The meeting was called to order by Vice Mayor Steven E. Frate with the following
Councilmembers present: Joyce V. Clark, David M. Goulet, Yvonne J. Knaack, H. Philip
Lieberman and Manuel D. Martinez.
Mayor Scruggs was absent.
Also present were Ed Beasley, City Manager; Horatio Skeete, Interim Assistant City
Manager;Nick DiPiazza, Deputy City Attorney; and Pamela Hanna, City Clerk.
COMPLIANCE WITH ARTICLE VII, SECTION 6(c) OF THE GLENDALE CHARTER
A statement was filed by the City Clerk that the 4 resolutions and 1 ordinances to be
considered at the meeting were available for public examination and the title posted at City Hall
more than 72 hours in advance of the meeting.
APPROVAL OF THE MINUTES OF THE OCTOBER 12, 2010 AND OCTOBER 26, 2010
CITY COUNCIL MEETING
It was moved by Goulet, and seconded by Clark, to dispense with the reading of the
minutes of the October 12, 2010 and October 26, 2010 Regular City Council meetings, as each
member of the Council had been provided copies in advance, and approve them as written. The
motion carried unanimously.
PROCLAMATIONS AND AWARDS
INTERNATIONAL FESTIVALS AND EVENTS ASSOCIATION PINNACLE AWARDS
This is a request for City Council to accept six International Festivals and Events Association
(IFEA) Pinnacle Awards that were recently awarded to the City of Glendale for excellence in the
area of special event production.
IFEA, which is the worldwide professional association for event and festival producers, holds an
annual Pinnacle Awards competition. This professional competition draws entries from some of

the country's most prestigious events, including the Kentucky Derby Festival, Pasadena
Tournament of Roses and the Cherry Creek Arts Festival in Denver. In addition to the United
States, the competition attracts entries from around the world, including Australia, Canada,
Poland, South Korea and The Netherlands.
Glendale's Marketing/Communications Department received two Gold Pinnacle Awards for Best
TV Promotion/Ad Spot and Best Full-Length TV Program — both for Glendale Glitters
Spectacular Weekend; two Silver Pinnacle Awards for Best Commemorative Poster— Glendale
Jazz& Blues Festival and Best Full-Length TV Program—Glendale Glitter& Glow Block Party;
and two Bronze Pinnacle Awards for Best Community Outreach Program — Glendale's Spirit of
Giving Weekend and Best Event Within An Existing Festival — "Countdown to Glendale
Glitters."
Glendale's award-winning commemorative poster, event productions and TV ads/programs were
all produced in-house by the city's Marketing/Communications Department employees. These
awards represent the highest form of recognition in the festival and events industry.
The recommendation is to accept the six International Festivals and Events Association Pinnacle
Awards.
Vice Mayor Frate called Julie Frisoni, Director of Marketing, forward to present the awards to
City Council. Ms. Frisoni commented about the significance of the International Festivals and
Events Association (IFEA) Pinnacle Awards and the specific awards to the City of Glendale. She
introduced Marketing Department/Communication staff, who were responsible for the winning
productions and thanked them for their contributions.
Vice Mayor Frate expressed the City Council's appreciation to Ms. Frisoni and her staff for their
excellent productions and accepted the awards on behalf of the City. He pointed out the
significance of the city being able to compete and win at the international level.
CONSENT AGENDA
Items on the consent agenda are of a routine nature or have been previously studied by the
City Council at a work session. They are intended to be acted upon in one motion.
Mr. Ed Beasley, City Manager, read agenda item numbers 1 through 9 and Ms. Pamela
Hanna, City Clerk, read consent agenda resolution item numbers 10 through 13 by number and
title.
1. SPECIAL EVENT LIQUOR LICENSE, POLICE UNITY TOUR OF FLORIDA,INC.
This is a request for City Council to approve a special event liquor license for the Police Unity
Tour of Florida, Inc. The event will be held at Westgate City Center located at 6770 North
Sunrise Boulevard on Sunday, November 14, 2010, from 10 a.m.to 3:15 p.m.; and

Monday, November 29, 2010, from 2:30 p.m. to 7:30 p.m. The purpose of this special event
liquor license is for the Cardinals football tailgate party.
If this application is approved, the total number of days expended by this applicant will be two of
the allowed 10 days per calendar year. Under the provisions of A.R.S. § 4-203.02, the Arizona
Department of Liquor Licenses and Control may issue a special event liquor license only if the
Council recommends approval of such license.
The City of Glendale Planning, Police, and Fire Departments have reviewed the application and
determined that it meets all technical requirements.
Based on the information provided under the background, it is staffs recommendation to
forward this application to the Arizona Department of Liquor Licenses and Control with a
recommendation of approval.
2. SPECIAL EVENT LIQUOR LICENSE, GLENDALE ARTS COUNCIL
This is a request for City Council to approve a special event liquor license for the Glendale Arts
Council. The event will be held at Sahuaro Ranch Park located at 9802 North 59th Avenue on
Friday, January 21, 2011, from 7 p.m. to 9 p.m. The purpose of this special event liquor license
is a reception for an art exhibit.
If this application is approved,the total number of days expended by this applicant will be one of
the allowed 10 days per calendar year. Under the provisions of A.R.S. § 4-203.02, the Arizona
Department of Liquor Licenses and Control may issue a special event liquor license only if the
Council recommends approval of such license.
The City of Glendale Planning, Police, and Fire Departments have reviewed the application and
determined that it meets all technical requirements.
Based on the information provided under the background, it is staff's recommendation to
forward this application to the Arizona Department of Liquor Licenses and Control with a

3. LIQUOR SAMPLING PRIVILEGES NO. 3-0848, SAM'S CLUB
This is a request for City Council to approve liquor sampling privileges to a current series 9
(Liquor Store — All Liquor) license. Sam's Club is located at 18501 North 83`d Avenue. The
Arizona Department of Liquor Licenses and Control application (No. 090710075)was submitted
by Clare Hollie Abel.
This series 9S is a new, non-transferable request for sampling privileges attached to the current
series 9 license. This series 9S is subject to specific rules that are regulated by the Arizona
Department of Liquor Licenses and Control.

The location of the establishment is 18501 North 83rd Avenue and is located within the Sahuaro
District. The property is zoned PAD (Planned Area Development). The population density
within a one-mile radius is 15,781. This series 9S is a request for sampling privileges attached to

one-mile radius is 19,245. This series 12 is a new license, therefore, the approval of this license

8. PROCUREMENT OF WATER METERS AND REPLACEMENT PARTS
This is a request for City Council to approve a sole source purchase of water meters and
replacement parts from Sensus USA Inc. Sensus USA Inc. is the only manufacturer and
distributor of this product.
This request supports Council's goal of one community with high-quality services for citizens by
providing the resources necessary to install new water meters, and repair or replace worn and
obsolete parts on existing meters.
The Utilities Department administers the installation, maintenance, and replacement programs
for residential and commercial water meters. In addition, the city delivers water to contractors
through the use of fire hydrant meters. The city has over 60,000 residential and commercial
water meters.
Water meters are installed, repaired and/or replaced in accordance with the American Water
Works Association guidelines and standards. A sufficient inventory of new water meters and
replacement parts is necessary to meet system demands.
Sensus USA Inc. provides two unique meter products that are not available from other sources.
The products provided by Sensus USA Inc. are necessary to replace/repair existing residential
and commercial meters used throughout the city. The Utilities Department has submitted all
necessary documentation to request a sole source procurement, and after careful review, the
Materials Manager concurs that a sole source procurement is appropriate under City Code.
Well maintained water meters enable the city to provide uninterrupted water delivery, and
accurately measure water consumption for billing purposes.
Funds are available in the FY 2010-11 operating budget of the Utilities Department.

9. AWARD OF PROPOSAL, AUTOMATED TRUCK-CAR WASH BAY SERVICE AND
SUPPLIES
This is a request for City Council to authorize the award of a proposal and authorize the City
Manager to enter into an agreement for Automated Truck-Car Wash Bay Service and Supplies
with Galaxy Associates, Inc. for the purchase of wash bay service/maintenance and supplies.
This addresses Council's goal of one community with high-quality services for citizens by
providing a cost effective fleet washing system that will help protect the citizen's investment in
city fleet and project a professional image to the public.
In August 2004, the city opened the equipment maintenance facility and the automated car and
truck wash facility. The automated truck-car wash facility averages over 16,000 car and truck
washes annually.
One offer was received in response to the proposal. An evaluation committee comprised of staff
from the Field Operations Department reviewed the proposals. Specific evaluation criteria
considered in the review included compliance with specifications, the warranty and the firm's
ability to honor the terms of the warranty, the chemical system's capabilities, cost, and the firm's
ability to provide service/maintenance, parts and supplies. The proposal from Galaxy
Associates, Inc. met all of the specifications. The proposal contains an option that will permit
the City Manager, at his discretion, to extend the agreement for an additional four years, in one-
year increments.
On June 24, 2008, Council approved an increase in annual expenditures with Rieskamp
Equipment Company, Inc. for automated wash bay service/maintenance and supplies.
On May 24, 2005, Council approved an agreement with Rieskamp Equipment Company, Inc. to
provide service/maintenance and supplies for the city's automated wash bay.
Funding is available in the Field Operations Department's Equipment Management operating
budget.

The recommendation is to authorize the award of Automated Truck-Car Wash Bay Service and
Supplies and authorize the City Manager to enter into an agreement with Galaxy Associates, Inc.
in the amount of$70,000, and to renew the agreement, at his discretion, for an additional four
years, in one year increments.
CONSENT RESOLUTIONS
10. MEMORANDUM OF UNDERSTANDING WITH MARICOPA COUNTY ADULT
PROBATION DEPARTMENT
This is a request for City Council to adopt a resolution authorizing the City Manager to enter into
a memorandum of understanding(MOU)with the Maricopa County Adult Probation Department
(MCAPD) for exchange of probation data and law enforcement information.
This MOU supports Council's goal of one community committed to public safety by enhancing
the Police Department's means to electronically gather information on adult probationers for
crime forecasting.
The MCAPD has been sharing information with the Police Department for approximately 10
years. The information has been used to identify several suspects involved in criminal activity,
which led to their arrest. Under this MOU, the Police Department will begin to share
information with MCAPD. The sharing of this information will assist both MCAPD and the
Police Department in solving crimes. This new MOU is necessary because MCAPD needed to
modify the original 2001 MOU to allow the two-way sharing of information.
The information the Police Department receives from MCAPD assists with keeping track of
probationers in our community. The information helps the police solve crimes by assisting with
the identification of suspects who may be on probation.
The recommendation is to waive reading beyond the title and adopt a resolution authorizing the
City Manager to enter into a memorandum of understanding with the Maricopa County Adult
Probation Department for exchange of probation data and law enforcement information.

RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA
COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF
A MEMORANDUM OF UNDERSTANDING FOR DATA EXCHANGE WITH THE
MARICOPA COUNTY ADULT PROBATION DEPARTMENT.
11. INTERNET CRIMES AGAINST CHILDREN GRANT ACCEPTANCE
This is a request for City Council to adopt a resolution authorizing the Police Chief to accept the
FY 2010-11 Internet Crimes Against Children (ICAC) sub-grant, funded by the United States

Department of Justice through the Phoenix Police Department, in the approximate amount of
$5,000.
This sub-grant award supports Council's goals of one community committed to public safety and
one community with high-quality services for citizens by enhancing the ability of police to
investigate and successfully prosecute offenders of internet crimes against children.
The ICAC Task Force is managed by the Phoenix Police Department, which is the primary
ICAC grantee. The Police Department assigned a detective to the ICAC Task Force in 2007.
This detective conducts forensics analysis of technology used by offenders. This sub-grant will
fund the purchase of digital forensic equipment. It is imperative that the detective have the
resources necessary to keep up with offenders, who frequently use the most up-to-date systems
and software available.
On September 8, 2009, Council approved the acceptance of the FY 2009-10 Internet Crimes
Against Children sub-grant.
The equipment will enhance the detective's ability to identify, obtain and admit evidence into
court to support adjudication of offenders who have victimized citizens.
There is no financial match required for this funding. There will be no on-going costs associated
with the purchases.

12. 2010 BULLETPROOF VEST PARTNERSHIP GRANT ACCEPTANCE

This is a request for City Council to adopt a resolution authorizing the Police Chief to accept a
2010 Bulletproof Vest Partnership Grant in the approximate amount of $45,586.39 from the
Bureau of Justice Assistance.
This request supports Council's goal of one community committed to public safety by providing
the Police Department additional means to provide officers with bulletproof vests.
This grant is an annual award that assists the Police Department with a portion of funding for
bulletproof vests. The vests are on a five-year replacement plan. The officers purchase vests
that have been approved by the Police Department and are reimbursed up to $1,000.
On November 24, 2009 Council approved the acceptance of the 2009 Bulletproof Vest
Partnership Grant.
There is no financial match required for this grant.

13. 2010 ARIZONA DEPARTMENT OF HOMELAND SECURITY GRANT ACCEPTANCE
This is a request for City Council to adopt a resolution authorizing the Fire and Police Chiefs to
accept the 2010 Arizona Department of Homeland Security grant funds in the approximate
amount of$673,696.
This request supports Council's goal of one community focused on public safety for citizens by
providing both Fire and Police Departments funding to purchase homeland security related
equipment.
The Fire Department will be receiving approximately $509,696 and the Police Department will
be receiving approximately $164,000. This funding will be used to continue and enhance

operations by providing the necessary training and equipment to maintain a high level of
preparedness.
Since 1999 Glendale has been able to leverage city funds with grant funds to enhance first
responder preparedness. Grant funds have been used to purchase safety equipment to protect
first responders, specialized equipment for technical operations, and equipment to enhance
communication efforts, as well as to develop preparedness training and to enhance prevention
and intervention programs.
On August 11, 2009, Council approved the acceptance of Arizona Department of Homeland
Security grants in the total amount of$1,079,156.
There are no matching funds required for these grants. This is one-time funding by the Arizona
Department of Homeland Security. Any future operating and maintenance costs for equipment
purchased through these grants will come from the Fire and Police Departments existing
operating budgets.

It was moved by Knaack and seconded by Martinez, to approve the recommended
actions on Consent Agenda Item Nos. 1 through 13, including the approval and adoption of
Resolution No. 4437 New Series, Resolution No. 4438 New Series,Resolution No. 4439 New
Series, and Resolution No. 4440 New Series; and to forward Special Event Liquor License
Applications for Police Unity Tour of Florida, Inc., and the Glendale Arts Council and
Liquor License Applications No.3-0848 for Sam's Club,No.3-1312 for Bueno Burger Mex-
American Grill, No. 3-1315 for CVS Pharmacy, No. 3-1316 for Fuddruckers, and No. 3-
1317 for Woody's BBQ to the State of Arizona Department of Liquor Licenses and
Control,with the recommendation for approval. The motion carried unanimously.

ORDINANCES
14. FIRE CODE ADOPTION AND REVISED SPRINKLER ORDINANCE
Mark Burdick, Fire Chief, presented this item.
This is a request for City Council to adopt an ordinance amending Glendale City Code Chapter
16, adopting the 2009 International Fire Code (IFC) and amending the current sprinkler system
ordinance to require that all new commercial construction have an automatic sprinkler system.
This item addresses Council's goal of one community committed to public safety by providing
Glendale residential, commercial and industrial communities with current and relevant fire and
life safety standards.
Fire Code: The City of Glendale has adopted the International Code Council (ICC) code series
as the model codes for this jurisdiction.
The Fire and Building Safety Department staff completed the code update process, which
included a comprehensive review of the 2009 IFC. The 2009 IFC is the most recent edition and
has been reviewed and amended for adoption.
Sprinkler System: This ordinance also revises the Glendale City Code, Chapter 16, Article III,
which addresses sprinkler systems. The Fire Department is proposing a zero square foot
sprinkler standard, applicable to all newly-constructed commercial buildings. The current
sprinkler code ordinance requires an automatic sprinkler system be installed in all commercial
structures that exceed 5,000 square feet. This code revision is applicable to all commercial
structures and does not include residential one and two family dwellings and townhomes.
All valley cities to include Avondale, Peoria, Phoenix, Scottsdale, Tempe, Chandler, Mesa and
Peoria have updated to this standard and require an automatic sprinkler system for all new
commercial construction.
The last fire code update was adopted on October 28, 2003.
The adoption of nationally recognized standards enhances public safety by providing Glendale's
residential, commercial and industrial communities with current and relevant fire and life safety
standards.
With the adoption of the 2009 IFC, the city maintains its compliance with Insurance Services
Office (ISO) criterion by adopting a current and nationally recognized standard, lowering
commercial insurance rates and attracting new businesses to the city.
The Fire Department conducted public meetings on May 3 and May 6, 2010. During each public
meeting the entire code amendment package was available for review and comment. Public
notice included posting on the city's official posting board and website. Stakeholders and
special interest groups were contacted in May and October 2010 with information on the Fire

Code Adoption and Revised Sprinkler Ordinance. No comments or concerns have been
received.
Adoption of the 2009 IFC will require the purchase of code books, associated materials and
inspector training. Funds are available in the Fire Prevention Division FY 2010-11 operating
budget.

The recommendation is to waive reading beyond the title and adopt an ordinance amending
Glendale City Code Chapter 16 adopting the 2009 International Fire Code (IFC) and amending
the current sprinkler system article for commercial structures with an effective date of thirty (30)
days after passage of the ordinance by Glendale City Council.
Ordinance No. 2750 New Series was read by number and title only, it being AN
ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA
COUNTY, ARIZONA, AMENDING GLENDALE CITY CODE, CHAPTER 16 (FIRE
PREVENTION AND PROTECTION), ARTICLE II (TECHNICAL STANDARDS) AND
ARTICLE III (SPRINKLER SYSTEMS); AND SETTING FORTH AN EFFECTIVE
DATE.
Councilmember Clark asked that the amended section requiring automatic fire sprinklers in new
commercial structures be clarified further with regard to exempting residential units. Chief
Burdick responded the amended section has two exceptions listed one of these is the exemption
of residential one and two family dwellings and townhomes. Councilmember Clark said the
clarification was important as concern was expressed by the building community in regard to this
amendment applying to residential.
Councilmember Martinez asked if other cities had automatic sprinkler requirements for
residential units. Chief Burdick noted Scottsdale had this requirement. Peoria requires it for new
residential North of Jomax Road. He added Mesa also has a provision but believes there is an
option. Councilmember Martinez said in these economic times, he could understand that there
might be concerns with Glendale adopting such requirements. However, Councilmember
Martinez asked if the city could require that residential developers offer an automatic sprinkler
option to home buyers. He said staff would look into options regarding automatic fire sprinkler
systems in new residences and come back with a recommendation to City Council.
Vice Mayor Frate asked Chief Burdick to explain how the amendment would affect a business
that wanted to remodel. Chief Burdick explained the amendment would eliminate the minimum
5,000 sq. ft. exception for new construction but remodels now have more flexibility. He noted
that under both the existing and amended code a business remodel was handled on a case by case
scenario, but under the new code remodels are tied better to the building code.

It was moved by Goulet, and seconded by Clark, to approve Ordinance No. 2750
New Series. Motion carried on a roll call vote, with the following Councilmembers voting
"aye": Clark, Goulet, Lieberman, Knaack, Martinez, and Frate. Members voting "nay":
none.
MOTION TO EXCUSE MAYOR SCRUGGS
It was moved by Lieberman, and seconded by Knaack, to excuse Mayor Scruggs
from tonight's Council meeting. The motion carried unanimously.
REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION
It was moved by Lieberman, and seconded by Clark, to hold a City Council
Workshop at 1:30 p.m. in Room B-3 of the City Council Chambers on Tuesday,November
16, 2010, to be followed by an Executive Session pursuant to A.R.S. 38-431.03. The motion
carried unanimously.

There were no comments from citizens.
COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Clark said she used an open house format, her responding directly to citizen
questions with no presentations, at her recent Fall District Meeting. She noted there was a good
turnout over 40 people and a lot of questions. She said the people seemed to like the format so
she would be using it again.
Councilmember Lieberman thanked the people, who attended the Glendale's Salute to Veterans
event at Westgate City Center last Saturday. He commented on the large number of people and
activities including bands. He encouraged people to attend the city's Veteran Day Ceremony at
10:00 a.m. this Thursday, November 11th. The ceremony will be at the city's veteran memorial
which is located outside the Main Library, at 59th Avenue and W. Brown St. He commented that
he would use the same open house format referred to by Councilmember Clark at his next district
meeting which is at 6:30 p.m., on November 17th, at the Rose Lane Pool building.
Councilmember Martinez congratulated Mr. Beasley, Ms. Frisoni and her staff on winning six of
the International Festivals and Events Association (IFEA) Pinnacle Awards. He expressed the
City Council's pride in their accomplishment.
Councilmember Knaack also encouraged people to attend the city's Veteran Day Ceremony this
Thursday. She noted it was the city's hometown celebration to honor those who have served in
the military.

Vice Mayor Frate commented on the city's Veteran Day Ceremony and hoped all would attend.
He asked that everyone watch children around water.
