GLENDALE AVIATION CONFERENCE ROOM GLENDALE,AZ 85307 NOVEMBER 10,2010 7:00 P.M. I. CALL TO ORDER The meeting was called to order by Chair Carl Dietzman with the following Commissioners present: Vice Chair Bill Scott, Robert Irons, Bill Kelly, Victoria Rogen and Carl Duggins. Commissioner Ron Cohoe was absent. The Pledge of Allegiance was led by the Captain Peter Mountain of the Civil Air Patrol. Also present were Judy Skeen, Airport Administrator; Bill Gillis, LAFB; Tito Suazo, Aerosim Aviation; Clare Pryke, Glendale Airport Hangars; Roger Whittier, Glendale Airport Pilots Assn.; R.L. Brown, Glendale Airport Pilots Assn.; Mike Allen, Serco/Tower; Andrew Jennings, Risk Management; Chasby Berlinski, Civil Air Patrol; and Captain Peter Mountain, Civil Air Patrol. II. APPROVAL OF MINUTES OF THE PREVIOUS MEETING Vice Chair Scott motioned to approve the October 13, 2010 meeting minutes as written. Commissioner Kelly made the second. The motion passed 6 -0. III.REQUEST FOR CONTINUANCE OR WITHDRAWAL OF ITEMS None. IV.AIRPORT BUSINESS 1. Commissioners & Loyalty Oath: Loyalty Oaths were signed by Commissioners Irons and Rogen. Commissioner Cohoe will sign his Loyalty Oath at the next meeting. 2. Presentation: Airport Insurance Requirements: Mr. Andrew Jennings of the City of Glendale, Risk Management, made a presentation to the Commission regarding insurance requirements for operating a business or leasing a hangar at the airport. Highlights of Mr. Jennings presentation include: • Main Types of Insurance Required for Airport Leases 1 o Commercial General Liability o Hangar Keepers Liability o Aircraft Flight Operations o Automobile Liability o Workers Compensation and Employers Liability o Pollution Damage • Insurance Requirements o Commercial General Liability: $2 million per occurrence minimum amount of coverage required($10 million for FBO). o Hangar Keepers Liability: $2 million per occurrence minimum amount of coverage required for commercial hangars. o Aircraft Flight Operations: $1 million aggregate minimum amount of coverage required. o Automobile Liability: $2 million per occurrence minimum amount of coverage required. o Workers Compensation and Employers Liability: Statutory. o Pollution Damage: $1 million per occurrence minimum amount of coverage required for FBO. Mr. Jennings stated that some leases are very old and still have insurance requirements based on the needs of that time. Leases may be amended to adjust insurance requirements depending on any change in business. Mr. Jennings added that the insurance requirements discussed this evening are the bare minimum for an airport lease and some leases may be much more detailed. Furthermore, this information applies to only leases with the Glendale Municipal Airport; sub-leases are not handled by the city. Ms. Skeen commented that once a new airport lease is drafted, the various lease details are reviewed by the Risk Management Department to ensure that all insurance requirements will be met. Ms. Skeen and the Commissioners thanked Mr. Jennings for his presentation 3. Presentation: Civil Air Patrol Leaders and Cadets: Ms. Skeen introduced Captain Peter Mountain and First Lieutenant Mario Grana of the Civil Air Patrol Composite Squadron 308, who were in attendance along with other members to give a presentation on the activities of their organization and the importance of the organization to the aviation community. Captain Mountain noted the following: • There are 47 senior members and 49 Cadets currently in the Squadron, which has been established for approximately 20 years. • The Civil Air Patrol owns the largest fleet of Cessna's in the world totaling approximately 300 aircraft. • The Civil Air Patrol performs search and rescue for the U.S. Air Force and has so far completed 96% of the finds for the U.S. Air Force. This includes downed airplanes and also missing hikers. 2 • The Civil Air Patrol is a 501c3 organization, but when called upon, works as an Auxiliary of the U.S. Air Force. • The Civil Air Patrol runs three specific programs: Aerospace Education, the Cadet Program and Emergency Services/Search and Rescue. • The Cadet Program creates future soldiers for the Unites States and is therefore very important. • The Squadron is currently very close to securing a hangar on the south side of Glendale Airport, which is highly needed. Hopefully, a lease will be signed in the next five days. Mario Grana, Deputy Commander for Cadets, discussed the following: • He is the official adult supervisor for the Cadet Program and has been with the Civil Air Patrol over a little over four years. • He was a Cadet when younger. • Thanked the Airport for the use of the conference room for Civil Air Patrol meetings. • Stated that much of the funding for the Civil Air Patrol is received from the U.S. Air Force (runs in a similar fashion to the ROTC Program). • Cadets are trained to become part of the U.S. Air Force; however have no obligations to join. • Many of the Cadets are Glendale residents. • The Squadron would like to help make the Glendale Airport a center of attention by holding events, attracting aviation groups and getting parents involved. Captain Mountain stated that the Squadron will be planting flowers around the main building and also have been painting parking blocks as volunteer efforts at the Airport. Several inspiring teenage Cadets spoke of the reasons for joining the Civil Air Patrol, their experience as a member and expectations for the future. Commissioner Kelly wondered how many Cadets were pilots. Captain Mountain replied that there were two currently. Captain Mountain added that after four years of Cadet training, once a Cadet turns eighteen years old, they are utilized to help attract and recruit new Cadets. Commissioner Rogen wondered if every U.S. airport had a Civil Air Patrol Squadron. Deputy Commander Grana stated that it was safe to say that approximately 75-80% of all U.S. airports have a Squadron. Chair Dietzman thanked the Civil Air Patrol representatives for their presentation and service to the country. 4. Aviation Advisory Commission Sub-Committees: Ms. Skeen stated that there were no Sub-Committees to report on at this time. Ms. Skeen did state that 3 Commissioners Cohoe and Scott were sitting on a city Committee to review the consultant RFP's for the environmental assessment, survey and appraisal of the project north of Glendale Avenue, known as the Conair properties. Three consultants have been chosen and interviews will be held at the end of November or early December. V. SUMMARY OF CURRENT EVENTS 1. Operations/Staff: Ms. Skeen commented on the following events: • Young Eagles Events at the Glendale Airport from 7:00 a.m. to noon on the following dates: November 13, 2010, January 29, 2011, April 16, 2011 and June 4, 2011. • December 3, 2010: Civil Air Patrol Cadets will be planting red, white and blue flowers outside of the main airport building. • December 11, 2010: The Glendale Pilots Association is sponsoring a fly- in event with the participation of local businesses and the Luke Air Force Base. Ms. Skeen stated that information has been sent to the Glendale Pilots Association and also posted on the airport information board regarding security awareness tips and how to handle, respond and report security concerns. 2. CIP/Grants Projects Status of Civil Air Patrol Lease: Ms. Skeen highlighted various upcoming projects: • FAA Grant: Application for reimbursement for the environmental assessment, survey and appraisal of the project north of Glendale Avenue, known as the Conair properties will be completed once a consultant has been chosen. • Blast Fence Project in 2011: Work is underway with the FAA and ADOT on an RFQ for this project. • Pavement Maintenance Projects in 2011: ADOT has reviewed pavement in various Arizona airports and Ms. Skeen is hoping to secure grant funding for the issues detailed at the Glendale airport. VI. CALL TO THE PUBLIC No business from the floor was presented. VII. NEW BUSINESS REQUESTS Future agenda items include: • Consideration of a New Name for the Glendale Terminal VIII. NEXT MEETING TIME 4 ... The next Commission meeting will be held at 7:00 p.m., Wednesday, December 8, 2010 on the second floor Conference Room of the airport terminal building located at the Glendale Municipal Airport, 6801 N. Glen Harbor Blvd Suite 201, Glendale, AZ. IX. COMMISSION COMMENTS AND SUGGESTIONS None. X. ADJOURNMENT Vice Chair Scott motioned to adjourn the meeting at 8:02 p.m. Commissioner Kelly made the second. The motion passed 6 -0.
