HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 5/19/2010 CITY OF GLENDALE,ARIZONA AMENDED MINUTES OF THE REGULAR MEETING OF THE ARTS COMMISSION HELD WEDNESDAY, MAY 19,2010 LIBRARY BOARD CONFERENCE ROOM SECOND FLOOR 5959 WEST BROWN STREET 4:00pm. The meeting was called to order at 4:00 p.m. by Chairperson Darrell Criswell. Commission members, Winifred Kultala, Manuel Burruel, M. B. Finnerty, Scott Mink and Janine Barbour were in attendance. Representing city staff were Sue Komernicky, Library and Arts Director, J. Gibran Villalobos, Gallery/Collections Coordinator and Mojgan Vahabzadeh, Library Graphics Coordinator. Commissioner Enid Spear was absent. APPROVAL OF THE MEETING MINUTES A MOTION was MADE by Commission member Mink to APPROVE the minutes of the April 28,2010 meeting. The MOTION was SECONDED by Commission member Burruel and carried unanimously. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. No public comments. NEW COMMISSIONERS Chairperson Darrell Criswell welcomed Ms. Janine Barbour from the Yucca District to the Arts Commission. PARKS & RECREATION MASTERPLAN Ms. Karen Hesser, Deputy Director and Ms. Christine Frederickson, Management Assistant, provided a PowerPoint presentation on the city of Glendale Parks and Recreation Master Plan that was adopted in February 2002. Since that time, many changes have occurred within the community and surrounding areas. Ms. Hesser updated the Commission on the 10-month process that will result in a detailed"road map"which will identify community priorities for recreation and park facilities, as well as outline a plan of action. Ms. Hesser explained they were visiting and soliciting input from Boards and Commissions as well as local interest groups, community organizations and businesses, public officials and private citizens. The information gathered will be critical to helping establish priorities for current and future parks and recreation services, programs and facilities offered within the city of Glendale. The Commissioners all provided their input and agreed the city already does a magnificent job with park services. Chairperson Criswell reiterated the city's excellent job in maintaining the area parks. Commissioner Burruel commented on how clean the parks were kept, allowing the public to feel 1 safe and secure. Commissioner Mink agreed and stated it also included the neighborhood lakes and statues. Commissioner Barbour remarked on the great bike trails the city has to offer. She did indicate however, that the city could do a much better job in offering opportunities in art related issues, such as art classes. She believes there was a great interest in that area, which has not been fully addressed. She added that Glendale was the only city to not have an official art center. Mr. Gibran Villalobos, Gallery/Collections Coordinator indicated that maybe they could look into more art classes for the Adult Center. Commissioner Burruel agreed since fees were fairly inexpensive. He suggested they could possibly raise fees to add more classes. However, everyone was on a tight budget, especially seniors. Chairperson Criswell questioned if the city felt they had adequate signage for area parks. Ms. Hesser responded they felt they did, however, will mark it as an item to consider. The Commissioners discussed ways to make the public aware of the many parks and amenities Glendale has to offer. Some of the suggestions were placing inserts in water bills, inserts in the Glendale Star and providing information in the Glendale Welcome Packet that goes out to new residents. Ms. Hesser provided information about the city's website on the parks master plan. She encouraged the Commissioners to visit the website and provide their input on the survey made available. Chairperson Criswell thanked Ms. Hesser for her presentation and for allowing them to provide their input. DOWNTOWN PUBLIC ART INPUT The Glendale Public Art Program requested suggestions and a discussion from the Arts Commission regarding opportunities to include art projects within the Historic Downtown Area. Mr. Gibran Villalobos, Gallery/Collections Coordinator, presented a slide presentation on current artwork being displayed at other venues as visual options for discussion proposes. The Arts Commission all agreed it was an excellent idea to participate in an art project campaign for the vacant areas and possibly displaying art in windows of existing buildings the downtown district. Commissioner Barbour questioned if the downtown artwork will even be seen since most shops closed early and there was not much foot traffic. Commissioner Burruel stated this was a wonderful opportunity for local artists to display their artwork. He added he did not see a problem getting artists to participate. Commissioner Finnerty agreed and liked the idea of supporting local artists. She remarked that this was an inexpensive idea which will enhance the vacant areas in downtown. Chairperson Criswell agreed. Mr. Villalobos noted there will be a minimal cost associated with this project. 2 Ms. Mojgan Vahabzadeh, Library Graphics Coordinator, explained this type of exposure will attract a lot of attention to the area. She indicated the artwork exhibited at the Plein Aire Festival received a lot of interest. Mr. Villalobos discussed several low cost marketing ideas in the works. Ms. Vahabzadeh explained the concept of using banners for art work. These banners could hang from area buildings and blank spaces around downtown pending approval of business owners. Staff is working with the Marketing Dept. The Commissioners were in favor of the idea. Staff will bring additional information on this item as it evolves. The MOTION was SECONDED by Commission member Finnerty and carried unanimously. STAFF REPORTS/CORRESPONDENCE Public Art Project Updates Plein Aire Ms. Sue Komernicky, Library and Arts Director, presented this item. She explained that staff will soon start working on this item for next year's art project in conjunction with the Chocolate Festival. Staff will work on the publicity and promotion areas. Summer Art Camp 4 Mr. Gibran Villalobos, Gallery/Collections Coordinator, presented this item. He reported that the 2011 Summer Arts Camp program was on track featuring five weeks of art classes. In order to keep things fresh and new,they are seeking new artists for this session. Art maintenance updates Mr. Gibran Villalobos, Gallery/Collections Coordinator, stated that all maintenance issues have been addressed and were up to date. COMMISSIONER COMMENTS The Commissioners welcomed new Commission member Janine Barbour to her first meeting. The Commissioners also acknowledged the departure of Mr. Villalobos. He will be greatly missed; however, the Commission wished him the best of luck on his new, exciting journey. Commissioner Finnerty asked to comment on a crucial issue pertaining to the Arts Commission. She acknowledged the city's dilemma regarding the need to make budget cuts to balance the budget. However, she would like to see, once the economy starts showing improvements, the city consider reinstating the position of Arts and Culture Administrator. She explained the important significance of this position to the city and the Commission. She noted that most of the Arts Commission staff has dwindled steadily in the last year and fears it may have some negative impacts. Ms. Sue Komernicky, Library and Arts Director, stated that the Arts Commission will vacate the meetings for June and July for summer break. NEXT MEETING The next meeting of the Glendale Arts Commission will be held Wednesday, August 18, 2010, at 4 p.m. at the 2nd Floor Board Conference Room, Glendale Public Library, 5959 West Brown Street, Glendale, Arizona.
