CALL TO ORDER The meeting was called to order at approximately 7:00 p.m. IL ROLL CALL Commissioners Present: Ruth Byrne, Dan Leimeter, Becky Shady, Bud Zomok, and Mary Lou McNeill Absent: Jim Grose, Linda Sue Trumble City Staff Present: Ron Short, FAICP, Deputy Director for Long Range Planning, Karen Flores, AICP, Historic Preservation Liaison, Thomas Ritz, Senior Planner, and Marilyn Clark, Recording Secretary. III. APPROVAL OF MINUTES: Chairperson Zomok called for approval of the November 19, 2009 Historic Preservation minutes. Commissioner Byrne MADE a MOTION to APPROVE the minutes as written, Commissioner Shady SECONDED the MOTION and the motion passed unanimously. IV. BUSINESS FROM THE FLOOR None V. WITHDRAWALS AND CONTINUANCES None VI. PUBLIC HEARING ITEMS None VII. OTHER BUSINESS 1. USE OF MAPS IN HISTORICAL RESEARCH: Julie Hoff, Map Reference Librarian at the Arizona State Archives, provided a presentation regarding the use of various types of maps housed at the State Archives that are commonly used as a resource for historical research. Some of the images shown were of Glendale, Arizona as it appeared in maps produced by the U.S. General Land Office, the U.S. Geological Survey, the Arizona Highway Department, the Maricopa County Recorder's January 28, 2010 Minutes-Historic Preservation Commission Page 2 Office, and the Sanborn Company which creates maps specifically for fire insurance purposes. Maps created by the U.S. General Land Office are the most easily available of the older maps. These maps represent the earliest surveys of Arizona and are based on a series of baselines and meridians. The Phoenix metro area uses the Gila and Salt River Meridian, with the central point being the center of confluence of the Salt and Gila Rivers. From there, the Township-Range-Section grid system was developed. These maps show various types of activity, such as settlements and transportation arteries. The earliest Phoenix settlement, from 1868, as shown on these maps was located at the west end of present-day runways at Sky Harbor International Airport. Glendale was surveyed in 1868, but no activity is reflected on the map for that time. The U.S. Geological Survey (USGS) was created in 1879, for the purpose of geological mapping. In 1882, they established a Topographic Division, and developed a mapping system for the county based on "quads" aligned along lines of latitude and longitude with different scales for different areas. The earliest topographical maps for Glendale were developed in 1957. The USGS also created special series maps directed at specific interests, such as mining and irrigation. The Arizona Highway Department which was established in the 1920s, mapped the entire state in 1937. These maps contained very detailed, comprehensive legends with specific symbols which identified the materials used in the structure of a building such as stone, brick, or concrete. These legends also included the types building materials used for frames, roofs, windows, and doors. These maps are much more detailed than USGS topographic maps and contain insets of very small towns. Plat maps show the layout of streets and lots as initially intended. The original plat sheets for Glendale date from 1880 to 1959. The State Archives has original plat maps dating from 1880 to 1959. The quality of these maps as reproduced online are of lower quality than photocopies of the originals. The Sanborn maps were created in response to the Great Fire of London in 1666, and were first published in the 1700s. These maps are extremely highly detailed with complex symbols representing detailed information regarding building construction and use. Sanborn maps in the United States date back to 1867. 2. CERTIFIED LOCAL GOVERNMENT GRANT PROJECTS: Staff Liaison Karen Flores provided an update to the Historic Preservation Commission regarding the Certified Local Government Grant Projects. This included the Restoration of the adobe house on the Morcomb property where environmental remediation has been completed, and the bidding process is underway for the restoration of the property. Ms. Flores stated that a pre-bid meeting, along with a field trip to the Morcomb property was conducted on Tuesday, January 26, 2010. Staff from approximately ten firms attended. The submittal deadline is being extended from February 2nd, to February 9th, to accommodate the publication of an addendum. January 28,2010 Minutes-Historic Preservation Commission Page 3 3. 2010 RUTH BYRNE HISTORIC PRESERVATION AWARD: Ms. Flores reviewed the nomination process to the Historic Preservation Commission for the 2010 Ruth Byrne Historic Preservation Award. She stated that notifications regarding the nomination period were distributed on January 7, 2010, and reminded the Commissioners that nominations are due on March 5, 2010. Staff anticipates the award will be presented at the May 11, 2010 City Council meeting, to coincide with National Historic Preservation Month. 4. HISTORIC PRESERVATION BOOTH AT 2010 CHOCOLATE AFFAIRE: Ms. Flores provided an overview of informational items regarding Glendale's Historic Preservation Program's representation at the Historic Preservation Booth at the 2010 Chocolate Affaire. This year's focus will be the Glendale's Historic Districts. To this end, a large display map as well as 8 1/2 x 11 inch handouts have been created to show current historic districts, districts in the nomination process, and proposed future districts. A large three-panel display with graphics and narratives for the historic districts was also created. City staff and members of the Historic Preservation Commission will staff the booth. Ms. Flores provided the Commissioners with an updated schedule for staffing the booth. The Chocolate Affaire takes place from Friday, February 5, through Sunday, February 7, 2010. VIII. STAFF REPORT Ms. Flores provided an update to the Commission on the following items: National Register Nominations The Northfield and Thunderbird Estates / McDonald Addition nominations are being considered by the Site Selection Committee on January 29, 2010. Residents have been notified and invited to attend. The Sands Estates survey sheets for the individual properties have been completed, and the nomination form and narrative is in process. The consultant has determined that 144 of the 180 properties are contributing properties which equates to 80%. Catlin Court Bronze Plaque Proiect Staff drafted a memo summarizing outreach initiatives and statistics, thus providing finality to this project. The Catlin Court Historic District contains a total of 333 properties, with 205 contributing buildings on 186 properties. The Planning Department purchased 186 bronze plaques —plaques have not been provided for contributing (ancillary) buildings that are not visible from the street. Of the 186 properties, 149 plaques have been installed and 37 remain to be installed. 2010 Centennial Historic Preservation Bus Tours In honor of Glendale's Centennial, three Historic Preservation Bus Tours will take place concurrently on Saturday, May 22, 2010, between 8:00 a.m. and noon. The Historic Gems of Glendale tour includes First National Bank; First United Methodist Church Sanctuary; Glendale High School Auditorium; and the Thunderbird Control Tower. The Grand January 28,2010 Minutes-Historic Preservation Commission Page 4 Historic Landmarks tours will include the Sahuaro & Manistee Ranches, and Historic Homes & Districts tour will consist of Catlin, Floralcroft, 59th Avenue, Thunderbird Estates, and Sands Estates. 2010 State Historic Preservation Conference The Arizona State Historic Preservation Conference will be held in Flagstaff on May 13th and 14th. It is unclear whether or not scholarships will be available for city staff and members of the Commission as they have been in the past. Staff will keep Commission members posted. Planners Day at the State Capitol Planners Day at the State Capitol, to be held on Thursday, February 25, 2010, is an annual event whose purpose is to enhance awareness of planning and planning projects in Arizona. Glendale's Historic Preservation Program will be represented, using the same display materials as will be used at the Chocolate Affaire. There is also an opportunity to attend legislative sessions. Certified Planners (AICP) may earn 1.5 continuing maintenance credits for participating in the event. Commissioners were invited to attend. Future Presentations at Historic Preservation Commission Meetings. There will be two guest speakers at the February 25, 2010 meeting. Erik Strunk, Community Partnerships Director, will provide a presentation regarding the 2010 Census, and Jennifer Stein Marketing & Communications Manager, will provide a presentation regarding Glendale's Centennial. Carol St. Clair, a Glendale native and aficionado of historic preservation, will speak at the March 25, 2010 meeting. She will provide a presentation reflecting her own experience and knowledge regarding Glendale history that has been attained over many decades. IX. COMMISSION COMMENTS AND SUGGESTIONS Chairperson Zomok informed the Commissioners of a benefit for the family of fallen DPS Officer Chris Marano, who was killed in the line of duty. The benefit will take place on Saturday, January 30, 2010, from 2:00 p.m. to 6:00 p.m. at Virginia's House on 59th Avenue. The benefit is open to the public and will feature food, fun, and a silent auction. Those who attend are asked to bring a $5.00 cash donation for the family. Chairperson Zomok reminded the Commissioners about Citrus Zestival at Sahuaro Ranch Park Historic Area on Saturday, January 30, 2010 from 10 a.m. to 2 p.m. A community breakfast will take place from 9:00 a.m. to 11:30 a.m. with a cost of$5.00 for adults and $3.00 for children. Admission to the Zestival is free. There will be lots of citrus-themed activities with cooking demonstrations and baking contests. The event will also feature the debut of the Glendale Centennial Cookbook. January 28,2010 Minutes-Historic Preservation Commission Page 5 X.
