The meeting was called to order by Mayor Elaine M. Scruggs, with Vice Mayor Steven
E. Frate and the following Councilmembers present: Joyce V. Clark, Manuel D. Martinez, David
M. Goulet, Yvonne J. Knaack, and H. Philip Lieberman.
Also present were Ed Beasley, City Manager; Horatio Skeete, Interim Assistant City
Manager; Craig Tindall, City Attorney; and Pamela Hanna, City Clerk.

A statement was filed by the City Clerk that the 6 resolutions and 4 ordinances to be
considered at the meeting were available for public examination and the title posted at City Hall
more than 72 hours in advance of the meeting.
APPROVAL OF THE MINUTES OF THE JUNE 22,2010 CITY COUNCIL MEETING
It was moved by Goulet, and seconded by Clark, to dispense with the reading of the
minutes of the June 22, 2010 Regular City Council meeting, as each member of the Council had
been provided copies in advance, and approve them as written. The motion carried unanimously.

The recommendation is to make appointments to the boards, commissions and other bodies and
administer the Oaths of Office.
It was moved by Clark, and seconded by Frate, to appoint Janine Barbour, Paul
Dagostino, Darell Crisell, and M.B. Finnerty to the Arts Commission; Cathy Cheshier to
the Board of Adjustment; Brent Ackzen to the Citizens Bicycle Advisory Committee; Karin

PROCLAMATIONS AND AWARDS
NATIONAL PREPAREDNESS MONTH PROCLAMATION
This is a request for City Council to proclaim September 2010 as National Preparedness Month
in the City of Glendale.
National Preparedness Month is a nationwide effort held each September to encourage
individuals, families, businesses and communities to work together and take action to prepare for
emergencies.
Opal Evans, a resident of Glendale and a volunteer with the Glendale Emergency Management
Division is present to accept the proclamation on behalf of the Glendale Chapter of Christian
Emergency Network.

The focus of this year's National Preparedness Month is to encourage all Americans to take
active steps toward getting involved and becoming prepared. The City of Glendale encourages
all residents to join the readiness effort to help themselves, their neighbors and our community
be prepared for emergencies. The Emergency Management Division will be available to provide
information to residents concerning flood awareness and the need for preparedness. Information
on National Preparedness Month is also mentioned in the August/September 2010 issue of the
Glendale Connection.
The recommendation is to present the proclamation to Opal Evans, a resident of Glendale and a
volunteer with the Glendale Emergency Management Division on behalf of the Glendale Chapter
of Christian Emergency Network, proclaiming the month of September 2010 as National
Preparedness Month.
Ms. Opal Evans thanked the Mayor and Council for the proclamation. She explained this
proclamation challenged the public to come together as citizens and do their part in emergency
response preparedness. She said emergencies occur when least expected, therefore, celebrating
National Preparedness Month reminds us to get involved, now. She noted that preparedness
activities were the key to successfully negotiate life trials. She encouraged everyone to work
together to make Glendale a wonderful place to live and work.
CONSENT AGENDA
Items on the consent agenda are of a routine nature or have been previously studied by the
City Council at a work session. They are intended to be acted upon in one motion.

1. SPECIAL EVENT LIQUOR LICENSE, HOUSE OF ELLIOTT, CARDINALS TAILGATE
PARTY, SEPTEMBER 2 AND 26, 2010
This is a request for City Council to approve a special event liquor license for the House of
Elliott. The event will be held at Westgate City Center located at 6770 North Sunrise Boulevard
on Thursday, September 2, from 2 to 8 p.m. and Sunday, September 26, 2010, from 8 a.m. to 8
p.m. The purpose of this special event liquor license is for Cardinals tailgate parties.
If this application is approved, the total number of days expended by this applicant will be three
of the allowed 10 days per calendar year. Under the provisions of A.R.S. § 4-203.02, the
Arizona Department of Liquor Licenses and Control may issue a special event liquor license
only if the Council recommends approval of such license.
The City of Glendale Planning, Police, and Fire Departments have reviewed the application and
determined that it meets all technical requirements.

2. LIQUOR LICENSE NO. 3-1298, PINK CABARET
This is a request for City Council to approve a person-to-person, location-to-location transfer
series 6 (Bar- All Liquor) license. Pink Cabaret is located at 6789 West Northern Avenue. The
Arizona Department of Liquor Licenses and Control application (No. 06070612) was submitted
by H.J. Lewkowitz.
The location of the establishment is 6789 West Northern Avenue and is located within the
Ocotillo District. The property is zoned M-2 (Heavy Industrial). The population density within
a one-mile radius is 13,540. This series 6 is a person-to-person, location-to-location transfer
license, currently operating with a series 6 license, therefore, the approval will not increase the
number of liquor licenses in the area. The number of liquor licenses within a one-mile radius is
as listed below.

This is a request for City Council to approve a new, non-transferable series 10 (Liquor Store -
Beer and Wine) license. Family Grocery Market Smoke Depot is located at 5043 West Olive
Avenue. The Arizona Department of Liquor Licenses and Control application (No. 10075866)
was submitted by Hala I. Wahbeh.
The location of the establishment is 5043 West Olive Avenue and is located within the Cactus
District. The property is zoned C-2 (General Commercial). The population density within a
one-mile radius is 20,654. This series 10 is a new license, therefore, the approval of this license
will increase the number of liquor licenses in the area by one. The number of liquor licenses
within a one-mile radius is as listed below.

Mr. Amir Alyas, a Glendale resident, stated he was here to protest this application. He explained
that this establishment had previously requested a liquor license and had been denied due to the
increase of liquor licenses in the city. He noted his business,which sells liquor, was only 60 feet
from this establishment. He request this application be denied again.
Mr. Harvey Lee, attorney representing Mr. Abraham Wahbeh, a Glendale resident, asked to
speak on his behalf. He corrected the previous speaker, Mr. Alyas, stating Mr. Wahbeh has not
applied for a liquor license before. He also noted that Mr. Alyas operates a gas convenience
market while Mr. Wahbeh operates a Middle Eastern grocery store. Therefore, they were not in
direct competition. For that reason, they respectfully request their application be approved.
Mr. Kevin Jones, a Glendale business owner, did not wish to speak; however, indicated he was in
favor of this application. Councilmember Lieberman stated that Mr. Jones owns a store in the
same shopping center as the applicant and was in favor of this application.
4. LIQUOR LICENSE NO. 3-1304, UNIVERSITY OF PHOENIX STADIUM
This is a request for City Council to approve a person-to-person transfer series 6 (Bar - All
Liquor) license. University of Phoenix Stadium is located at 1 Cardinals Drive. The Arizona
Department of Liquor Licenses and Control application (No. 06070691) was submitted by David
Michael Koeninger.
The location of the establishment is 1 Cardinals Drive and is located within the Yucca District.
The property is zoned PAD (Planned Area Development). The population density within a one-
mile radius is 5,765. This series 6 is a person-to-person transfer license, operating with an

interim permit, therefore, the approval of this license will not increase the number of liquor
licenses in the area. The number of liquor licenses within a one-mile radius is as listed below.

license. Pacific Seafood Buffet is located at 8172 West Bell Road. The Arizona Department of
Liquor Licenses and Control application (No. 12078413)was submitted by Yin Fang Liu.
The location of the establishment is 8172 West Bell Road and is located within the Sahuaro
District. The property is zoned PAD (Planned Area Development). The population density
within a one-mile radius is 13,162. This series 12 is a new license; however, the approval of this
license will not increase the number of liquor licenses in the area because this license replaces
the previous one held at this location. The number of liquor licenses within a one-mile radius is
as listed below.

6. PROFESSIONAL SERVICES AGREEMENT FOR ARROWHEAD RANCH WATER
RECLAMATION UPGRADE AND WELL 43 MODIFICATION
This is a request for City Council to authorize the City Manager to enter into a professional
services agreement with Black & Veatch Corporation to provide design and construction
administration services for an ultraviolet disinfection system upgrade at the Arrowhead Ranch
Water Reclamation Facility and the installation of a variable frequency drive at Well 43.
The improvements are expected to significantly reduce electrical operating costs by providing a
more energy efficient system for the facility.
This item supports Council's goal of one community with high-quality services for citizens.
This agreement will allow the city to continue to ensure compliance with Federal and State water
quality regulations.
The disinfection system currently in use at the Arrowhead Ranch Water Reclamation Facility
was installed in 1999. This system was retrofitted into the existing chlorination/de-chlorination
channel that was built in 1986. The infrastructure is aging and presents various operational.
challenges not present with our newer systems such as high energy consumption, and high
operating and maintenance costs.
In November 2009, the City of Glendale received federal stimulus funding through the Energy
Efficiency and Conservation Block Grant (EECBG) program managed by the United States
Department of Energy. The Utilities Department's share of this grant money will be used for the
design and construction of an ultraviolet system upgrade at the Arrowhead Ranch Water
Reclamation Facility, as well as installation of a variable frequency drive at Well 43. The project
must be completed by November 2012 per EECBG requirements.
The Engineering Department issued a Request for Proposal in April 2010 for this project and
received seven responses. A committee comprised of Engineering, Utilities, Budget, and Field
Operations staff selected Black& Veatch as the most qualified firm to perform these services.
On March 23, 2010, Council adopted a resolution authorizing the City Manager to accept the
EECBG funding.

This project will benefit the community by continuing to provide high-quality effluent water to
customers in the area, as well as lowering overall operating costs at these two facilities.
Funding is available through the EECBG program, and the Utilities Department FY 2010-11
capital improvement plan. For this professional services agreement, $202,500 will be funded
with EECBG monies and $1,074,404 will be funded with Utilities capital improvement funds.

The recommendation is to authorize the City Manager to enter into a professional services
agreement with Black & Veatch Corporation for design and construction administration services
in an amount not to exceed $1,276,904.
7. FINAL PLAT APPLICATION FP 10-02: 91ST AVENUE AND GLENDALE AVENUE—
9050 WEST GLENDALE AVENUE
This is a request for City Council to approve the final plat for "91St Avenue and Glendale
Avenue" located at 9050 West Glendale Avenue.
The proposed final plat supports Council's goal of one community with quality economic
development by creating subdivided lots for an office complex.
The final plat is an 18-acre commercial property. A bank and three office buildings currently
exist on lots 1, 2, 3 and 4. Lot 5 remains vacant. The proposed development is consistent with
the General Plan Land Use Map designation of Office and the existing Planned Area
Development zoning district.
On June 27, 2006, City Council approved rezoning application ZON05-23 for this site. The
approval rezoned 18 acres from Agricultural to Planned Area Development for future
commercial development.
This request defines property ownership and facilitates further development of the property,
which will provide commercial services and employment opportunities to the existing and
planned residential uses in the area.
The recommendation is to approve the Final Plat as shown in Final Plat Application FP10-02.

8. FINAL PLAT APPLICATION FP09-02: GLENDALE CITY COURTHOUSE—4705
WEST GLENDALE AVENUE
This is a request for City Council to approve the final plat for "Glendale City Courthouse"
located at 4705 West Glendale Avenue.
The proposed final plat supports Council's goal of one community with a vibrant city center by
continuing to focus on the Glendale Centerline to take advantage of current opportunities and
prepare for an improved economy.
The final plat is a 6.92 acre commercial property. The site is currently vacant.
On May 27, 2008, Design Review Application (DR08-16) for the Glendale City Courthouse was
approved. Permits have been issued for the on-site improvements such as landscape irrigation,
perimeter block walls and water lines.
This request defines property ownership, eliminates multiple property lines and identifies the
locations of utility easements. It will facilitate the future development of the property and will
provide public services and employment opportunities.
The recommendation is to approve the Final Plat as shown in Final Plat Application FP09-02.
CONSENT RESOLUTIONS
9. GLENDALE FROM THE HEART GRANT
This is a request for City Council to adopt a resolution authorizing the City Manager to accept a
grant from the Gila River Indian Community for the Glendale FROM THE HEART program
should the city be successful in receiving an award. A resolution is required as part of the grant
package. The city will be notified if it receives an award in October 2010. The grant will be
used as matching funds for donations raised in the community.
This grant will support Council's goal of providing high-quality services to citizens by
supporting and partnering with community agencies that serve Glendale's most disadvantaged
residents.
In 1996, the Glendale City Council, along with a local organization, had a vision for a program
that would improve emergency and support services for the Glendale community. The result
was the creation of a unique program called FROM THE HEART. Money that is raised through
FROM THE HEART is matched and then distributed to local organizations serving Glendale
residents in need.
FROM THE HEART enables Glendale residents and businesses to conveniently donate. Each
resident receiving a utility statement is able to add $1 to their monthly bill. Additionally,
residents can make larger one-time donations at any time. Glendale businesses are also able to

make one-time and ongoing contributions. Funds raised through FROM THE HEART go directly
to people in need. The program has no administrative overhead.
In 2002, Arizona voters passed Proposition 202 which required Native American communities
receiving gaming revenues to set aside 12% for a state-shared revenue program for distribution
to cities, towns or counties for government services that benefit the general public.
Organizations are eligible to apply for these funds if sponsored and formally authorized by an
eligible government agency. The sponsoring government agency must also agree to act as fiscal
administrator for grants to organizations.
FROM THE HEART was developed to help provide essential services to Glendale's most
vulnerable children, families and elderly residents. In the past, funds have been used to feed
Glendale's hungry, provide,home medical equipment for the frail and elderly, and for emergency
programs for victims of violence and abuse. Since the program's inception, nearly $2 million
has been collected and distributed to non-profit agencies serving Glendale residents.
The grant award is for $75,000 per year for three years, totaling $225,000, ending December 31,
2013. The city will act as a fiscal agent and grant administrator for the proposed funding. A
specific account will be established to track revenue and expenses.

INDIAN COMMUNITY GRANT FOR THE GLENDALE FROM THE HEART
PROGRAM.
11. AWARD OF LIBRARY SERVICES AND TECHNOLOGY ACT GRANT
This is a request for City Council to adopt a resolution authorizing the application and
acceptance of a Library Services and Technology Act (LSTA) grant from the Arizona State
Library, Archives and Public Records Agency.
This request supports Council's goal of one community with high-quality services for citizens by
providing opportunities to enhance the early development of our youngest citizens.

The Library has the opportunity each spring to apply for LSTA grants through the Arizona State
Library, Archives and Public Records Agency. The youth librarians have been exploring
opportunities to incorporate early literacy skills and "Brain Time" activities into the already-
popular Story Time programs.
The "Read and Play With Me at Glendale Public Libraries" grant will provide funding to help
parents and caregivers become their children's first and most important teachers, with the aim of
better preparing children for the formal learning environment. A minimum of 129 early literacy-
related programs will be offered to the public by August 1, 2011. These programs will be
offered at all three of Glendale's libraries.
The national average of three- to five-year-olds enrolled in some type of formal learning
environment is 61 percent. In Arizona, that number is only 47 percent. A child's success in
school depends on many factors, but how well-prepared they are before they enter kindergarten
can mean the difference between excelling and failing in the academic setting.
In addition to benefitting the young program participants, parents and caregivers will learn the
importance of early literacy development and techniques that they can use when reading and
playing with their children. Taking into account those that already attend Baby Time, Toddler
Time and Story Time programs at all three of Glendale's libraries, staff estimates that 8,000
patrons will participate in this program.
There is no financial match required for this grant.

SERVICES AND TECHNOLOGY ACT GRANT IN THE APPROXIMATE AMOUNT
OF $59,216 FROM THE ARIZONA STATE LIBRARY, ARCHIVES AND PUBLIC
RECORDS AGENCY FOR THE "READ AND PLAY WITH ME AT GLENDALE
PUBLIC LIBRARIES" PROJECT.

13. IN IERGOVERNMENTAL AGREEMENT FOR COUNTDOWN PEDESTRIAN
SIGNALS
This is a request for City Council to adopt a resolution authorizing the City Manager to enter into
an intergovernmental agreement with the Arizona Department of Transportation (ADOT) for the
procurement of pedestrian countdown signals.
Enhancing transportation and improving current infrastructure directly addresses Council's goal
of one community with high-quality services for citizens.
Federal Highway Safety Improvement Program funding has become available to Glendale for the
procurement of 182 pedestrian countdown signals at 23 signalized intersections. Pedestrian
countdown signals use flashing numbers to countdown the number of seconds remaining until
the end of the pedestrian crossing phase at a signalized intersection.
Due to federal funding requirements, ADOT will perform a competitive bid process for the
purchase of the pedestrian countdown signals, and Transportation staff will install the new
pedestrian countdown signals on existing traffic signal poles.
This project will aid pedestrians in crossing signalized intersections in the city by displaying the
amount of time remaining to cross. With the addition of the countdown pedestrian signal,
pedestrians can judge whether they have enough time or not to complete their crossing and adjust
their speed accordingly.
The estimated cost of the procurement is $55,200. Glendale will initially pay for the equipment
and will be reimbursed by ADOT.

TRANSPORTATION (IGA/JPA 10-093I) FOR THE ACQUISITION OF PEDESTRIAN
COUNTDOWN SIGNALS IN THE CITY OF GLENDALE.

It was moved by Lieberman and seconded by Clark, to approve the recommended
actions on Consent Agenda Item Nos. 1 through 9 and 11 through 13 including the
approval and adoption of Resolution No. 4405 New Series, Resolution No. 4407 New Series,
and Resolution No. 4409 New Series; and to forward Special Event Liquor License

10. FEDERAL AVIATION ADMINISTRATION GRANT
Jim Colson, Deputy City Manager,presented this item.
This is a request for City Council to adopt a resolution authorizing and ratifying the entering into
of a grant agreement with the Federal Aviation Administration (FAA), in the amount of
$326,307,to help fund runway safety improvements.
Improving airport safety areas addresses Council's goals of creating a city with high-quality
services for citizens and one community committed to public safety by ensuring that air travel is
a safe environment.
This improvement grant will provide funding for modifications in alignment with the airport
master plan. These improvements will relocate existing features and restripe aircraft traffic
areas.
The improvements identified provide for further safety of aircraft landing, taking-off, and
taxiing.
The grant award totals $326,307. There is a $17,174 financial match that is required, half of
which may come from a state grant contingent on the city accepting the FAA grant. Funding for
the financial match is available in the FY 2010-11 GO Transportation capital improvement plan.

12. ACCEPTANCE OF 2009 ASSISTANCE TO FIREFIGHTERS GRANT FROM THE
FEDERAL EMERGENCY MANAGEMENT AGENCY

This is a request for City Council to adopt a resolution authorizing the City Manager to accept
the 2009 Assistance to Firefighters Grant from the Federal Emergency Management Agency.
This grant will fund the replacement of exhaust ventilation systems in Glendale's six oldest fire
stations. Glendale's three newest stations already utilize hoseless exhaust removal systems.
This request supports Council's goal of one community committed to public safety by continuing
to provide healthy air quality levels at our fire stations.
In the early 1990's the Fire Department equipped all of its fire station apparatus bays with direct-
connect exhaust collection systems to capture and remove diesel fumes emitted from the
tailpipes of fire engines as they exit and return to the stations.
The older fixed-hose systems need frequent repairs, and the intake hoses lack the flexibility to
attach to every type of vehicle in the Fire Department fleet. With this grant, the department's
fixed-hose exhaust capture systems will be replaced with automatic, hoseless, air filtration units
at Glendale's six oldest fire stations: Station 152 (68th Avenue and Bethany Home Road);Station
153 (59th Avenue and Thunderbird Road); Station 154 (43`d Avenue and Peoria Avenue); Station
155 (62"1 Avenue and Union Hills Road); Station 156 (67th Avenue and Deer Valley Road), and
Station 157 (59th Avenue and Mountain View Road).
Accepting this grant would continue to ensure healthy air quality and protect the health of
firefighters and station visitors at Glendale's six oldest fire stations.
The grant award totals $129,283. There is a $32,321 financial match that is required. This
amount will be shared between the Fire Department's FY 2010-11 station maintenance operating
budget and the city's grant match fund.

14. GENERAL PLAN AMENDMENT GPA08-08 (RESOLUTION) AND REZONING
APPLICATION ZON08-22 (ORDINANCE): 51 PALMS—8045 NORTH 51ST
AVENUE(PUBLIC HEARING REQUIRED)

This is a request for City Council to conduct a public hearing and adopt a resolution to amend the
General Plan Land Use Map from High Density Residential and Office to Planned Commercial
and adopt an ordinance to amend the permitted land uses and development standards of the
existing 51 Palms Planned Area Development for the property located approximately 300 feet
north of the northeast corner of 51st and Northern Avenues.
The proposed General Plan Amendment and Rezoning are consistent with Council's goal of one
community with quality economic development by providing planned commercial development
that will offer services to the surrounding community.
The 5.9 acre commercial development is expected to include a gas station, self-storage
warehouse, and a restaurant. The development plan titled 51 Palms will create a project with

compatible commercial uses unified by shared driveways, landscaping, walls, signage, and
lighting.
The Planning Commission recommended approval of GPA08-08 and ZON08-22 at their meeting
on June 3, 2010.
The infill project will utilize vacant land within a developed area and take advantage of existing
infrastructure. The requests will allow the development of commercial businesses that will serve
the immediate community.
A Notice of Public Hearing for the City Council hearing was published in The Glendale Star on
August 12, 2010, and the property was posted on August 13, 2010. Postcards were mailed to
569 adjacent property owners and interested parties on August 13, 2010. There was no public
input through the Citizen Participation process.
The recommendation is to conduct a public hearing, waive reading beyond the titles and adopt a
resolution for General Plan Amendment GPA08-08 and adopt an ordinance for rezoning
application ZON08-22 subject to the stipulations as recommended by the Planning Commission.

ORDINANCES
15. AMENDING GLENDALE CITY CODE RELATING TO SPECIFIC CIVIL
SANCTIONS
Craig Tindall, City Attorney, presented this item.
This is a request for City Council to adopt an ordinance amending the Glendale City Code, Sec.
13-24 to allow the enforcement of sanctions that have been previously set by ordinance or by the
court specific to the violation.
This item addresses Council's goal of a city that is fiscally sound by pursuing and maintaining
revenue streams that support service delivery through sound financial practices.
The current Glendale City Code Sec. 13-24 entitled "Civil Sanctions" subject a person who
commits a civil code infraction to a civil sanction of not less than $20 nor more than $300.
However, there are sections in the Glendale City Code that set out much higher civil sanctions
for violations.
In order to alleviate any confusion, it is necessary to amend the current Code to make it clear that
the above-referenced sanctions are allowed unless sanctions are otherwise set by ordinance or by
the court specific to the violation.
Glendale City Code Sec. 13-24 was adopted by Glendale City Council by Ordinance No. 1817,
New Series, on September 27, 1994.
The recommendation is to waive reading beyond the title and adopt an ordinance amending
Glendale City Code Sec. 13-24 relating to specific civil sanctions.
Councilmember Clark asked Mr. Craig Tindall, City Attorney to clarify this ordinance in simple
terms. Mr. Tindall explained they have an ordinance that is generally applicable to civil
sanctions. Additionally, they have other ordinances which apply specific sanctions to a
violation. In order to alleviate any confusion, it is necessary to amend the current Code to make
it clear that when there is a specific sanction, for a particular violation, that sanction will apply
and not the general range of sanctions in the general statute. Councilmember Clark thanked Mr.
Tindall for his explanation.

16. RIGHT-OF-WAY ABANDONMENT: MIDWESTERN UNIVERSITY CAMPUS
Larry Broyles, P.E., City Engineer, presented this item.
This is a request for the City Council to adopt an ordinance abandoning a portion of 57th Avenue,
south of Loop 101. This abandonment will reserve existing utility easements for the city and
other private utilities.
This request supports Council's goal of one community with quality economic development by
allowing Midwestern University to expand business operations, fulfilling Council's desire to
retain and expand local business as a foundation for community economic development.
As part of its ongoing campus improvements, Midwestern University will be installing median
improvements on 57th Avenue from Utopia Road to the Loop 101 frontage road. Current
roadway design at the 57th Avenue and Loop 101 connection will be realigned to create a 90
degree intersection in order to provide improved vehicle access onto the frontage road and 57th
Avenue.
In conjunction with the abandonment of 3,837 square feet on the easterly side of 57th Avenue,
Midwestern University will dedicate to the city additional right-of-way of 5,488 square feet on
the westerly side of 57th Avenue to complete the roadway realignment.
There have been no objections to the abandonment or relocation from private utility companies,
or from other city departments, as long as easements are retained for any existing utilities within
the area to be abandoned.
The expansion of Midwestern University provides enhanced educational opportunities to medical
students, creates additional employment opportunities, and helps serve the public through
training of needed medical practitioners.
The recommendation is to waive reading beyond the title and adopt an ordinance abandoning a
portion of 57th Avenue, south of Loop 101, reserving existing utility easements for the city and
other private utilities.

Qwest Corporation on city-owned property at 4705 West Glendale Avenue.
Granting the utility easement supports Council's goal of one community with high-quality
services for citizens by allowing Qwest to continue delivering necessary communications service
to the residents of Glendale.
Demolition activities by the city at the southwest corner of 47th and Glendale avenues required
the relocation of existing Qwest facilities. To protect the facilities in the new location, Qwest has
requested the City of Glendale grant it an easement.

City Manager to execute a utility easement in favor of Qwest Corporation on city-owned
property at the southwest corner of 47th and Glendale avenues.

CITIZEN COMMENTS
Mr. Joe Tassinari, a Barrel resident, provided a follow-up to his comments at the last City
Council Meeting. He thanked Ms. Debbie Burson, Glendale Human Resources, for her help in
changing the military veterans' information section on Glendale's application He referenced the
importance of helping the men and women who were fighting for American values and freedom.
He stated many will be returning from service looking for employment and it was our duty to
help them in any way we can. He noted that at the last City Council Meeting, a city employee
sat before the Pledge of Allegiance ended and believes this was disrespectful.
COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Clark remarked that it was nice to be back. Also, she looks forward to football
season.
Councilmember Lieberman stated it was wonderful to be back and could not wait to settle down
and start working for the City of Glendale. He remarked on the many fatal accidents that have
occurred recently and asked everyone to be careful this Labor Day weekend.
Vice Mayor Frate commented on the month of August being Drowning Awareness month, He
noted the many that have already drowned because of insufficient vigilance around water. He
encouraged everyone to please watch children around water this Labor Day holiday.
Mayor Scruggs thanked everyone for attending and stated she appreciates their interest and
support for the City of Glendale.
