GLENDALE CITY HALL 5850 WEST GLENDALE AVENUE, ROOM 2A I. CALL TO ORDER The meeting was called to order at approximately 7:00 p.m. II. ROLL CALL Commissioners Present: Ruth Byrne, Dan Leimeter, Bud Zomok, Becky Shady, Mary Lou McNeill Absent: Jim those, Linda Sue Trumble City Staff Present: Ron Short, FAICP, Deputy Director for Long Range Planning, Karen Flores, AICP, Historic Preservation Liaison, Erik Stank, Community Partnerships Director, Jennifer Stein, Marketing and Communications Manager, Kim Larson, Marketing and Communications Coordinator, and Marilyn Clark, Recording Secretary III. APPROVAL OF MINUTES Chairperson Zomok called for approval of the January 28, 2010 Historic Preservation minutes. Commissioner Leimeter made a motion to approve the minutes as written, Commissioner Shady seconded the motion, and the motion passed unanimously. IV. BUSINESS FROM THE FLOOR None. V. OTHER BUSINESS 2010 CENSUS: Erik Strunk, Community Partnerships Director for the City of Glendale, gave a presentation on the 2010 Census. The purpose of this agenda item was to brief the Historic Preservation Commission on the City's efforts to partner with the US Census Bureau to ensure the 2010 Census is a success in Glendale. As part of the presentation, information materials and handouts were given to the Commissioners at the meeting. On March 15, 2010, the Census Bureau will be sending out its official 2010 Census Questionnaire to all Glendale residents as part of the National 2010 Census Campaign. The U.S. Census counts every resident in the United States, and is required by the Constitution to take place every 10 years. By law, the Census Bureau cannot share an individual's information with any person, organization, or other entity outside the U.S. Census Bureau, including any federal agency such as law enforcement, or Immigration and Customs Enforcement. Mr. Strunk explained how the census information is used to determine congressional seats; distribution of federal funds to local, state, and tribal governments, and how it serves as a planning tool for communities, states, and the federal government for roads, hospitals, schools, and public safety. Almost half of Glendale's annual operating budget depends on census data. Mr. Strunk stated that 46.6% of Glendale's annual $162 million general / streets revenue budgeted funds are obtained as a result of distribution based on the US Census data. Glendale is working together with the Census Bureau on regional marketing efforts. The city is undertaking local outreach efforts through community centers, faith-based organizations, non-profits, schools, and neighborhoods, all of which receive funding based on the census, so making sure all residents are counted is critical. An awareness/media campaign started in January 2010 and will run through May of 2010. Census questionnaires mailed on March 15, 2010 are due back on Census Day, April 1, 2010. The questionnaire consists of ten easy-to-answer questions, including name, age, gender, race, and number of persons in the household. A special focus will be placed on "hard-to-count" populations to obtain the most accurate / full count. This is especially important because each individual represents $1,500 that the city receives in the distribution of federal dollars. Households that do not respond may receive a replacement questionnaire in early April. Census takers will also visit households that do not return questionnaires to take a count in person. By December the Census Bureau will deliver population counts to the President of the United States. February 25,2010 Minutes Historic Preservation Commission Page 3 GLENDALE CENTENNIAL: Jennifer Stein, Marketing and Communications Manager for the City of Glendale, and Kim Larson, Marketing and Communications Coordinator for the City of Glendale, gave a presentation on the Glendale Centennial. The Centennial celebrates the last 100 years of Glendale by recognizing the community, achievements, and historical events which have contributed and shaped Glendale into what it is today. The city of Glendale will celebrate its official anniversary as an incorporated city on June 18, 2010. The Centennial theme is to "Honor the Past, Celebrate the Present, and Imagine the Future". Throughout the year, the city will honor its centennial at various events and activities, partnering with departments such as Parks & Recreation and Community Partnerships, to enhance the event programming in celebration of the centennial. The city does not have a budget for the Centennial and is working with businesses and community groups to incorporate the Centennial theme into many already existing activities. To engage the downtown community, a window decorating program has been coordinated, in which various merchants will create display(s) in vacant storefronts to highlight the centennial. The Office of Tourism is also infusing its Shop Glendale promotion with Centennial excitement. The city's Top 100 Meals, Deals and Must-haves is posted on the web site, giving shoppers great ideas for shopping and dining, in addition to the discount cards they can download. Glendale 11 is honoring the centennial with the production and airing of Glendale: The First 100 Years and with other programs related to the centennial. Some of the events that have already taken place celebrating Glendale's Centennial include the Citrus Zestival, the Centennial Plein Air Painting Event, the Chocolate Affaire Centennial Golden Ticket Promotion, The Flat Murphy Contest, and the Centennial Tree Event. Upcoming events include the Folk and Heritage Festival at Sahuaro Ranch Park in March, the Eggventure at Catlin Court in April, and the Centennial Historic Preservation Bus Tours in May. A celebration to mark the 100th anniversary of Glendale's incorporation in 1910 is still being planned in June. The city will be collecting stories from Glendale citizens to share memories with online readers to be featured on Glendale's Centennial Memory Album. These 'Glendale Memories' will be compiled regularly and featured on Glendale's Centennial Website. Information can be found at www.glendaleaz.com/centennial. CENTENNIAL HISTORIC PRESERVATION BUS TOURS: The Staff Liaison, Karen Flores provided an update regarding the three Centennial Historic Preservation Bus Tours, scheduled for May 22, 2010. The Historic Gems of Glendale Tour includes the First National Bank, the First United Methodist Church Sanctuary, Glendale High School Auditorium, and the Thunderbird February 25,2010 Minutes Historic Preservation Commission Page 4 Control Tower. The Grand Historic Landmarks Tour will visit the Sahuaro & Manistee Ranches, and the Historic Homes & Districts Tour will be walking tours of the Hickman House in the Catlin Court Historic District, Petie Cook-Chisum's House in the Floralcroft Historic District, the Keist Office Building in the 59`h Avenue Historic District, and the Swartz House in Thunderbird Estates / McDonald Addition Historic District (nomination to National Register in process). Armchair tours aboard the bus will be provided for the Northfield Historic District (nomination to National Register in process) and Glendale Tract Historic District. Ms. Flores is developing tour materials and specific itineraries for each of the tours. CERTIFIED LOCAL GOVERNMENT GRANT PROJECTS: The Ron Short, FAICP, Deputy Director for Long Range Planning and Historic Preservation Officer provided an update regarding Certified Local Government Grant projects currently in process. Nominations to the National Register for the Northfield and Thunderbird Estates / McDonald Addition Historic Districts were approved by the Site Selection Committee and will be forwarded to the Keeper of the Register for final approval after completing changes requested by the Committee. The nomination for Sands Estates is being prepared and it is anticipated to go to the Site Selection Committee by this summer. The city just learned that Glendale has been awarded an America's National Treasures Grant for $200,000 for restoration of the Morcomb property. Steps are being taken to use this funding for restoration of both the Morcomb adobe house and the Morcomb gas station. The inclusion of the gas station in the Morcomb restoration project is contingent upon a written confirmation from the Transportation Department that ADOT improvements to Grand Avenue do not require removal of this building. Restoration of the adobe house remains slated for restoration. CHOCOLATE AFFAIRE: Staff provided an update regarding the Historic Preservation activities at the Chocolate Affaire held on February 5th, 6th, and 7th, 2010. Commissioners and staff talked to at least 232 people at this event. Visitors had an opportunity to talk directly with commissioners and staff about the historic districts of Glendale and the historic preservation program. It was an excellent support and awareness activity. Ron Short commented on the excellent job Karen Flores did with putting the display and materials together and making arrangements with Parks and Recreation for the tent, table, chair, and lighting. Without this help, Historic Preservation would not have been able to have a display this year. Lacking protection from the elements, the display suffered damage due to wind and rain. February 25,2010 Minutes Historic Preservation Commission Page 5 Mr. Short also gave thanks to the commissioners who staffed the booth and talked with residents and visitors about the heritage of Glendale, with a special thanks to Dan Leimeter who held down the display during the storm until help could arrive. Dan and his wife Barbara helped Ron Short take down the display and carry the materials to the Planning Department office on Sunday. HISTORIC PRESERVATION WEBSITE: The Staff Liaison, Karen Flores provided an overview of the planned update to the Historic Preservation Website. She provided handouts showing an outline of the anticipated structure of the website. The website will include links to numerous historic preservation documents, such as the adopted Historic Preservation Program; role, duties, and meetings of the Historic Preservation Commission; maps and nomination narratives for each historic district and property on the National Register; and links to information regarding annual / special events. The update is approximately 60% completed. VIII. STAFF REPORT: 2010 RUTH BYRNE AWARD Staff Liaison reminded the Commission that nominations for the 2010 Ruth Byrne Historic Preservation Award are due on March 5th, and no nominations have been submitted thus far. Staff asked that Commissioners think of persons who have made contributions to the community's history who may merit this award. Nominations maybe submitted for persons who were candidates last year but did not receive the award. PLANNERS DAY AT STATE CAPITOL - FEBRUARY 25, 2010 Staff Liaison provided a report regarding the display for Glendale's Historic Preservation Program at Planners Day at the State Capitol. The purpose of this event is to enhance awareness of Planning and planning projects in Arizona, and also affords an opportunity for planners to attend workshops. Ron Short, FAICP, Deputy Director of Long Range Planning and Historic Preservation Officer; Thomas Ritz, AICP, Senior Planner; and Karen Flores, AICP, Planner and Staff Liaison to the Historic Preservation Commission, set up a display and provided handouts. The display consisted of a three-panel display focusing on the historic districts, and a display map showing the existing, proposed, and future/anticipated historic districts. Handouts included maps of the historic districts, the listing of individual properties on the National Register, and brochures showing downtown historic properties and National Register bronze plaques. 2010 STATE HISTORIC PRESERVATION CONFERENCE Due to budgeting constraints, it is uncertain if or what staff may be attending the 2010 State Historic Preservation Conference. One Commissioner plans to attend. February 25,2010 Minutes Historic Preservation Commission Page 6 HISTORIC PRESERVATION FUTURE SPEAKERS Staff liaison provided an update regarding presentations at future Commission meetings. Presenting at the March 25th meeting will be Carol St. Clair, former president of the Glendale Historical Society; she will speak on the history of the Floralcroft Historic District. The Commission will hear a presentation on building codes and historic properties at April 22nd meeting from Pam Wertz, Deputy Director of Building Safety, and Diane Nevill, Glendale Library Manager, will provide a presentation on the history of the Glendale Library at the May 27th meeting.
