HomeMy WebLinkAboutMinutes - Minutes - Judicial Selection Advisory Board - Meeting Date: 1/13/2010 MINUTES OF THE JUDICIAL SELECTION ADVISORY BOARD January 13, 2009—4:00 p.m. Glendale Municipal Office Complex, B-3 5850 West Glendale Avenue Glendale,AZ MEMBERS PRESENT: Peter Van Camp, Chair Judge Philip Hall, Vice Chair Jerry Berntsen, Member Leonard Fulcher, Member Judge Colleen McNally, Member Terrance Mead, Member Judge Elizabeth Finn,Non-Voting Member STAFF PRESENT: Alma Carmicle, Human Resources Director and Board Liaison Debbie Burson, Human Resources Program Manager Katie Douglas, Human Resources Analyst and Staff Representative Kyle Mickel, City Court Special Projects Manager Cathy Clarich, City Court Administrator MEMBERS ABSENT: Arthur Dobbelaere, Member Call to Order Chair Peter Van Camp called the meeting to order at 4:02 p.m. Approval of minutes from August 22, 2008 JSAB Meeting Judge Hall moved to approve the minutes as presented and Jerry Berntsen seconded the motion. It was voted unanimously to approve the Minutes as presented. Interview Process Briefing Human Resources Director Alma Carmicle introduced Donna Terrell to the Board. She will be working with the board as the recording secretary. Human Resources Analyst Katie Douglas provided a judicial reappointment interview process briefing. Interview questions had been previously distributed to Board members and copies of the questions to be asked of candidates were distributed to each of the members. Reappointment interview of Jean Baxter for City Judge Page 1 of 3 The Board interviewed Judge Jean Baxter. The interview was videotaped, a copy of which will be provided to the Mayor and City Council for their review, along with a copy of the interview questions asked of Judge Baxter. Public Comment There were no comments from the public at this time. Reappointment interview of Elizabeth Finn for Presiding City Judge The Board interviewed Presiding Judge Elizabeth Finn. This interview was also videotaped, a copy of which will be provided to the Mayor and City Council for their review, along with a copy of the interview questions asked of Judge Finn. Public Comment There were no comments from the public at this time. However,nine letters of public input had been received from the public after the reappointment packets had been distributed to the Board. Copies of the letters were provided for the Board's review. Executive Session Terrance Mead moved to enter executive session and Judge Hall seconded the motion. The motion carried unanimously. Chair Peter Van Camp called the meeting back into session at 5:47 p.m. Reappointment recommendation for Jean Baxter After the consideration of the interview with Judge Baxter, as well as the additional information provided to the Board, Terrance Mead moved to recommend the reappointment of Judge Jean Baxter to the Mayor and City Council. Leonard Fulcher seconded the motion and it carried unanimously. Reappointment recommendation for Elizabeth Finn After the consideration of the interview with Judge Elizabeth Finn, as well as the additional information provided to the Board, Judge McNally moved to recommend the reappointment of Judge Elizabeth Finn to the Mayor and City Council. Jerry Berntsen seconded the motion and it carried unanimously. Review and discussion of alternate sample survey for Presiding Judge The Board reviewed a copy of a survey used for reappointment of the City of Phoenix's Presiding Judge. Judge Finn felt the survey questions were more appropriate to her own position as an administrative Page 2 of 3 judge. Chair Peter Van Camp recommended that further discussion of the survey be calendared for the November meeting as this would allow the Board additional time to review the alternate survey. Staff Report Staff had nothing further to report. Board Comments Peter Van Camp's second term as Chair expires November 29, 2009 at which time Vice Chair Philip Hall will assume the role of Chair. Judge Hall pointed out that his second term as a Board member expires April of 2010 which will seriously cut short his time as Chair and necessitate the need for a new Chair only five months after his time in the position. Since the Board membership rules state that no member of the Board may serve for more than two consecutive terms, it was recommended that the staff representative seek an opinion from the City Attorney in how best to proceed. Future Meeting The next meeting is to take place in November 2009.
