Scruggs, with Vice Mayor Seven E. Frate and the following Councilmembers present: Joyce V. Clark, David M. Goulet, Yvonne J. Knaack, H. Philip Lieberman and Manuel D. Martinez. Also present were Ed Beasley, City Manager; Horatio Skeete Interim Assistant City Manager; Craig Tindall, City Attorney; and Pamela Hanna, City Clerk. COMPLIANCE WITH ARTICLE VII, SECTION 6(c) OF THE GLENDALE CHARTER A statement was filed by the City Clerk that the 5 resolutions and 3 ordinances to be considered at the meeting were available for public examination and the title posted at City Hall more than 72 hours in advance of the meeting. APPROVAL OF THE MINUTES OF THE AUGUST 31, 2010 AND SEPTEMBER 7, 2010 CITY COUNCIL MEETING It was moved by Goulet, and seconded by Clark, to dispense with the reading of the minutes of the August 31, 2010 Regular City Council meeting and September 7, 2010 Special City Council meeting, as each member of the Council had been provided copies in advance, and approve them as written. The motion carried unanimously. CONSENT AGENDA Items on the consent agenda are of a routine nature or have been previously studied by the City Council at a work session. They are intended to be acted upon in one motion. Mr. Ed Beasley, City Manager, read agenda item numbers 1 through 6 and Ms. Pamela Hanna, City Clerk, read consent agenda resolution item numbers 7 through 11 by number and title. 1. SPECIAL EVENT LIQUOR LICENSE, ST. LOUIS THE KING CHURCH, PARISH FESTIVAL, OCTOBER 1-3, 2010 This is a request for City Council to approve a special event liquor license for the St. Louis the King Church. The event will be held at St. Louis the King Church located at 4331 West Maryland Avenue on Friday, October 1, from 5 p.m. to 11 p.m.; Saturday, October 2, from 11 a.m. to 11 p.m.; and Sunday, October 3, from 11 a.m, to 10 p.m. The purpose of this special event liquor license is for a fundraiser. If this application is approved, the total number of days expended by this applicant will be three of the allowed 10 days per calendar year. Under the provisions of A.R.S. § 4-203.02, the Arizona Department of Liquor Licenses and Control may issue a special event liquor license only if the Council recommends approval of such license. The City of Glendale Planning, Police, and Fire Departments have reviewed the application and determined that it meets all technical requirements. Based on the information provided under the background, it is staff's recommendation to forward this application to the Arizona Department of Liquor Licenses and Control with a recommendation of approval. 2. SPECIAL EVENT LIQUOR LICENSE,CITIZENS POLICE ACADEMY ALUMNI OF GLENDALE, OCTOBER 10, 2010 This is a request for City Council to approve a special event liquor license for the Citizens Police Academy Alumni of Glendale. The event will be held at Westgate City Center located at 6770 North Sunrise Boulevard on Sunday, October 10, 2010, from 10 a.m. to 10 p.m. The purpose of this special event liquor license is for the Cardinals football game tailgate party. If this application is approved, the total number of days expended by this applicant will be one of the allowed 10 days per calendar year. Under the provisions of A.R.S. § 4-203.02, the Arizona Department of Liquor Licenses and Control may issue a special event liquor license only if the Council recommends approval of such license. The City of Glendale Planning, Police,and Fire Departments have reviewed the application and determined that it meets all technical requirements. Based on the information provided under the background, it is staff's recommendation to forward this application to the Arizona Department of Liquor Licenses and Control with a recommendation of approval. 3. LIQUOR LICENSE NO. 3-1306, WAL-MART NEIGHBORHOOD MARKET This is a request for City Council to approve a new, person-to-person, location-to-location transferable series 9 (Liquor Store - All Liquor) license. Wal-Mart Neighborhood Market is located at 5137 West Olive Avenue. The Arizona Department of Liquor Licenses and Control application(No. 09070051) was submitted by Clare Hollie Abel. The location of the establishment is 5137 West Olive Avenue and is located within the Barrel District. The property is zoned C-2 (General Commercial). The population density within a one-mile radius is 20,405. This series 9 is a person-to-person, location-to-location transferable license, therefore, the approval of this license will increase the number of liquor licenses in the area by one. The number of liquor licenses within a one-mile radius is as listed below. No public protests were received during the 20-day posting period. Based on information provided under the background, it is staff's recommendation to forward this application to the Arizona Department of Liquor Licenses and Control with a recommendation of approval. 4. FUND AUTHORIZATION FOR EMERGENCY REPAIR TO FIRE PUMP CONTROLLER This is a request for City Council to authorize the City Manager to enter into an Agreement for Equipment Installation with Climatec, Inc. (Climatec) and to approve the expenditure of funds for the emergency repair of the fire pump controller at the Glendale Municipal Office Complex (GMOC). One of Council's goals is community with high-quality services for citizens. By repairing the fire pump controller the city will continue to offer the high level of service citizens have come to expect when utilizing the GMOC facility. The GMOC is protected with fire suppression sprinklers which activate in the event of a fire. As part of the annual fire suppression system inspection, it was determined that the fire pump controller which pressurizes the line and allows the system to operate was in need of repair. Climatec was able to provide the equipment and labor to fix the system immediately upon request. The equipment replaced was over 25 years old, and Climatec upgraded the electrical circuits. The GMOC provides critical services to citizens on a daily basis and maintaining all aspects of the facility allow for uninterrupted service to businesses and residents who utilize this facility to conduct city business. Funds for the repair are available in the FY 2009-10 capital improvement plan. There are no operating costs associated with this project. Grants Capital Expense One-Time Cost Bud eted Unbudgeted Total X X $101,370.54 Account Name, Fund,Account and Line Item Number: Building Maintenance Reserve, Account No. 1000-81013-551000, $101,370.54 The recommendation is to authorize the City Manager to enter into an Agreement of Equipment Installation with Climatec, Inc. and approve the expenditure of funds for the emergency fire pump controller repair in an amount not to exceed $101,370.54. 5. AWARD OF A BID FOR GLENDALE MAIN LIBRARY LIGHTING IMPROVEMENTS This is a request for City Council to award the bid and authorize the City Manager to enter into a Construction Agreement with AJP Electric, Inc. for the needed replacement of lighting at the Glendale Main Library. One of the Council's goals is to manage operations in a fiscally sound manner. This goal will be achieved through energy conservation that the lighting conversion will bring to the library. This is one of several energy efficiency projects funded by the $2.3 million Energy Efficiency Community Development Block Grant (EECBG) program the city received from the United States Department of Energy. This project consists of replacing exterior and interior lighting including fluorescent lamps and ballasts with products that would conserve more energy. Seven offers were received in response to bid 091004. The lowest responsible offer was received from AJP Electric, Inc. for this one-time purchase. This energy efficiency project will be completed by the end of the calendar year. On March 23, 2010, Council adopted a resolution authorizing the City Manager to accept the EECBG funding. The program will result in an upgrade of the light fixtures to provide better illumination for library patrons and to reduce energy consumption through the installation of more energy efficient fixtures. The funding is available through the Department of Energy's federal grant program related to economic stimulus funding to promote energy efficiency. The City of Glendale was awarded the Energy Efficiency Community Development Block Grant in FY 2009-10. The improvements that will be completed as a result of this contract award are expected to decrease electricity operating costs by approximately$14,000 annually. PROFESSIONAL SERVICES AGREEMENT WITH GREATER PHOENIX ECONOMIC COUNCIL This is a request for City Council to authorize the City Manager to enter into a professional services agreement with the Greater Phoenix Economic Council (GPEC) for FY 2010-11, in the amount of$82,545. This request supports the Council goal of one community with quality economic development. Through this agreement, GPEC will market the city and generate qualified business and industry prospects within targeted economic industries, as well as leverage public and private partnerships to locate such prospects. The city has had a professional services agreement in place with GPEC since 1989. The city's participation reflects regional cooperation which is significant to businesses who are considering a metropolitan area. The organization promotes the region to a broad variety of national and international companies and generates editorial stories and advertisements in markets the city could not otherwise secure. For FY 2009-10, the contracted amount for services with GPEC was $91,974. This year, GPEC adjusted fees in response to economic conditions for all cities. As a result, this year's fee is less than the amount paid last year. Council has appropriated funds for membership for the last 20 years. GPEC provides the community the opportunity for greater economic growth by providing prospective leads for new businesses, which ultimately creates more employment opportunities. Funds are available in the FY 2010-11 operating budget of the Economic Development Department. CONSENT RESOLUTIONS 7. INTERGOVERNMENTAL AGREEMENTS WITH ADOT FOR INTELLIGENT TRANSPORTATION SYSTEM IMPROVEMENTS This is a request for City Council to adopt a resolution authorizing the City Manager to enter into five intergovernmental agreements with the Arizona Department of Transportation (ADOT) for Intelligent Transportation System(ITS) improvements. Enhancing transportation and improving current infrastructure directly addresses Council's goal of one community with high-quality services for citizens. Glendale has secured federal Congestion, Mitigation and Air Quality(CMAQ) funds through the Maricopa Association of Governments for ITS improvements. The CMAQ program provides funding for transportation related programs aimed at improving air quality and reducing congestion. Five projects have been awarded and are described as follows: • Replace video equipment at the Glendale Traffic Management Center (TMC). This project consists of replacing aging technology at the TMC including video walls, video processors, television monitors and other video related equipment for a total project cost of$400,000 in federal funds. • Purchase traffic signal system equipment for the TMC. This project consists of upgrading existing computer servers and software used to centrally manage the city's traffic signals, dynamic message signs and closed caption television cameras. This project has federal funds in the amount of$224,000 available with a required local match of$96,000 for a total project cost of$320,000. • Design conduit, fiber and ITS elements along Cactus, Thunderbird, and Greenway Roads, within Glendale. This project includes funding for the design of ITS infrastructure along these three corridors within the city. This design project will cost $150,000 in federal funds. The construction phase of the project is funded with CMAQ funds in federal fiscal year 2012. • Design conduit, fiber and ITS infrastructure along Peoria Avenue within Glendale and dynamic message signs approaching the downtown area. This project includes funding for the design of ITS infrastructure along Peoria Avenue. It also includes funding to design four dynamic message signs that will be placed on roadways that lead into the downtown area. The construction phase of the project is funded with CMAQ funds in federal fiscal year 2013. This design project will cost $150,000 in federal funds. • Develop an ITS strategic plan for Glendale. This project will develop an ITS strategic plan to evaluate the current status of Glendale ITS, identify future needs and projects, establish estimated budgets and time frames for deployment of future projects and assess resources required to meet city goals. This project will cost$300,000 in federal funds. Technology and software upgrades will continue to provide safe and efficient traffic management, and the design projects will enhance the ITS capabilities to downtown and major arterial streets. Furthermore, the citywide ITS strategic plan will evaluate and develop long term plans for keeping current with the changing ITS needs of the city. CMAQ funds in the amount of$1,224,000 have been awarded for these five projects. Four of the five projects are to be fully funded by CMAQ, while the central signal system project requires a local match of$96,000. Funds for the financial match are available in the FY 2010-11 GO Transportation capital improvement plan. Resolution No. 4412 New Series was read by number and title only, it being A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA AUTHORIZING AND DIRECTING THE ENTERING INTO OF FIVE INTERGOVERNMENTAL AGREEMENTS WITH THE ARIZONA DEPARTMENT OF TRANSPORTATION FOR INTELLIGENT TRANSPORTATION SYSTEM IMPROVEMENTS IN THE CITY OF GLENDALE. 8. INTERGOVERNMENTAL AGREEMENTS FOR SCHOOL RESOURCE OFFICERS This is a request for City Council to adopt a resolution authorizing the City Manager to enter into two intergovernmental agreements (IGAs) with local school districts to assign Glendale Police Officers to the campuses as School Resource Officers (SROs). The presence of SROs at these schools is a positive approach to promoting public safety and awareness, and meets the Council goal of a city with high-quality services for citizens. The IGAs will continue the assignment of one officer to each of the schools during the FY 2010- 11. SROs are located at Glendale High School, Independence High School and Landmark Elementary School. The assigned SROs participate in educational programs, which aid students in dealing successfully with peer pressure, child abuse, gangs, drug awareness, and other related issues. The SROs work on campus while school is in session. During the summer break SROs will complete duties assigned by the Police Department. SROs have been assigned to the schools and IGAs have been approved each year since 1992. This partnership allows the Police Department to continue educational efforts in local schools while increasing police visibility and the presence in the community. Both the Glendale Union High School District and the Glendale Elementary School District received grant funding, which will fully pay for the officers' salaries and benefits during the schools FY 2010-11. There is no cost to the city for this program. The recommendation is to waive reading beyond the title and adopt a resolution authorizing the City Manager to enter into two intergovernmental agreements with local school districts to assign Glendale Police Officers to the campuses as School Resource Officers. Resolution No. 4413 New Series was read by number and title only, it being A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA AUTHORIZING AND DIRECTING THE ENTERING INTO OF TWO INTERGOVERNMENTAL AGREEMENTS FOR SCHOOL RESOURCE OFFICERS TO AID IN REDUCING CRIME THROUGH EDUCATION, POSITIVE INTERACTION AND ENFORCEMENT WITH THE FOLLOWING DISTRICTS: (1) GLENDALE UNION HIGH SCHOOL DISTRICT FOR THE ASSIGNMENT OF ONE POLICE OFFICER AT GLENDALE HIGH SCHOOL AND INDEPENDENCE HIGH SCHOOL; AND (2) THE GLENDALE ELEMENTARY SCHOOL DISTRICT NO. 40 FOR THE ASSIGNMENT OF ONE POLICE OFFICER AT LANDMARK ELEMENTARY SCHOOL. 9. INTERGOVERNMENTAL AGREEMENT WITH U.S. DRUG ENFORCEMENT ADMINISTRATION This is a request for City Council to adopt a resolution authorizing the Police Chief to enter into an intergovernmental agreement (IGA) with the United States Department of Justice, Drug Enforcement Administration (DEA) for the assignment of two Glendale detectives to the Phoenix DEA Task Force. This request supports Council's goal of one community committed to public safety. It continues the partnership with DEA, providing benefits with shared resources. Federal Task Force agents and detectives partner with Glendale's narcotics detectives in large scale drug suppression operations. Participation in the Task Force helps the Police Department fight the importation, sale and use of dangerous drugs and narcotics. DEA will pay overtime incurred up to $17,202.25, annually, as the result of task force activities. On September 22, 2009, Council approved an Intergovernmental Agreement with DEA for the Task Force. On October 14, 2008, Council approved an Intergovernmental Agreement with DEA for the Task Force. Participation in the Task Force benefits the Police Department by enhancing the sharing of information, which leads to periodic large scale operations to suppress drug importation and sales. It promotes close cooperation between the DEA and the department. Removing drug traffickers and the effects of their operations from our neighborhoods is an ongoing priority for law enforcement. The recommendation is to waive reading beyond the title and adopt a resolution authorizing the Police Chief to enter into an intergovernmental agreement with the United States Department of Justice, Drug Enforcement Administration Task Force. Resolution No.4414 New Series was read by number and title only, it being A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA AUTHORIZING THE ENTERING INTO OF AN INTERGOVERNMENTAL AGREEMENT WITH THE UNITED STATES DEPARTMENT OF JUSTICE, DRUG ENFORCEMENT ADMINISTRATION (DEA) FOR ASSIGNMENT OF TWO GLENDALE POLICE DETECTIVES TO THE PHOENIX DEA TASK FORCE. 10. ACCEPTANCE OF JUVENILE ACCOUNTABILITY BLOCK GRANTS This is a request for City Council to adopt a resolution authorizing the City Manager to accept and administer a 2009 Juvenile Accountability Block Grant in the approximate amount of $18,168 and a 2010 Juvenile Accountability Block Grant in the approximate amount of$19,837 from the Governor's Office for Children, Youth and Families. This item addresses the Council goal of one community committed to public safety by monitoring the release of juveniles and by helping them get back in school or employed and away from a life of crime. The Grants will be utilized to enhance the Juvenile Re-entry Program currently in place. The Grants will pay overtime for Glendale officers to contact juveniles released from the Arizona Department of Juvenile Corrections on a bi-monthly basis. The goal of the re-entry program is to have an officer assigned to a juvenile offender to monitor and provide guidance for the youth and their parent/guardian once released. All parties will meet prior to the juvenile's release and set a specific plan for each individual to adhere to upon release. The plan's goal is to keep the juvenile from offending again. These grants will give the re-entry program funding until September 2011. On April 28, 2009, Council approved the acceptance of the 2008 Juvenile Accountability Block Grant in the amount of$11,801. The 2009 grant award totals $18,168 with a $2,019 financial match that is required. The 2010 grant award totals $19,837 with a $2,204 financial match that is required. Funds for the matches are available in the FY 2010-11 operating budget of Police Department. The recommendation is to waive reading beyond the title and adopt a resolution authorizing the City Manager to accept and administer a 2009 Juvenile Accountability Block Grant in the approximate amount of $18,168 and a 2010 Juvenile Accountability Block Grant in the approximate amount of$19,837 from the Governor's Office for Children, Youth and Families. Resolution No. 4415 New Series was read by number and title only, it being A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA AUTHORIZING THE SUBMISSIONS AND ACCEPTING THE JUVENILE ACCOUNTABILITY BLOCK GRANTS FROM THE ARIZONA GOVERNOR'S OFFICE FOR CHILDREN IN THE APPROXIMATE AMOUNTS OF $18,168 AND$19,837 FOR THE GLENDALE POLICE DEPARTMENT. 11. SALT RIVER VALLEY WATER USERS' ASSOCIATION PUBLIC ACCESS AND USE LICENSE: NORTHWEST CORNER OF 51ST AVENUE AND CACTUS ROAD This is a request for City Council to adopt a resolution authorizing the City Manager to enter into an agreement with the Salt River Valley Water Users' Association for use of canal right-of-way at the northwest corner of 515t Avenue and Cactus Road to accommodate a paved trail as part of the Marshall Trail Connector. Entering into the license agreement supports Council's goal of one community with high-quality services for citizens by accommodating construction and improving the public use trail system within the city. Pedestrian trail improvements are planned northwest of the intersection of 51st Avenue and Cactus Road along the Arizona Canal Diversion Channel (ACDC) as part of the Thunderbird Parking Lot Improvements and Marshall Trail Connector project. The paved trail system will connect existing paved surfaces within the immediate vicinity to provide greater public access and use. Because a portion of the trail follows the north bank of the ACDC, a USA facility managed by Salt River, a license agreement is necessary to protect the interests of the USA and Salt River. On June 22, 2010, Council approved a construction agreement with PBS Construction and Engineering, LLC for the Thunderbird Park Parking Lot Improvements and Marshall Ranch Trail Connector project in the amount of$281,138.55. The recommendation is to waive reading beyond the title and adopt a resolution authorizing the City Manager to enter into an agreement with the Salt River Valley Water Users' Association for use of canal right-of-way at the northwest corner of 51St Avenue and Cactus Road as part of the Marshall Trail Connector. Resolution No. 4416 New Series was read by number and title only, it being A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA AUTHORIZING THE CITY MANAGER TO EXECUTE A LICENSE AGREEMENT WITH SALT RIVER VALLEY WATER USERS' ASSOCIATION FOR THE USE OF CANAL RIGHT-OF-WAY LOCATED NEAR THE NORTHWEST CORNER OF 51ST AVENUE AND CACTUS ROAD. It was moved by Frate and seconded by Knaack, to approve the recommended actions on Consent Agenda Item Nos. 1 through 11, including the approval and adoption of Resolution No. 4412 New Series, Resolution No. 4413 New Series, Resolution No. 4414 New Series, Resolution No. 4415 New Series, and Resolution No. 4416 New Series; and to forward Special Event Liquor License Application for St. Louis the King Church Parish Festival and Citizens Police Academy Alumni of Glendale and Liquor License Application No. 3-1306 for Wal-Mart Neighborhood Market to the State of Arizona Department of Liquor Licenses and Control, with the recommendation for approval. The motion carried unanimously. PUBLIC HEARING- LAND DEVELOPMENT ACTIONS 12. ANNEXATION AREA NO. 186 (AN-186): WESTERN AREA ANNEXATION (ORDINANCE) (PUBLIC HEARING REQUIRED) Jon Froke, AICP, Planning Director, presented this item. This is a request for City Council to conduct a public hearing and adopt an annexation ordinance for Annexation Area No. 186, which is approximately 193 acres. The proposed annexation is consistent with Council's goal of one community with an active partnership with Luke Air Force Base. This annexation contains multiple parcels,including the Falcon Dunes Golf Course of Luke Air Force Base, the Dysart Drain, the property acquired by the City of Glendale on Bethany Home Road for the placement of waterlines, and property at the northeast corner of Glendale Avenue and Litchfield Road proposed for redevelopment. Portions of the annexation closest to Luke Air Force Base are within the 65 ldn(average day-night) noise contour line of the base. The Falcon Dunes Golf Course serves the base and also acts as a retention basin, and is within a flood plain. The Dysart Drain conveys water from the base to the Agua Fria River. On February 26, 2010, the Secretary of the Air Force approved the city's request to annex the Falcon Dunes Golf Course and Dysart Drain. As the proposed annexation includes multiple parcels, the city's General Plan designations for the properties being considered for annexation include Luke Compatible Land Use and Business Park. The areas proposed to be annexed are currently zoned RU-43 (Rural Residential one acre per dwelling unit) and C-3 (General Commercial). The General Commercial parcel is an existing restaurant at the intersection of Litchfield Road and Glendale Avenue. On June 22, 2010 Council conducted a public hearing on the blank annexation petition for Annexation Area No. 186 as required by state statute. The annexation will strengthen the city's ties with Luke Air Force Base, will bring city-owned facilities and property into the corporate limits of the city, and will require that any future development meet the Glendale General Plan requirements as well as all other Glendale development standards. A public notice for the City Council public hearing was published in The Glendale Star on August 26, 2010, and the property was posted on August 27, 2010. Notification letters were mailed to property owners on August 27, 2010. No comments have been received. The recommendation is to conduct a public hearing, waive reading beyond the title,and adopt an ordinance for Annexation Area No. 186. OFFICIAL SUPPLEMENTAL ZONING MAP ZMA-16 Jon Froke, AICP, Planning Director,presented this item. This is a request for City Council to adopt an ordinance and approve Official Supplemental Zoning Map ZMA-16. Zoning Map Amendments and accurate zoning district boundaries help achieve one community with strong neighborhoods and a city with high-quality services for citizens. The zoning map is part of the zoning ordinance and identifies the zoning district boundaries for all property within the city. The zoning district designations on the map are formally amended by Council through the adoption of an ordinance. Staff updates the map to reflect Council's approval of individual zoning applications as they are approved. These map updates are periodically brought to Council for a formal map amendment when rezoning stipulations have been completed. Council approved three rezoning applications shown on ZMA-16 between September 1997 and January 2006. Official Supplemental Zoning Map ZMA-16 will formally amend the zoning map to reflect these changes. The community benefits from the formal map amendments by providing accurate zoning district boundaries on the map. The recommendation is to waive reading beyond the title and adopt the ordinance for Official Supplemental Zoning Map ZMA-16. WATERLINE EASEMENT ABANDONMENT: WEST OF 67th AVENUE AND SOUTH OF PATRICK LANE, MOUNTAIN RIDGE HIGH SCHOOL CAMPUS Larry Broyles, P.E., City Engineer, presented this item. This is a request for City Council to adopt an ordinance abandoning a portion of a waterline easement west of 67th Avenue and south of Patrick Lane on the Mountain Ridge High School Campus. Abandoning the easement supports Council's goal of one community with high-quality services for citizens by allowing the waterline relocation to accommodate a new school building. In January 1996, the Deer Valley School District dedicated water and sewer easements to the city throughout the campus site. The district is expanding the campus and, to accommodate a new school building, will be relocating a portion of the waterline and the school's looped road in which the waterline easement is located. The district will grant a new easement to the city to protect the relocated waterline in its new location. The plans for relocating the waterline have been reviewed and approved by the appropriate city staff. The recommendation is to waive reading beyond the title and adopt an ordinance abandoning a portion of a waterline easement west of 67`" Avenue and south of Patrick Lane on the Mountain Ridge High School Campus. REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION It was moved by Frate, and seconded by Martinez, to hold a City Council Workshop at 1:30 p.m. in Room B-3 of the City Council Chambers on Tuesday, September 21, 2010, to be followed by an Executive Session pursuant to A.R.S. 38-431.03. The motion carried unanimously. CITIZENS APPEARING BEFORE COUNCIL Mr. Ken Jones, Ocotillo District, commented on the negative economic impact the increase in the city's water rates had on many in the community. He requested the City Council establish a Blue Ribbon Citizen Committee to study the issue now so future rate increases might be reduced,if not avoided. COUNCIL COMMENTS AND SUGGESTIONS Councilmember Lieberman congratulated Mr. Roger Bailey, Acting Deputy City Manager on his new position in the city of San Diego and wished him success. He complimented Mr. Bailey on his service to Glendale as Utility Director and Acting Deputy City Manager. Councilmember Lieberman noted the Tohono O'odam Casino Night at the League of Arizona Cities and Towns resulted in the tribe contributing$5,000 to various charities. Vice Mayor Frate noted that G.A.I.N. night will be October 23 this year and encouraged citizens to participate. He also noted that the National Take Back Initiative Day was on Sept. 25, 2010 this event gives people the opportunity to dispose of their prescription medications safely. Prescription medicines can be dropped for at the Target parking lot at 10404 N. 43 Ave for disposal by the Glendale Police Department. He emphasized contamination of the water and ground can result from improper disposal. Vice Mayor Frate commented that in Mesa this week, a 12 month year old child almost drowned in a toilet. He emphasized that pools were not the only danger for children drowning and to watch children around any water.
