I. Call to Order
Chair Sprague called the meeting to order at 6:04pm.
II. Roll Call
Chair Sprague conducted roll call and noted that no Commission members were
absent.
III. Approval of Minutes - March 3, 2010
Commissioner Loya motioned to approve the March 3, 2010 meeting
minutes as written. Commissioner Atkins made the second. The motion
passed 11-0.
IV. Business from the Floor
None.
V. Review of Neighborhood Small Grant Applications
Mr. Cohrs stated the Oakhollow community is applying for a $500 neighborhood
connection grant for a neighborhood get-together. Mr. Cohrs introduced Ms Belen
Caballero and Ms Barb Corzine.

Ms. Caballero stated that the Oakhollow community is located between 59th and
60th avenues, between Cholla and Peoria; the community consists of 209 homes.
The community is holding a picnic Saturday from 11am to 2pm, and usually 75
residents attend. The community park where the picnic will be held at has picnic
tables and grills. The community will be grilling hotdogs and hamburgers and will
provide soda and chips. There will be a bounce-house and door prizes, along with
Jingles the clown and the Glendale Police and Fire Departments. There is no cost
to residents to attend.
Commissioner Loya asked where the park was located. Ms. Caballero stated that
it was located at 59th Avenue and Cholla, off Mercer. Commissioner Sprague
asked how many residents were expected to attend. Ms. Caballero stated 75.
Commissioner Sprague asked if there were any flyers distributed; Ms Caballero
stated that nine flyers were posted in community areas.
Commissioner Heatwole-Chicks asked how the Oakhollow community heard about
the city funds. Ms. Corzine stated she heard in the past about it and had spoken
to Mr. Patrick Krause in the past about it as well. Mr. Krause has been extremely
helpful in getting their proposal together. Commissioner Hinds asked what time
the hotdogs and food were going to be cooked. Ms. Caballero stated they would
cook the food the entire time. Commissioner Heatwole-Chicks asked if
Commission members were invited and Ms. Caballero replied in the positive.
Commissioner Versluis made a motion to approve the $500 Neighborhood
Connection grant for Oakhollow Neighborhood. Commissioner Heatwole-
Chicks made the second. The motion passed 11-0.
VI. Census 2010 Update
Mr. Cohrs stated that April 1 was Census Day and that forms sent out March 15
were already being returned. The census marketing and outreach for Glendale
peaked in early March. The census website has a real-time monitoring by the city
and district so they can watch the census numbers come in. The national average
is 54%, Glendale is at 52%. The highest city around Glendale was Peoria at 58%.
The city will do more outreach to lower-income neighborhoods with mailings,
flyers, and faith-based organizations trying to collect the census information in
these hard-to-count areas.
Commissioner Heatwole-Chicks asked if the website was open to the public. Mr.
Cohrs replied in the positive. Mr. Cohrs will email the census website link to all
Commissioners.
Commissioner Jocewicz inquired as to how the City of Glendale receives money
when the census is over. Mr. Cohrs explained that the money is driven by the
population number, and is distributed over time in multiple areas. The $6 million
from HUD is based on the population number, the department of transportation
stimulus package is based on population number, and the state shared revenues
are based on population numbers. Glendale is a self-entitlement city and so the

monies are directly distributed to Glendale. Commissioner Leonardo stated the
census is also used in redistricting and redirecting boundaries for government
agencies, councils, etc.
VII. Commission on Neighborhoods Workgroup Assignments
Mr. Cohrs stated that the Neighborhood Outreach and Partnerships Workgroup
was helping with the census.
Mr. Cohrs stated that input and recommendations have been received on the Five-
Year Revitalization Plan and budget discussions are now taking place which will
impact the plan.
Mr. Cohrs stated that the event planning is moving forward for the Leadership
Forum. Ms. Wilkie stated that the 2010 Leadership Forum was being planned for
the end of June. At this event, neighborhood leaders and community volunteers
will be recognized. Furthermore, the Mayor will attend and there will be a guest
speaker. Ms. Wilkie stated that the theme, venue, and budget still all need to be
discussed. The workgroup consists of Commissioners Cole, Loya, Brown,
Jocewicz, and Versluis. The dates being discussed are either Saturday, June 19 or
Saturday, June 26. The meeting for the workgroup committee will be held
Thursday April 15 at 5:00 p.m. in the Sine Building.
Ms. Wilkie stated that the Spark awards for community businesses have six
nomination categories. Commissioner Hinds commented that the Adult Center
had competitive rental rates. Ms. Wilkie stated that the event would be held in
the morning and end by noon. Mr. Cohrs stated that even with the budget
challenges, it important to maintain the integrity of the event. Mr. Cohrs noted
that the Holiday event is more informal while the Leadership Forum is more
formal. The committee workgroup will need to be creative to maintain the quality
of the event while staying within the budget.
VIII. Staff Updates
Mr. Cohrs stated the small grant for training in the Heart of Glendale is still
occurring. On March 27, a neighborhood Census event was held. The event had
approximately 3,000 people at one point, with about 5,000 people attending in
total. The neighborhood clearly demonstrated that there is a connection with the
larger community. The Heart of Glendale will be at the Commission meeting next
month to provide an update on future activities.
Commissioner Caufield stated that she attended the Heart of Glendale training
Thursday, and was pleasantly surprised at the involvement, enthusiasm and
articulation of the presenters. Commissioner Caufield noted that there are several
faith-based organizations involved in the training. There were only 12-15
participants in the training class on that day; however, normally there are more.
At the class, attendants discussed areas of need for the community such as a
resource center with computers for those without computers at home. The
facilitator also discussed how to apply for grants and raise money for the
community.

Mr. Cohrs stated that the Floralcroft neighborhood completed the conceptual
design grant with a vision of the landscaping design. The neighborhood previously
applied for a $50,000 improvement grant. Mr. Cohrs stated that approximately a
year ago, the Commissioners went on a tour of the neighborhood. Since then, the
neighborhood received stimulus funding for the project and construction has
begun. The project is nearly complete and the Commission will proceed on a tour
of the community, located off Myrtle and 59`" Drive, this evening.
IX. Tour of Floralcroft Historic Neighborhood
Chair Sprague moved the meeting to Floralcroft community at 6:42pm.
X. Adjournment
At 7:4Opm, Chair Sprague made a motion for adjournment. The motion
passed 11-0.
