HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 10/20/2010 CITY OF GLENDALE,ARIZONA AMENDED MINUTES OF THE REGULAR MEETING OF THE ARTS COMMISSION HELD WEDNESDAY, OCTOBER 20,2010 LIBRARY BOARD CONFERENCE ROOM,2ND FLOOR 5959 WEST BROWN STREET 4:00pm. The meeting was called to order at 4:02 p.m. by Vice Chair M.B. Finnerty. Commission members Scott Mink, Janine Barbour, Diane Lesser, and Paul Dagostino were in attendance. Representing city staff were Sue Komernicky, Library and Arts Director, Mojgan Vahabzadeh, Library/Arts Coordinator and Judy Fleming, Public Arts Coordinator. Guests in attendance were Justine Cornelius, Senior Management Assistant for Deputy Director Jim Colson, Bob Lamb and Mark Paratore, of the City of Glendale Economic Development Department. Chairperson Darrell Criswell was absent. APPROVAL OF THE MEETING MINUTES A MOTION was MADE by Commission member Lesser to APPROVE the minutes of the September 15, 2010 meeting. The MOTION was SECONDED by Commission member Barbour and carried unanimously. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. No public comments. DOWNTOWN PROJECT: ARTWERKS Justine Cornelius, Senior Management Assistant for Deputy Director Jim Colson, Bob Lamb and Mark Paratore, of the City of Glendale Economic Development Department, presented information about "Artwerks" in the newly renovated alleyway in downtown Glendale. Mr. Lamb indicated this was a new opportunity which had only begun to take shape in the last few weeks. They provided a slide presentation on the Glendale Centerline project and targeted art areas. The slide presentation also included sample artwork from professional artists in the community. Ms. Cornelius explained that in the declining economy, there has been a decrease in the arts. However, trends show there has been an even greater demand for art events in the community. The downtown art project will include partnerships with local and major artists. Mr. Lamb indicated they were looking at Glendale Glitters as their target date to kick-off the project. Their objective is to start with temporary artwork Commissioner Barbour asked if maintaining the artwork would be an issue. Ms. Cornelius replied that the city had already provided budget funding. Commissioner Barbour inquired if staff had contacted downtown businesses with this proposal. Ms. Cornelius indicated the downtown merchants were very excited and were agreeable to staying open later in the evening. Mr. Lamb explained that announcements for artists will be issued using various websites that list 1 upcoming events. He added they have also contacted Apollo High School, ASU, and GCC art professors to ensure local involvement. Vice Chair Finnerty stated the Arts Commission should have been contacted and brought in from the very beginning of this project. Ms. Cornelius agreed; however, explained this venture was also being approached as an economic project, not only as an arts program. Mojgan Vahabzadeh, Library/Arts Coordinator, noted that any arts project was a direct reflection on the Arts Commissioner and Glendale. Mr. Lamb remarked that the Arts Commission will be an integral part of this project. He noted this opportunity was brand new and the Arts Commission will be part of this endeavor. Commissioner Dagostino asked if music/performing arts will be included in any of the projects. Mr. Lamb stated music/performing arts was being planned for Phase II. Ms. Cornelius indicated that one of their goals was to expose and engage kids and their parents to the arts; therefore, they plan to target Fall Break as an opportunity. Commissioners both Mink and Barbour agreed a big problem was that downtown businesses closed early. Sue Komernicky, Library and Arts Director, believes art projects will succeed because of the huge success and attendance the Jazz & Blues Festival and the Plein Air Event in conjunction with the Chocolate Festival has had downtown. Vice Chair Finnerty asked what role the Arts Commission will play in the downtown art project. Mr. Lamb stated that the Arts Commission will be instrumental in seeking advice as well as helping in the art selection process. Ms. Komernicky thanked the Economic Development staff for their presentation. 2011 JAZZ & BLUES FESTIVAL Mojgan Vahabzadeh, Library/Arts Coordinator, presented information on the 2011 Jazz & Blues Temporary Art Project. Four temporary art projects are scheduled for the two day City of Glendale Festival being held April 16 and 17, 2011. The award categories include: Best of Show, Landscape/Cityscape, Portraiture, Animal/Fauna, Architecture and Abstract. The amount for each project is $4,500 dollars. Ms. Vahabzadeh asked for panel volunteers to vote on the artwork. Commissioners Mink, Barbour, Dagostino and Lesser all stated they were available if needed. Ms. Vahabzadeh indicated a decision would be made at the next meeting who will be a on the panel. Vice Chair Finnerty called for motion on this item. A MOTION was MADE by Commission member Barbour to APPROVE the 2011 Jazz & Blues Temporary Art Project in the amount of $4,500 per project. The MOTION was SECONDED by Commission member Mink and carried unanimously. 2011 SUMMER ARTS CAMP Judy Fleming, Public Arts Coordinator, presented information on the 2011 Summer Arts Camp Workshops. The workshops will begin on June 27, 2011 and run through July 21, 2011. Student registration will remain the same in the amount of$20 dollars per workshop. Total cost for this art program is $12,000. 2 Commissioner Mink asked what the $12,000 dollars paid for. Ms. Fleming explained the funding went to pay instructor fees. She added the art teachers provided their own materials. Vice Chair Finnerty called for a motion on this item. A MOTION was MADE by Commission member Mink to APPROVE the 2011 Summer Arts Camp Program in the total amount of $12,000 dollars. The MOTION was SECONDED by Commission member Dagostino and carried unanimously. 2011 PLEIN AIR PAINTING EVENT Mojgan Vahabzadeh, Library/Arts Coordinator, presented information on the publicity for the February 5th event. The event is open to any artist who paints using the Plein Air Technique. Ms. Vahabzadeh stated that event information will be posted on their website very soon. She presented the Commission with a sample postcard that will be mailed depicting the last winner's artwork. The postcard will be used to advertise the event. She explained more information will be forthcoming as the event draws closer. STAFF REPORTS/CORRESPONDENCE PUBLIC ART PROJECT UPDATES Public Safety Memorial Sue Komernicky, Library and Arts Director, provided the most recent information on the Public Safety Memorial project. She stated the memorial was up but not yet finished. She explained the difficulty in obtaining certain materials that have not been readily available because of the current economy. Ms Komernicky also stated that this art project was very large and complex project. The central sculpture is comprised of between 50 and 60 unique & one-of-a-kind pieces of bronze, which had to be welded together, polished & finished with a patina. The work is labor intensive and time consuming. In addition, a lot of engraving still has to take place before the dedication. She encouraged everyone to visit the site even though it was not quite finished. She remarked it was still a wonderful tribute to our fallen police officers and fire fighters. She will continue to keep everyone updated; however, does not have a completion date at this time. Adult Center Exhibit Updates: Judy Fleming, Public Arts Coordinator, presented information on the Adult Center. The center will be featuring Art League West starting November 1, 2010. The exhibit will feature 30 art pieces. Maintenance Updates: Judy Fleming, Public Arts Coordinator, reported that routine maintenance has been completed on Gordon Huether's - Go, Go, Go, Chihuly's - The Sun and Moon and the Veteran's Memorial. The maintenance included cleaning and minor adjustments. Other Staff Updates Sue Komernicky, Library and Arts Director, commented on Ballet Under the Stars. She stated it had been an enormous success, with over 3200 people in attendance. Commissioner Mink 3 agreed and added he heard it mentioned on the radio several times. Ms. Komemicky also commented on the Arizona Broadway Theatre event. She stated this was a wonderful organization and thanked them for personally inviting the Arts Commission to their event. COMMISSIONER COMMENTS Commissioner Dagostino commented on the Downtown Centerline project. He remarked the project itself was outside of their control; however, the Arts Commission can assist with their input on artist and art projects. Commissioner Barbour commented that she would like to see the city include more incentives for local artists. She suggested they start a program to help local artists buy homes in the downtown area. She noted Glendale was the only city in Maricopa County that does not have an Arts Center. Vice Chair Finnerty commented that the Economic Development staff should have considered the Arts Commission first, before making their plans. NEXT MEETING The next meeting of the Glendale Arts Commission will be held Wednesday, November 17, 2010, at 4 p.m. at the 2nd Floor Board Conference Room, Glendale Public Library, 5959 West Brown Street, Glendale, Arizona. ADJOURNMENT A MOTION was MADE by Commission member Barbour to ADJOURN the meeting. The MOTION was SECONDED by Commission member Lesser and carried unanimously.
