I. Call to Order
Chairperson Philip Reina called the meeting to order at 4:10 p.m.
II. Roll Call
III. Approval of Minutes. December 10. 2009 Meeting
A motion was made by Commissioner Michael Buettner, and seconded by Vice-
Chairperson Thomas Castaldo, to approve the December 10, 2009, minutes. The
motion carried unanimously.
IV. Business From the Floor
None.
V. Lamar Homes
Staff members and the commission went on a tour of the Lamar Homes public housing
units damaged by fire several months ago and discussed possible reconstruction items.
The tour was requested by the commission. No action taken.
VI. Federal Reporting
Staff members Diana Whittle and Erik Strunk provided the commission with some new
federal reporting requirements generated by the receipt of$319,325 federal stimulus. In
addition, Community Housing has hosted auditors from the General Accounting Office
(GAO)four times in the last seven months to ensure that accurate information is
included in their congressional report. No action taken.
VII. Homeless Prevention and Rapid Re-housing program (HPRP)
Staff member Diana Whittle provided an update to the commission on the new federal
stimulus program funded with one-time federal funds. More than $914,000 was
awarded to the City of Glendale Community Revitalization Division, who is using the
Community Action Program (CAP), St. Vincent de Paul, and Homeward Bound as sub-
recipients to help administer the funds. To date, there have been five workshops
through CAP; 168 families have been assisted with rent and/or utility assistance in their
current rental unit, and an additional 26 families have been processed for move-ins to
rental units. No action taken.
VIII. Section 8 Program Budget and Voucher Use Comparison
Staff member Elaine Adamczyk provided the commission with an overview of the
relationship between the federal annual budget authority and housing assistance
payments, and the number of vouchers issued versus the number of vouchers used,
and how they all tie in to the overall financial operations of the Section 8 Housing Choice
Voucher rental assistance program. No action taken.
IX. Census 2010 Community Outreach
Staff member Erik Strunk provided information to the commission about the upcoming
census, and how important it is to the city to ensure the 2010 Census is a success. No
action taken.
X. Agency Plan Review
Staff member Elaine Adamczyk discussed the review and approval by the commission
of the updated agency plan and the importance of holding the public hearing at the next
Housing Advisory meeting. No action taken.
XI. Commissioner Comments and Suggestions
Commissioner Michael Buettner suggested flexibility of time and location when
scheduling upcoming meetings. No action taken.
XII. Adiournment
A motion was made by Commissioner Michael Buettner, and seconded by Vice-
Chairperson Thomas Castaldo, to adjourn. The motion carried unanimously, and the
meeting was adjourned at 6:05 p.m.
