MINUTES OF THE REGULAR MEETING OF THE
ARTS COMMISSION
HELD WEDNESDAY, FEBRUARY 17,2010
LIBRARY BOARD CONFERENCE ROOM
SECOND FLOOR

4:00pm.
The meeting was called to order at 4:03 p.m. by Chairperson Darrell Criswell. Commission
members, Manuel Burruel, Scott Mink, and Enid Spear were in attendance. Representing city
staff were Sue Komernicky, Library and Arts Director, J. Gibran Villalobos, Gallery/Collections
Coordinator and Mojgan Vahabzadeh, Library Graphics Coordinator. Commission members
Kultala, Finnerty and Mayberry were absent.
APPROVAL OF MEETING MINUTES
A MOTION was MADE by Commission member Spear to APPROVE the minutes of the
January 20, 2010 meeting. The MOTION was SECONDED by Commission member
Burruel and carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. No public comments.
ART AWAKENINGS
Ms. Karen Puthoff, Director of PSA Art Awakenings, thanked the Commission for the recent
purchase of works and inclusion in Glendale's Public Art Program. Ms. Puthoff discussed their
vision and how it brings services to multiple communities by promoting hope and recovery. The
Art Awaking studios foster recovery and empowerment through creative expression for people
living with serious psychiatric illness. The program has over 1200 youths and adults enrolled.
She indicated they will be opening another studio and already have 23 artists participating. She
introduced several of the artists attending the meeting. Each artist thanked the Commission and
spoke briefly about their artwork. The artists provided examples of how this program has helped
them gain their life and self respect back. Others added that their dreams were realized with this
program.
Commissioner Spear thanked each artist and told them how she greatly appreciated their work.
Chairperson Criswell stated he saw real talent when viewing the artwork. He thanked the artists
and said he valued the purpose he saw in their artwork. He was glad they had overcome their
obstacles.
Ms. Puthoff thanked the City of Glendale for all their support and added that it was truly an
honor to be working with them.
OPEN MEETING LAW

Mr. Paul Li, Assistant City Attorney, provided Commission members with information regarding
the AZ Open Meeting Law. Mr. Li explained the Arizona revised statute and how they applied
to the City Council, Boards and Commissions. He indicated all meetings should be open to the
public. "A meeting is a gathering of a quorum of the members of the public body and when legal
action is discussed or taken. He noted a meeting requires at least 24 hours notice with an agenda.
Participants can only discuss agenda items or make statements about a non-agenda item, but no
discussion may take place.
Commissioner Spear inquired as to how to handle the media in a sensitive matter outside her role
as a Commission member, Mr. Li stated he would forward information on how to handle and
what to say to the media. He asked the Commissioners to not hesitate to call his office directly
when faced with a legal issue regarding the city or if they have a question or comment regarding
their role as a Commissioner.
CENSUS 2010 PRESENTATION
Mr. Erik Strunk, Community Partnerships Director, provided Commission members with
information on the upcoming census. The City of Glendale is actively participating in making
this campaign a success by taking the initiative and educating the public. He explained the
important benefits the census can mean to the community for essential services. These funds
come in forms of services, including hospitals, schools, fire and police. He explained that
because funding is distributed to cities and towns based population, the census questionnaire
ensures that thousands of tax dollars are returned to the community. He indicated that the
answers given can mean the difference of thousands of dollars to the citizens. He explained that
this questionnaire should only take 10 minutes and was only 10 questions. He indicated that if
you did not return the questionnaire, a representative will contact you by phone or visit your
home as many as six times. The census is completely confidential and is not shared with other
organizations.
Commissioner Mink inquired if the questionnaire would have return postage. He stated he lived
close to a senior community and they had been concerned with the cost and inconvenience of
obtaining a stamp. Mr. Strunk explained there would be no postage needed for mailing it. He
noted senior benefits were very important reasons why people should fill out the questionnaire.
2010 VIA COLORI EVENT
Mr. Bob Meyers, Event Organizer, presented information for the Via Colori Art Show Event.
This event is a street painting Festival and Art Show. Each artist will create their work of art on
an assigned space with colored chalk. The event will take place in Murphy Park on March 6th
and 7th 2010, from 10:00am to 6:00pm. The net proceeds of this event will benefit Special
Olympics, education and health care to orphans here and around the world. This year, there are
46 artists signed up thus far. Mr. Curtis Goldstein, artist, will be a special guest on hand at the
event. Chairperson Criswell, will ask for a motion from the Commissioners to sponsor Mr.
Goldstein.
Chairperson Criswell asked if there was a procedure as to where to walk and how the spaces
were to be assigned. Mr. Meyers explained there were spaces between the squares to walk to
and from and the spaces were assigned based on the space size the artist purchased. Ms.

Komemicky expressed her enthusiasm and excitement about sponsoring the internationally
renowned artist, Curtis Goldstein, for the Via Colon Art Event. She noted it will be a great event
for the City of Glendale.
Commissioner Spear asked if the artists will also be selling artwork at the event. Mr. Meyers
responded yes. Chairperson Criswell asked for a motion on this item.
A MOTION was MADE by Commission member Spear to APPROVE $2,500 in funding
artwork at the Via Colori Art Show Event created by artist Curtis Goldstein. The
MOTION was SECONDED by Commission member Mink and carried unanimously
STAFF REPORTS/CORRESPONDENCE
Public Art Project Update
Mr. Gibran Villalobos, Gallery/Collections Coordinator, reported on this item. He stated the
City's Library & Arts Department, in collaboration with the Marketing/Communications
Department sponsored the 2010 Glendale Centennial Plein Air Painting Event at the Glendale
Chocolate Affaire. He stated they had received great response from the community and had 26
artists participating.
Commissioner Spear remarked that she hopes this will become an annual event. She noted she
prefers there only be one winner per event so other artists have the opportunity to compete and
not have one artist winning more than once. Chairperson Criswell agreed.
Mr. Villalobos indicated that they will be soliciting suggestions and comments from artists on
how to make this event better. He announced a March space exhibition of artwork created by
winners of the 2010 Glendale Centennial Plein Air Painting Event. It will be located at the Main
Library in Glendale.

Adult Center Exhibit Updates
Mr. Gibran Villalobos, Gallery/Collections Coordinator, reported on this item. He reminded
everyone to watch for the opening of Art League West displaying March 30—May 31 at the
Adult Center.

Art Maintenance Updates
Mr. Gibran Villalobos, Gallery/Collections Coordinator, reported on this item. He stated that the
sculpture at Murphy Park had been vandalized. He said he had not seen the damage first hand
since it had only happened last night. He will have more information at the next meeting.
Public Safety Memorial
Ms. Sue Komernicky, Library and Arts Director, reported on the Public Safety Memorial. She
stated that the project was on track and progressing well. She will communicate more
information at the next meeting.
Police Museum Update
Ms. Sue Komernicky, Library and Arts Director, reported on this item. The Police Department
had asked for advice from arts staff on the police museum which is being moved to the Police
Headquarters Lobby. She stated great progress had been made in selecting the items that will be
displayed. Wal-Mart will be donating the frames for some items to the Police Department. Ms
Komernicky had noted that Mr. Villalobos and Ms Vahabzadeh had worked very hard and had
done an excellent job of helping the police department, as well as offering advice on a color
scheme.
COMMISSIONER COMMENTS
The Commissioners bid farewell to Ms. Sandra Keely, Public Art Coordinator; Sandra has
accepted another position with more hours closer to her home. She will be greatly missed.
Commissioner Spear commented that she had been informed of an art affair in Glendale being
held in conjunction with the Wrestle Mania Event. She asked if there was any information on
this and if the City of Glendale was involved in any way. Ms Komernicky said that she did not
know of any art event that Glendale was involved with in conjunction with Wrestle Mania but
would check and report to Commission members.

The next meeting of the Glendale Arts Commission held Wednesday, March 17, 2010, at 4 p.m.
at the 2nd Floor Board Conference Room, Glendale Public Library, 5959 West Brown Street,
Glendale, Arizona.
ADJOURNMENT
A MOTION was MADE by Commission member Burruel to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Mink and carried unanimously.
As there were no further comments, the meeting was adjourned at 5:30 p.m.
