The regular meeting of the Citizens Transportation Oversight Commission(CTOC) was
called to order by the Chair, Rose Jacobson. The following Commission members, staff
representatives, and guests were present:

I. CALL TO ORDER
Chair Jacobson called the meeting to order at 7:00 PM.
II. APPROVAL OF THE MINUTES
Chair Jacobson called for approval of the minutes.
ACTION BY CTOC: Approval of the minutes of the May 6, 2010 meeting of the
Citizens Transportation Oversight Commission.

III. CALL TO THE AUDIENCE
There were no comments from the floor.
IV. APPROVAL OF THE AGENDA
Chair Jacobson called for approval of the agenda.
ACTION BY CTOC: Approval of the June 3, 2010 Agenda of the Citizens
Transportation Oversight Commission.
(Motion: Commissioner Ackzen; Second: Commissioner Doerr; unanimously passed)
V. PUBLIC INPUT—COMMISSIONERS AND STAFF
Commissioner Sheldon reported his attendance at the May 19, 2010 Public Hearing held
for changes to transit services by Valley Metro in Glendale. Commissioner Sheldon
mentioned that there were a lot of individuals from Wickenburg in attendance to voice
their concerns about potential loss of the Wickenburg Connector(RT 660). According to
these individuals,the bus route services individuals who are either in need of medical
attention or shop in Glendale. Commissioner Sheldon added that the comments were in
support of reduced service against elimination of service.
Mr. Mehta mentioned that the Wickenburg Connector was a Maricopa County and State
funded service, which according to information available after the public hearing is
planned to be funded for another year.
Dr. Johnson reiterated that the services targeted for changes were the least efficient
routes, i.e. costly service for a low ridership.
Chair Jacobson mentioned that she was interviewed for television channel 11 clip.
VI. MANAGER'S REPORT
Dr. Terry Johnson presented information regarding Northern Parkway, Grand Avenue,
Transit Services, Pavement Overlay, and Traffic Signals and ITS, and Bicycle and
Pedestrian project. Information provided included status of projects, funding secured
including American Recovery and Reinvestment Act funds and federal close-out funds.
Commissioner Doerr wanted to know why the City needs CCTV cameras and if the video
feed from the cameras are monitored round the clock.
Mr. Mehta said that the CCTV cameras provide visual feedback on traffic situation
during peak hours, events,incidents and any other instances when a response is needed.
Commissioner Doerr asked how staff knew when response was needed if the video feed
was not monitored round the clock.
Mr.Mehta mentioned that if there was a need the staff would be contacted and could get
access to the feed as needed.

Commissioner Garland asked if the Traffic Management Center(TMC) and Homeland
Security coordinate efforts.
Mr. Mehta mentioned that there is coordination between both and that the video feed
available at the TMC is available to the Emergency Operation Center.
VII. 67th AVENUE IMPROVEMENTS PROJECT
Wade Ansell, Senior Civil Engineer presented information regarding the 67th Avenue
Improvements project,which was recently completed.
Chair Jacobson asked Mr. Ansell to provide the cost and schedule information on the
project.
Mr. Ansell mentioned that the project cost approximately$7 million for the Camelback
Road to Grand Avenue section and $11 million for the Olive Avenue to Bell Road
section. Mr. Ansell added that the project had started in 2003.
Chair Jacobson added that this should give the CTOC a fair idea of how long a project
takes from start to end.
VIII. TRAFFIC IMPACT ANALYSIS
Chris Lemka, Principal Traffic Engineer presented information regarding a development
plan approval process and mentioned various principles involved in the Traffic Impact
Analysis with examples.
IX. CTOC REPRESENTATIVE ON BICYCLE ADVISORY COMMITTEE
Chair Jacobson mentioned that it was customary for CTOC to be represented on the
Glendale Bicycle Advisory Committee. Commissioner Jacobson asked if there was a
volunteer for the representation. Commissioner Ackzen volunteered to fill in the CTOC
representative position on the Glendale Bicycle Advisory Committee. There was
unanimous support for Commissioner Ackzen to represent CTOC on the Glendale
Bicycle Advisory Committee.
Dr. Johnson reminded CTOC that this recommendation was subject to approval from
Glendale Government Services Committee.
X. FUTURE AGENDA ITEMS
Chair Jacobson mentioned that a retreat would be a good idea with many new
commissioners. Chair Jacobson said that the retreat should be timed after the completion
of the GO Program Performance Audit, since that could also help in shaping the agenda
for the retreat. Chair Jacobson added that tours probably should also be discussed at the
retreat.
XI. NEXT MEETING DATE AND TIME

Meeting times are being targeted for 7:00 PM on the first Thursday of the month. The
next meeting is scheduled for September 2, 2010.
XII. ADJOURNMENT
Chair Jacobson adjourned the meeting at 8:45 PM.
