that"the governing body holding an election shall meet and canvass the election no less than six days nor more than twenty days following the election." The November 2, 2010 General Election allows voters to decide the City Council offices for Barrel and Ocotillo districts. Resolution 4411 New Series was approved September 7, 2010 adopting the Canvass of Votes for the August 24, 2010 Primary Election. Resolution 4376 New Series was approved May 11, 2010 calling the Primary and General Elections. The recommendation is to waive reading beyond the title and adopt the Canvass of Votes resolution for the November 2, 2010 General Election. Resolution No. 4444 New Series was read by number and title only, it being A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, DECLARING AND ADOPTING THE RESULTS OF THE GENERAL ELECTION HELD ON NOVEMBER 2, 2010; AND ORDERING THAT A CERTIFIED COPY OF THIS RESOLUTION BE RECORDED. It was moved by Martinez, and seconded by Clark, to pass, adopt and approve Resolution No. 4444 New Series. The motion carried unanimously. MOTION TO EXCUSE COUNCILMEMBER It was moved by Scruggs, and seconded by Knaack, to excuse Vice Mayor Frate from the Council meeting. The motion carried unanimously. It was moved by Scruggs, and seconded by Martinez, to excuse Councilmember Goulet from the Council meeting. The motion carried unanimously. CITIZEN COMMENTS There were no citizen comments. COUNCIL COMMENTS AND SUGGESTIONS Councilmember Clark welcomed Norma Alvarez to the council and commented that she was looking forward to working with her. Councilmember Lieberman also welcomed Ms. Alvarez to the council and commented that serving on the council is quite an experience. Councilmember Martinez congratulated Ms. Alvarez on being elected to the council and commented that he was also looking forward to working with her. Councilmember Knaack commented that she had met with Ms. Alvarez and congratulated her on the election, welcomed her to the council and was looking forward to working with her. Mayor Scruggs commented that she had also talked with Ms. Alvarez and it would be interesting working with her. Mayor Scruggs stated that Alvarez has a lot of experience with the City of Glendale and a good background of knowledge. She continued that on December 8, the council goal setting retreat will be taking place and she hoped that Ms. Alvarez would be able to attend and observe. 2 ADJOURNMENT There being no further business, the me- ' : ,as adjourned at 2:45 p.m. Pa -la Hanna- City Clerk 3
