I. Call to Order
Chair Flippen called the meeting to order at 6:36 p.m.
II. Business From the Floor/Public Comment
None.
Ill. Public Comment
Mr. Lopez explained that staff is formulating the FY 2010-2014 Consolidated Plan which
is an action plan to guide how federal funds are spent in the City of Glendale. Mr.
Lopez stated that, along with this evening, there will be other opportunities for public
comment.
Chair Flippen opened the floor for public comment on the 5-Year Consolidated Plan.
No comments were made.

IV. Fiscal Year (FY) 2010-2011 Community Development Block Grant (CDBG)
Program Funding Requests
Mr. Lopez distributed documentation that was provided to staff based on Committee
requests from the agency presentations.
Mr. Lopez thanked that Committee members for their time during the public hearings
and acknowledged that the decisions this evening would be challenging due to the
amount of worthy requests compared to the limited funding available. Mr. Lopez
announced that $330,154 was available with $639,874 in requests for CDBG Public
Services funding.
HOMELESS
1-1 Central Arizona Shelter Services (CASS) — Men's Outreach Center - $15,000
request
Committee member Page felt this was a very necessary service, especially since the
homeless population continues to increase and that the users of the shelter are in very
desperate situations.
Committee member Ontiveros agreed that this was very important as she has had
experience in this area.
Chair Flippen noted that homelessness was on the list of Council priorities.
Committee member Eggleston expressed concern about the overflow situation.
Committee member O'Bannon inquired as to the veracity of the shelter's figures
regarding the Glendale population. Mr. Lopez explained that CASS does ask those
using the shelter to show an ID or utility bill to obtain the last known address. Mr. Lopez
added that CASS does use HUD approved formulas for the numbers in their reports.
Chair Flippen inquired about other funding sources for CASS. Mr. Strunk replied that
CASS is funded this fiscal year with $103,277 from the Glendale General Fund,
however, there is pressure to reduce this figure for the 2010/2011 fiscal year. Mr.
Strunk explained that over the past two years, two other outside agencies have lost
General Funds: Quality of Life, Human Services and Los Vecinos/CSA, due to larger
economic revenue issues that have challenged the City.
Committee member Jernigan motioned to fund CASS Men's Outreach Center for
$10,000. Committee member Ontiveros made the second. Motion carried 8 - 1.

1-2 Homeward Bound — Utilities & Maintenance Assistance - $15,000 request
Committee member Page expressed concern that this request was only helping a small
amount of people. Committee member Mankoski agreed and commented that these
funds might be better leveraged through another grant request.
Committee member Page motioned not to fund Homeward Bound — Utilities &
Maintenance Assistance. Committee member Mankoski made the second. Motion
passed 8 - 1.
(The Committee agreed unanimously to set a minimum funding level of $10,000 due to
grant administration and reporting costs for both staff and the agencies.)
1-3 Society of St. Vincent DePaul OLPH — Keeping Families Together - $45,000 request
Committee member Ontiveros noted that this agency serves only Glendale residents.
Committee member Page commented that the agency did not provide information
regarding family income level as she requested after their presentation.
Chair Flippen commented that the assistance with rent and utilities does help to prevent
homelessness. Chair Flippen praised the agency for its 100% volunteer force and the
OLPH Church support so that 100% of its donations go directly to client assistance.
Committee member Page wondered if the agency applied for any other government
grants. Mr. Lopez replied that they had not at this time and added that the grant
application process can be very complex and with the use of a volunteer force to
administer the program, this might not be feasible. Committee member Mankoski noted
that the agency does a good job of fundraising through parish donations and diocese
support.
Committee member Jernigan motioned to fund St. Vincent DePaul OLPH -
Keeping Families Together for $25,000. Committee member O'Bannon made the
second. Motion carried 8 - 1.
DOMESTIC VIOLENCE
1-4 A New Leaf - Faith House Emergency Shelter - $31,150 request
Committee member Johnston commented that, based on her calculations, only 10
residents would be served by this funding request, not 20 as stated in the grant request.
Committee member Jernigan noted that Faith House has done an excellent job for
many years and is located directly in Glendale. Committee member Jernigan felt that
good childcare was a very important aspect of the operations at Faith House.

Committee member Jernigan motioned to fund A New Leaf - Faith House
Emergency Shelter for $20,800. Committee member Page made the second.
Motion carried 9 - 0.
1-5 Chrysalis Shelter for Victims of Domestic Violence — Victim Services - $10,250
request
Committee member O'Bannon expressed opposition to the request.
Committee member Mankoski commented that although Chrysalis' client numbers
reflect that 10% are Glendale residents, the agency was not even requesting 10% of its
budget from Glendale.
Committee member Jernigan motioned to fund Chrysalis Shelter for Victims of
Domestic Violence — Victim Services for $10,250. Committee member Mankoski
made the second. Motion carried 8 - 1.
1-6 Community Information & Referral - CONTACS Shelter Hotline - $10,000 request
Committee member Page stated that it was very important for people in dire situations
to have one phone number to call for shelter.
Committee member Page motioned to fund Community Information & Referral -
CONTACS Shelter Hotline for $10,000. Committee member Mankoski made the
second. Motion carried 8 — 0 with 1 abstain.
1-7 Glendale Police Department — Domestic Violence Community Education and
Outreach Pilot Program - $150,000 request
Committee member Jernigan praised the program for its intent; however, felt that this
was a huge expense at this time for this type of program.
Committee member Mankoski commented that this program appeared to be a
duplication of services offered by other agencies and suggested that the Police
Department partner with these other agencies on prevention.
Committee member O'Bannon expressed concern over the lack of research on the
efficacy of this type of program, especially for the cost of the program.
Committee member Jernigan motioned not to fund Glendale Police Department —
Domestic Violence Community Education and Outreach Pilot Program.
Committee member Eggleston made the second. Motion carried 9 - 0.

1-8 West Valley Child Crisis Center— Foster/Adoption Program - $25,000 request
Committee member Jernigan expressed her sadness that the organization no longer
exists as it once it did and that it is doesn't even have a home. She further expressed
her concern that the agency is currently unstable and is not supportive of its funding
request.
Committee member Jernigan motioned not to fund West Valley Child Crisis
Center - Foster/Adoption Program. Committee member Ontiveros made the
second. Motion carried 9 - 0.
SENIORS
1-9 Duet — Partners in Aging (formerly Beatitudes Center DOAR) — Independence for
Seniors Through In-Home Services & Transportation - $12,000 request
Committee member Page commented that Duet does a good job of recruiting, training
and maintaining a large base of volunteers. Committee member Page felt that this type
of service helps many seniors who are not eligible for other services and helps keep
these seniors in their own homes.
Committee member Page motioned to fund Partners in Aging (formerly
Beatitudes Center DOAR) — Independence for Seniors Through In-Home Services
& Transportation for $12,000. Committee member O'Bannon made the second.
Motion carried 9 - 0.
1-10 St. Mary's Food Bank Alliance — Glendale Food Home Delivery - $29,959 request
Committee member Page noted that this service would fall under the Council's priorities
as a basic necessity.
Committee member Jernigan confirmed that the request was for 85% of a driver's
salary.
Chair Flippen stated that this agency is on the front line of providing food and felt
strongly in support of the request.
Chair Flippen motioned to fund St. Mary's Food Bank Alliance — Glendale Food
Home Delivery for $25,000. Committee member Mankoski made the second. The
motion passed 9 - 0.
1-11 YWCA of Maricopa County - Congregate Meals Program - $70,000 request
Committee member O'Bannon was in support of the program, however, felt at this time,
there was not enough funds to support at the 100% level.

Committee member Jernigan motioned to fund YWCA of Maricopa County -
Congregate Meals Program $35,000. Committee member Johnston made the
second. Motion carried 9 - 0.
YOUTH
1-12 A New Leaf - Juvenile Alternatives in Glendale (JAG) - $25,000 request
Committee members Page and O'Bannon indicated that the Committee should consider
lowering the amount requested to $10,000.
Committee member Johnston motioned to fund A New Leaf - Juvenile
Alternatives in Glendale (JAG) for $10,000. Committee member Jernigan made
the second. Motion passed 8 - 1.
1-13 Back to School Clothing Drive Association — Back to School Clothing Drive -
$15,750 request
Committee member Mankoski felt that this program was fundamental in boosting self
esteem for the kids in the program and would help them do better and have a positive
outlook on school.
Committee member Page did not feel the program fit in with funding the basic
necessities at this time and commented that the schools could provide uniforms to
children who could not obtain them otherwise.
Committee member O'Bannon commented that the agency had many great
partnerships and that the less fortunate really need these types of supplies. Although
they do not seem like basic necessities, clothing, backpacks and supplies impact a
child's school experience. Committee member Ontiveros agreed.
Chair Flippen added that this type of service can really take pressure off of low income
parents.
Committee member Mankoski motioned to fund Back to School Clothing Drive
Association — Back to School Clothing Drive for $10,000. Committee member
Eggleston. Motion carried 8 - 1.
1-14 Biq Brothers Biq Sisters — CDBGIGlendale Community-Based Mentoring Program
- $15,590 request
Committee member Page did not feel the request was a basic necessity at this time, but
did at that this was a wonderful organization.

Committee member Eggleston noticed that the agency was requesting 20% of a salary,
however only 5% of the programs clients come from Glendale.
Committee member Mankoski commented that the program was very good, however,
due to limited funding and that this was not a basic necessity could not support the
request at this time.
Committee member Mankoski motioned not to fund Big Brothers Big Sisters —
CDBGIGIendale Community-Based Mentoring Program. Committee member Page
made the second. Motion carried 9 - 0.
1-15 Boys & Girls Clubs of Metropolitan Phoenix — Swift Kids Branch - $15,000 request
Chair Flippen felt that it was important for working families to know that their children
were in a safe place after school. Chair Flippen added that some parents might not be
able to work after school if this option were not available for their children. Therefore,
this can help prevent homelessness and also help with basic necessities as a parent
can make an income for their family.
Committee member Mankoski added that this was a true prevention program as it
keeps children off of the streets and out of trouble.
Committee member Mankoski motioned to fund the Boys & Girls Clubs of
Metropolitan Phoenix — Swift Kids Branch for $10,000. Committee member
Jernigan made the second. Motion passed 9 - 0.
1-16 Glendale Union High School District — Glendale High School Health Care Clinic -
$12,675 request
Committee member Page was impressed with the program and noted that the funds
would be 100% used by Glendale residents.
Committee member Jernigan felt that the access of on-site healthcare was a bonus to
these children.
Committee member Jernigan motioned to fund the Glendale Union High School
District/Glendale High School Health Care Clinic for $12,675. Committee member
Page made the second. Motion passed 9 - 0.
DISABLED

1-17 Advocates for the Disabled (AFD) — Case Management & Assistance for Disabled
Glendale Residents - $10,000 request
Committee members Page and Jernigan both expressed concern about duplication of
services within the agency.
Committee member Jernigan motioned not to fund Advocates for the Disabled
(AFD) — Case Management & Assistance for Disabled Glendale Residents.
Committee member Page made the second. Motion carried 9 - 0.
1-18 Catholic Community Services dba Valley Center of the Deaf — Services for the
Deaf Blind - $20,000 request
Committee member Mankoski felt the service provided was important, however, felt that
the amount requested was large considering the number of Glendale residents
serviced.
Committee member O'Bannon agreed that a limited number of people were served, but
felt that it was a necessity for that population.
Committee member Jernigan stated that the agency performed a very good service and
noted that licensed providers are used for the service. Committee member Jernigan
added that the agency does receive funding from other municipalities and private
donors.
Committee member O'Bannon motioned to fund Catholic Community Services
dba Valley Center of the Deaf — Services for the Deaf Blind for $10,000.
Committee member Jernigan made the second. Motion passed 8 - 1.
1-19 Civitan Foundation — "Our Night Out" Program $12,000 request
Committee member O'Bannon commented that this program was not meeting a basic
necessity such as food, clothing or shelter. Committee member Johnston agreed as did
Chair Flippen.
Committee member Johnston motioned not to fund Civitan Foundation — "Our
Night Out" Program. Committee member Ontiveros made the second. Motion
passed 9 - 0.
1-20 Foundation for Blind Children — Infant Program-Parent Education - $10,000
request
Committee member O'Bannon felt that this was a very important program. Committee
member Mankoski agreed, however, commented that state funds are available for early
intervention programs in the home and did not see the need for training at the center.

Committee member Mankoski motioned not to fund Foundation for Blind Children
— Infant Program-Parent Education. Committee member Ontiveros made the
second. Motion carried 8 - 1.
1-21 Foundation for Senior Living — Restorative Therapy Program for Glendale ADHC
Young Adults, Disabled Adults and Seniors - $25,750 request
Committee member Jernigan felt the agency provided a good service, but expressed
concern regarding the agency's auditing process.
Chair Flippen did not feel that this program met a critical need or filled a basic necessity
of life and could not lend support to the request at this time.
Committee member Jernigan motioned not to fund Foundation for Senior Living —
Restorative Therapy Program for Glendale ADHC Young Adults, Disabled Adults
and Seniors. Committee member Ontiveros made the second. Motion passed 8 —
1.
GENERAL ASSISTANCE
1-22 Community Information & Referral — 2-1-1 Arizona - $22,000 request
Committee member Jernigan motioned to fund Community Information & Referral
- 2-1-1 Arizona for $22,000. Committee member Mankoski made the second.
Motion carried 8 — 1.
1-23 Community Legal Services, Inc. — Removing Barriers to Access to Justice for Low-
Income Glendale Residents - $30,000 request
Committee member Jernigan could not support this request for the full amount as it was
not a basic necessity.
Committee member O'Bannon felt that this was a very important service, especially
since many low-income people do not have any legal or access to representation which
can affect many areas of their lives and even prevent homelessness or domestic
violence.
Committee member O'Bannon motioned to fund Community Legal Services, Inc.
— Removing Barriers to Access to Justice for Low-Income Glendale Residents for
$22,000. Committee member Jernigan made the second. Motion carried 9 - 0.
1-24 Upward Foundation — Family Enrichment Program - $15,000 request
Committee member Jernigan commented that the curriculum proposed was quite
expensive.

Committee member Page stated that there are many classes available at the public
library, senior centers, churches and through the city addressing financial literacy,
parenting and or computer classes. Committee member Page felt that there were many
other resources for this type of information and many were free of charge.
Committee member Page motioned not to fund Upward Foundation — Family
Enrichment Program. Committee member O'Bannon made the second. Motion
carried 9 - 0.
FUNDING STATUS
Due to a balance of $55,429 left to be allocated, Chair Flippen asked the Committee for
recommendations on revisions to funding.
Committee member Ontiveros suggested first reviewing allocations to the agencies that
focus solely on Glendale residents.
1-3 Society of St. Vincent DePaul OLPH — Keeping Families Together- $45,000 request
Committee member O'Bannon motioned to increase the funding to St. Vincent
DePaul OLPH - Keeping Families Together from $25,000 to $35,000. Committee
member Jernigan made the second. Motion carried 9 - 0.
1-10 St. Mary's Food Bank Alliance — Glendale Food Home Delivery - $29,959 request
Committee member Jernigan motioned to increase the funding to St. Mary's Food
Bank Alliance — Glendale Food Home Delivery from $25,000 to $29,959.
Committee member Johnston made the second. The motion passed 9 - 0.
1-11 YWCA of Maricopa County - Congregate Meals Program - $70,000 request
Committee member Mankoski motioned to increase the funding to YWCA of
Maricopa County - Congregate Meals Program from $35,000 to $45,000.
Committee member Jernigan made the second. Motion carried 9 - 0.
Mr. Lopez announced that there was $30,470 still to be allocated.

Committee member O'Bannon motioned to fund Foundation for Blind Children —
Infant Program-Parent Education for $10,000. Committee member Page made the
second. Motion carried 7 - 2.
1-15 Boys & Girls Clubs of Metropolitan Phoenix— Swift Kids Branch - $15,000 request
Committee member Mankoski motioned to increase the funding to the Boys &
Girls Clubs of Metropolitan Phoenix — Swift Kids Branch from $10,000 to $15,000.
Committee member Johnston made the second. Motion passed 9 - 0.
1-23 Community Legal Services, Inc. — Removing Barriers to Access to Justice for Low-
Income Glendale Residents - $30,000 request
Committee member O'Bannon motioned to increase the funding to Community
Legal Services, Inc. — Removing Barriers to Access to Justice for Low-Income
Glendale Residents from $22,000 to $22,470. Committee member Page made the
second. Motion carried 9 - 0.
IV. Director/Staff Report
Mr. Strunk thanked the Committee for their dedication and commitment during the
public hearings and review process. He also commented that this is a very tough
decision-making meeting due to the number of commendable programs, but limited
funding available. Mr. Strunk stated that staff will notify all of the agencies of the
funding recommendations and will thank the agencies for applying for funding. Mr.
Strunk stated that the recommendations are subject to a 30-day public comment period
and will then be forwarded to Mayor and Council for review and vote.
Mr. Strunk announced that the Committee would be back in Council Chambers on
Wednesday, January 13, 2010 for the presentations by the agencies that are requesting
CDBG Physical Improvement funding, HOME funding and Emergency Shelter Grant
(ESG) funding.
