HomeMy WebLinkAboutMinutes - Minutes - Judicial Selection Advisory Board - Meeting Date: 3/1/2010 MINUTES OF THE JUDICIAL SELECTION ADVISORY BOARD March 1,2010—6:00 p.m. Glendale Municipal Office Complex,B-3 5850 West Glendale Avenue Glendale,AZ MEMBERS PRESENT: Judge Philip Hall,Chair Arthur Dobbelaere,Member Jerry Berntsen,Member Leonard Fulcher,Member Judge Colleen McNally,Member Terrance Mead,Member Steven Keist,Member Judge Elizabeth Finn,Non-Voting Member STAFF PRESENT: Katie Douglas,Judicial Selection Advisory Board Staff Representative Cathy Clarich, City Court Administrator MEMBERS ABSENT: No Board members were absent. Call to Order Chair Philip Hall called the meeting to order at 6:01 p.m. Oath of New Board Chair Judge Philip Hall Upon the departure of Chair Peter Van Camp,who completed his three-year term,Vice Chair Philip Hall became Board Chair in accordance with Judicial Selection Advisory Board bylaws. Judge Hall took his Board and Commission Oath at this time. Approval of minutes from January 13, 2009 Meeting Jerry Berntsen moved to approve the minutes as presented and Terrance Mead seconded the motion. It was voted unanimously to approve the Minutes as presented. Introduction and Oath of New Board Appointee Steven Keist Steven Keist was introduced as a new board member. He was appointed to the Judicial Selection Advisory Board on May 26,2009 to fill the seat vacated by Peter Van Camp. His Board and Commission Oath was administered by Board Chair Philip Hall after which each board member introduced themselves. Page 1 of 3 Board Organization Jerry Berntsen advised the Board of his willingness to serve as Vice Chair. Terrance Mead moved to nominate Jerry Berntsen to fill the vacant Vice Chair position. Leonard Fulcher seconded the motion. Chair Philip Hall asked if there were other nominations. There were no additional nominations. The motion carried unanimously. Jeny Berntsen will serve in the Vice Chair position until April 23, 2010 at which time current Board Chair Philip Hall will complete his second term as a Board member and vacate his seat on the Board. Vice Chair Jerry Berntsen shall then become the Board Chair and serve the remainder of the term in accordance with Judicial Selection Advisory Board bylaws. Distribution of Open Meeting Law Booklet Open Meeting Law Booklets were distributed to Board members since all City Board and Commission members are required by law to receive open meeting law materials prepared and approved by the State Attorney General in connection with their appointment. Board members were instructed to address any specific questions concerning the meaning or application of these materials directly to the Glendale City Attorney's office. Public Comment There were no comments from the public at this time. Staff Report Katie Douglas thanked Judge Colleen McNally and Judge Philip Hall for their service to the City of Glendale's Judicial Selection Advisory Board as their second terms as Board members expire in April 2010. She noted they have been members of the Board since its inception in 2002. Also, she mentioned the alternate survey which was distributed to the Board prior to the January 13,2009 meeting for review by Board members. This survey was used for reappointment of the City of Phoenix's Presiding Judge. Judge Finn felt these survey questions were more appropriate to her own position as an administrator. This survey,as well as the current surveys used by the City of Glendale,will be distributed once again to Board members for review and subsequent discussion at the next JSAB meeting. Board Comments Judge Philip Hall thanked the City of Glendale for the opportunity to serve on the Board for the last eight years,which he enjoyed. Judge Colleen McNally stated it was a pleasure to serve on the Board. Future Meeting The next meeting will be schedule once the appointments have been made to fill the seats which will be vacated by Judges Hall and McNally. The date will likely be May or June 2010.
