CITIZENS TRANSPORTATION OVERSIGHT
COMMISSION

The regular meeting of the Citizens Transportation Oversight Commission (CTOC) was
called to order by the Chair, Rose Jacobson. The following Commission members, staff
representatives, and guests were present:

I. CALL TO ORDER
Chair Jacobson called the meeting to order at 7:03 PM. Chair Jacobson swore in Jackie
Doerr as a new member of the Commission.
II. APPROVAL OF THE MINUTES
Chair Jacobson called for approval of the minutes.
ACTION BY CTOC: Approval of the minutes of the January 7, 2010 meeting of the
Citizens Transportation Oversight Commission.
(Motion: Commissioner Podzius, Second: Commissioner DeFranco; unanimously
passed)
III. CALL TO THE AUDIENCE
Approximately ten citizens were in attendance for the agenda item on Old Roma
Alleyway. Chair Jacobson requested that the citizens provide their comments as part of
the agenda item for the Old Roma Alleyway project.
IV. APPROVAL OF THE AGENDA
Due to the citizens in attendance, item#8 (Old Roma Alleyway) was moved ahead of
item#7 (Beardsley Rd.) for the first agenda presentation. Also, a picture of CTOC
members for the GO Annual Brochure (item #10) is to be taken following this item.
Chair Jacobson called for approval of the agenda as amended.
ACTION BY CTOC: Approval of the February 4, 2010 Agenda of the Citizens
Transportation Oversight Commission.

V. PUBLIC INPUT—COMMISSIONERS AND STAFF
Commissioner Turner reminded Commissioners that it is important to complete this
year's census forms. Commissioner Turner also reminded everyone of the Glendale
Family Bike Ride on Saturday, March 27. This event is being combined with the
Glendale Green Festival with booths and handouts on current technologies and advice to
help reduce environmental impacts. Terry Johnson, Deputy Transportation Director,
announced that the GO Program Open House will be held in mid-April and a notice will
be sent to Commissioners with more information.
VI. MANAGER'S REPORT
Due to the length of the agenda,there was no Manager's Report.
VII. OLD ROMA ALLEYWAY
Michael Tarek, Landscape Architect for the Sherman Group,presented a power point
with the history of the Old Roma Alley project, alternative design concepts, and final
plans for the alleyway improvements. Following this presentation, Chair Jacobson called
for public comments.
Mr. Robert Hubbard, a business owner near the project, had two comments: (1) some
businesses are worried that large trucks may block the alley beyond their time limit, and
(2) the need for city staff to meet with business owners prior to construction regarding
delivery access to businesses.
Another citizen asked about adequate access from 57th Avenue to public parking lots
adjacent to the Old Roma Alleyway so that vehicles will not use the alleyway to access

these nearby parking lots. It was agreed that this citizen will work with city engineering
staff regarding her concern.
Chair Jacobson asked city staff if any additional public meetings are scheduled for this
project. Bill Passmore, Project Manager for the City, stated that no additional meetings
are scheduled, however, city staff will send out a construction schedule and coordinate
with business owners during construction.
Commissioner Doer asked if travel by the general public will be allowed through the
alleyway during construction. Mr. Passmore replied that the only traffic allowed in the
alleyway will be for arranged deliveries as needed.
VIII. BEARDSLEY ROAD CONNECTOR PROJECT
Gary Fromm of Jacobs and Lan Jacoby, Public Information Officer for ADOT, presented
a power point containing a simulation of travel patterns when entering or exiting the
Beardsley Road Connector between Loop 101 and 83rd Avenue, as well as directional
travel on the frontage roads along Loop 101. Lars Jacoby informed the Commission that
an Open House was held for this project on January 14, 2010 with representatives from
ADOT, Peoria, and Glendale in attendance. Mr. Jacoby stated that this project will
require some closures and lane restrictions along Loop 101 during construction. ADOT
staff will provide email notifications to city staff and citizens who requested more
information at the Open House. Also, current information on this project can be obtained
from the ADOT website (valleyfreeways.com).
Commissioner Podzius commented that a detour route on 75th Avenue during
construction could increase traffic volumes on 75`h Avenue that could be dangerous for
bicyclists and pedestrians who currently use 75th Avenue. Commissioner Podzius also
inquired if the elevation of the new frontage roads will be similar to the existing ground
level. Gary Fromm assured the Commission that they would be the same elevation. Mr.
Fromm informed the Commissioners that this project will take two years to construct and
will be completed in 2011.
IX. MAINTENANCE FUNDING IN THE GO PROGRAM
Purab Adabala, Senior Transportation Analyst,made a power point presentation on
maintenance costs for projects in the GO Program.
Commissioner Doer asked where the source of funding for maintenance came from
previous to the GO Program. Mr. Adabala responded that the city's General Fund
previously paid the cost of maintenance for all projects.
Commissioner DeFranco asked who determines who pays for maintenance of
landscaping. Jamsheed Mehta, Transportation Director, stated that the Right-of-Way
Division in the city's Field Operations Department decides if city staff or a contractor
will perform maintenance,however, GO Program funding is only provided for the
segment of the project for which GO funds were expended. Also, Mr. Mehta explained

that GO funds do not pay to maintain any landscaping that may be replaced during
construction of the project,but only for new landscaping added to the project.
X. FUTURE AGENDA ITEMS
Proposed agenda item: Traffic analysis for new developments
XI. NEXT MEETING DATE AND TIME
Meeting times are being targeted for 7:00 PM on the first Thursday of the month. The
next meeting is scheduled for March 4, 2010.
XII. ADJOURNMENT
Chair Jacobson adjourned the meeting at 8:25 PM.
