III GLENDr MINUTES OF THE GLENDALE CITY COUNCIL WORKSHOP SESSION Council Chambers—Workshop Room 5850 West Glendale Avenue June 15, 2010 1:30 p.m. PRESENT: Mayor Elaine M. Scruggs, Vice Mayor Manuel D. Martinez, and Councilmembers Joyce V. Clark, Steven E. Frate, David M. Goulet, Yvonne J. Knaack, and H. Phillip Lieberman ALSO PRESENT: Ed Beasley, City Manager; Ken Reedy, Interim Assistant City Manager; Craig Tindall, City Attorney; and Pamela Hanna, City Clerk 1. UPDATE ON 2010 ANNUAL CONFERENCE OF THE LEAGUE OF ARIZONA CITIES AND TOWNS CITY STAFF PRESENTING THIS ITEM: Brent Stoddard, Intergovernmental Programs Director This is a request to provide an update to the City Council on the 2010 Annual Conference of the League of Arizona Cities and Towns. This item addresses Council's goal of one community that is fiscally sound by hosting a conference whereby municipal leaders from Arizona will have an opportunity to learn from local, state and national leaders on best practices. This will assure critical local services can continue to be delivered at a high level and communities can become even stronger during times of financial challenges. Founded in 1937, the League of Arizona Cities and Towns is a voluntary membership organization of the incorporated municipalities in Arizona. The League promotes local self- government and municipal independence by representing the collective interests of Arizona's 91 incorporated cities and towns at the state and federal levels of government. In addition, the League provides technical and legal assistance, coordination of shared services and high-quality conferences and educational events. On February 15, 2008, the Executive Committee of the League of Arizona Cities and Towns voted to award the 2010 Annual Conference to the Renaissance Glendale Hotel. The conference will be held August 24—27, 2010. The Annual Conference is the League's marquee event, a four-day meeting bringing together nearly 1,000 Arizona mayors, councilmembers, appointed officials and guests. The Annual Conference allows members and other municipal officials to share experiences, best practices and discuss current local, regional and national trends affecting their communities. The 2010 League Annual Conference will bring in over 1,000 local elected officials, appointed officials, media outlets and guests directly into midst of the Westgate City Center. Conference attendees will stay at the Glendale hotel and will shop, dine and entertain at Westgate and Historic downtown Glendale. Local elected officials who come to Glendale will make important contacts, learn about innovative programs, and obtain time sensitive information about legislative and regulatory affairs and share best practices which will provide them the tools needed to solve problems, strengthen their communities and improve the quality of life for residents. This is for Council information only. Staff is available to answer any questions regarding the information provided. Mr. Brent Stoddard, Intergovernmental Programs Director, stated the theme for this year's conference is "Looking Up in Down Times" which represents the challenge; local elected officials are facing in this down economy. He referred to the conference program, citing the wide variety and large scope of issues that will be part of the conference. In addition to the formal workshops taking place, the conference planning committee also asked that several public and private facilities be made available and open to the conference attendees. The attendees can sign up for these conferences and tour the facilities. The planning hosting committee specifically requested that the Public Safety Facility, The University of Phoenix Stadium, Luke Air Force Base, Bead Museum, Jobing.com Arena and others be on the list. He explained that as the conference was getting closer, the excitement was growing and staff was looking forward to showcasing Glendale and what it has to offer. Staff hopes this will be one of many League conferences held here in Glendale. Councilmember Knaack thanked Mr. Stoddard for his enthusiastic presentation. She remarked on her excitement that Glendale was hosting this event and having everyone around the state, coming to see what Glendale has to offer. She expects this event to be a lot of fun as well as very educational, especially in these bad economic times. Mayor Scruggs explained that in 2008, she made a presentation to the Executive Committee of the League of Cities and Towns on why they should choose Glendale as a host city. She noted that this was the first time in its history, that this event has been any further west than the Arizona Biltmore Hotel. She indicated the excitement surrounding this event and Glendale's effort to be as creative and imaginative as possible. She noted that an invitation had gone out inviting the Goldwater Institute for one of the workshops. She remarked on the unfortunate timing of the conference opening on Election Day. She explained that the county election 2 department had decided to move Election Day forward a week. This was in order to have the elections people set up early since most election places were held in schools. Since election selections will be completed early this year, the host committee will be inviting the selected candidates to address the conference on Friday. She reiterated the tremendous excitement being felt all over the state having people come to Glendale for this event. She is confident the City of Glendale will do a superb job. As there was no further business, Mayor Scruggs adjourned the meeting. ADJOURNMENT The meeting was adjourned at 1:45 p.m. 3
