HomeMy WebLinkAboutMinutes - Minutes - Citizens Transportation Advisory Commission - Meeting Date: 3/4/2010 MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION 5850 WEST GLENDALE AVENUE GLENDALE,ARIZONA 85301 THURSDAY,MARCH 4, 2010 7:00 PM The regular meeting of the Citizens Transportation Oversight Commission(CTOC)was called to order by the Chair, Rose Jacobson. The following Commission members, staff representatives, and guests were present: COMMISSION MEMBERS PRESENT: Rose Jacobson, Chair Brent Ackzen Jackie Doerr John Fernandes James Podzius Art Spina Betsy Turner COMMISSION MEMBERS ABSENT: Larry Kucera(Excused) Allan DeFranco (Excused) OTHERS PRESENT: Terry Johnson, Deputy Transportation Director Bob Darr,Transportation Planning Manager Allan Grover, Transportation Planner Purab Adabala, Senior Transportation Analyst Sandy Adams, Traffic Education Program Manager Steve Beasley, Transportation Engineer, ADOT I. CALL TO ORDER Chair Jacobson called the meeting to order at 7:02 PM. II. APPROVAL OF THE MINUTES Chair Jacobson called for approval of the minutes. ACTION BY CTOC: Approval of the minutes of the February 4,2010 meeting of the Citizens Transportation Oversight Commission. (Motion: Commissioner Podzius, Second: Commissioner Fernandes;unanimously passed) 1 III. CALL TO THE AUDIENCE There were no comments from the floor. IV. APPROVAL OF THE AGENDA Chair Jacobson called for approval of the agenda. ACTION BY CTOC: Approval of the March 4, 2010 Agenda of the Citizens Transportation Oversight Commission. (Motion: Commissioner Turner; Second: Commissioner Podzius;unanimously passed) V. PUBLIC INPUT—COMMISSIONERS AND STAFF Commissioner Turner reminded everyone of the Glendale Family Bike Ride on Saturday, March 27. This event is being combined with the Glendale Green Festival with booths and handouts on current technologies and advice to help reduce environmental impacts locally. VI. MANAGER'S REPORT Terry Johnson, Deputy Transportation Director,presented the Mid-Year Financial Review for the GO Program, including information on transportation sales tax revenues received,reductions in regional transit funding and impact of Phoenix bus service cuts, and potential delays for street projects and bicycle/pedestrian projects. Dr. Johnson also outlined the implications of the City's general funds shortfall ($14.7 million) in FY 2011 and possible impacts on the Transportation Department. Dr. Johnson stated that the $900,000 in general funds for transit service are not proposed to be cut. He also informed the Commission that light rail transit for Glendale may be moved out to 2026. In regards to the annual competition for MAG federal funding, Commissioner Doerr asked why no new Glendale projects were selected. Dr. Johnson responded that competition for new projects and population densities result in other projects being ranked higher. However, CMAQ funds were allocated to a new ITS project. Commissioner Spina inquired if the City is cutting back on transit. Purab Adabala, Senior Transportation Analyst, stated that general funds have not been affected yet, however, staff will know more about the status of lottery funds and other transit funding sources within the next few months. Terry Johnson reminded the Commissioners that GO Program funding is now focused primarily on three project areas: Northern Parkway,bus service, and light rail transit. VII. UPDATE ON LOOP 303 FREEWAY PROJECTS Steve Beasley, Transportation Engineer for ADOT,provided a slide show on the history of Loop 303 since it was added to the Regional Transportation Plan in 1985, as well as the current status of Loop 303 projects from I-10 to I-17. Mr. Beasley also addressed the proposed interim design and final design for the Northern Parkway interchange with Loop 303. 2 Commissioner Doerr inquired if all cities (including Phoenix) are on board with this project. Mr. Beasley stated that all impacted cities have agreed to the planned improvements along Loop 303. VIII. PUBLIC INVOLVEMENT EVENTS FOR THE GO PROGRAM Sandy Adams, Traffic Education Program Manager, identified all of the traffic education programs implemented by Glendale. Ms. Adams also provided information on the upcoming Glendale Family Bike Ride on Saturday, March 27, and the GO Program Open House scheduled for April 14 at the Civic Center. Ms. Adams informed the Commission that the Glendale Green Festival is participating with the Bike Ride event at Sahuaro Park with information on green living alternatives. Chair Jacobson asked if the Motorcycle Awareness activities are still part of the Education Program. Ms. Adams replied that Motorcycle Awareness activities are still a part of the Education Program and they are coordinating with state agencies each year to promote motorcycle awareness and safety. IX. FUTURE AGENDA ITEMS There were no future agenda items suggested by the Commissioners. X. NEXT MEETING DATE AND TIME Meeting times are being targeted for 7:00 PM on the first Thursday of the month. The next meeting is scheduled for April 1, 2010. XI.
