I. Call to Order
Chair Sprague called the meeting to order at 6:03 p.m. and welcomed all Commissioners to
the meeting.
II. Roll Call
Chair Sprague conducted roll call and noted that Commissioner Abrahams was absent.
III. Approval of Minutes — November 4. 2009
Commissioner Loya motioned to approve the November 4, 2009 meeting minutes
as written. Commissioner Brown made the second. The motion passed 10 - 0.
IV. Business from the Floor
None.
V. City of Glendale 2010 Consolidated Plan
Mr. Lopez explained that every five years, the U.S. Department of Housing and Urban
Development (HUD) requires local communities and states to prepare a Consolidated Plan
in order to receive federal housing and community development funding. The Plan
consolidates into a single document the planning and application requirements for
Community Development Block Grants (CDBG), Emergency Shelter Grants (ESG), the
Home Investment Partnerships Program (HOME), Housing Opportunities for People with
AIDS (HOPWA) and the Comprehensive Housing Affordability Strategy (CHAS).
Mr, Lopez noted that the Five-Year Consolidated Plan:
• Lists community needs, available resources and funding priorities
• Stipulates how funds will be allocated to housing and community development activities
• Sets specific objectives
• Sets annual goals
• Lists benchmarks for measuring progress

Mr. Lopez stated that there will be various opportunities for public comment and input on
the 2010-2014 Consolidated Plan.
Commissioner Cole asked how the city determines which projects are funded with federal
dollars. Mr. Lopez replied that there is a Community Development Advisory Committee
which reviews CDBG, ESG and HOME grant requests from various groups, agencies and
departments in Glendale and the valley. The Committee makes funding recommendations
to Mayor and Council. There is a 30-day public comment period. Mayor and Council
review the recommendations and, if approved, the funding process begins in the new fiscal
year. Mr. Lopez explained that currently, the Community Development Advisory
Committee is conducting hearings for grant requests for the 2010-2011 fiscal year. The
Committee utilizes many criteria, federal regulations, Mayor and Council priorities and
looks at greatest need when formulating funding recommendations.
Chair Sprague wondered if there was a way for citizens to find out how federal funds are
spent. Mr. Lopez replied that information could be found on the City of Glendale website or
at www.recovery.orq which is a federal website that provides information on stimulus
funding. Mr. Lopez also announced that on January 28, 2010 there will be a Public
Information Meeting on the Five-Year Consolidated Plan at 6:00 p.m. in Room B-3 at
Glendale City Hall.
VI. Neighborhood Small Grant Applications
1. Mr. Cohrs introduced Ms. Mary Arnold of the Arrowhead Ranch Phase III Homeowners
Association who was requesting $4,583 to purchase and spread approximately 275 tons
of granite in the city right-of-way on 67th Avenue from Deer Valley Road south to Rose
Garden Lane. The total cost of the project is $13,750 and the HOA is contributing
$9,167 toward the project. Ms. Arnold explained that the HOA has worked hard
recently on landscape restoration and would like to continue on this goal. Ms. Arnold
explained that this project benefits both the HOA and the City of Glendale as the
location is a public right-of-way. Boundaries for the Arrowhead Ranch Phase III
Homeowners Association are 59th Avenue to 67th Avenue and Thunderbird Park to the
Loop 101.
Commissioner Loya motioned to approve the $4,583 small grant request for
Arrowhead Ranch Phase III Homeowners Association to purchase and spread
granite in the city right-of-way on 67th Avenue from Deer Valley Road south to
Rose Garden Lane. Commissioner Hinds made the second. The motion passed
10 - 0.
2. Mr. Nunez, Mr. Eriquez and Mr. Torres, representatives from the Heart of Glendale
Neighborhood were in attendance requesting $5,000 to conduct a leadership and
capacity building training in partnership with Ms. Opal Evans from the WYSR Academy.
Twenty residents from the neighborhood will participate in the training. Boundaries for
the Heart of Glendale Neighborhood are 51st Avenue to 57th Avenue and Grand Avenue
to Glendale Avenue.
Mr. Eriquez explained that the training will empower residents in how to take advantage
of community services, partnerships and encourage neighborhood participation.
Ms. Evans commented that the training will encourage active citizens to speak for their
community, strengthen the community by strengthening groups of people and creating
effective partnerships in the community. Various workshops will be held including
partnership development, overcoming fear, 2010 census overview, City Council 101,

how to work effectively with the city (Glendale University) and leadership training using
the ACT (Arizona Community Training) Program. This is a 12-16 week program and
includes a very diverse group of residents from the community.
Mr. Cohrs stated that the Heart of Glendale is the only registered neighborhood so far
to connect with WYSR for this type of training.
Commissioner Atkins wondered how the 20 residents were chosen for the training
program. Ms. Evans replied that these were the people who signed up for the course.
Commissioner Hinds inquired about a success measurement. Ms. Evans replied that
about 67-75% of the students are expected to complete the course in full for
certification.
Commissioner Heatwole-Chicks wondered how many residents signed up in total for the
program. Ms. Evans replied that about 50-60 residents initially signed up. A minimum
of 20 students are needed for the course and there is no maximum. Training will take
place in the evening, once a week, at the neighborhood church. Classes will begin as
soon as possible.
Commissioner Hinds wondered if the City was supplying some of the training. Mr.
Cohrs replied in the positive citing the Glendale University curriculum.
Commissioner Loya motioned to approve the $5,000 small grant request for
the Heart of Glendale Neighborhood to conduct a leadership and capacity
building training in partnership with Ms. Opal Evans from the WYSR Academy.
Commissioner Atkins made the second. The motion passed 10 - 0.
VII. City of Glendale "Green" Programs
Mr. Cohrs introduced Ms. Joetta Miller of the city's Environmental Resources Department.
Ms. Miller discussed the Sustainability Public Awareness and Outreach Program. This is a
program which encourages Glendale residents to "go green" as well as promoting the ways
that the city is "going green" in its operations efforts. The City offers many tips and events
to help residents and business owners practice a green lifestyle including utilizing mass
transit, encouraging carpooling, dust control recycling and low-water usage.
Ms. Miller gave a presentation and distributed handouts which included the following
information:
• Goals of Public Awareness:
o Tell the story of how the city is leading by example
o Meet public demand for information (residential and business)
o Enhance quality of life for Glendale residents
o Define and communicate sustainability elements - the balance of economic,
environmental and community concerns
• Long-Term Goals of Public Education/Outreach
o To provide information to assist the public in making informed decisions about:
• Air quality
• Water
• Energy
• Heat island effects
• Use of natural assets
• Reduction of environmental footprint
• Enhance livability for Glendale residents

Ms. Miller displayed the "green" section of the city website at
www.glendaleaz.com/green/index.cfm.
Commissioner Caufield wondered if the city would ever consider a community gardening
program. Ms. Miller replied that this would more likely be established by a community
partnership with a non-profit association.
Commissioner Jocewicz felt that Glendale's recycling program was a bit restrictive. Ms.
Miller would follow-up on this comment.
Chair Sprague thanked Ms. Miller for an informative presentation.
VIII. Commission on Neighborhoods Workaroup Assignments
A. Neighborhood Outreach and Partnerships: (Commissioners Heatwole-Chicks, Hinds,
Atkins and Versluis, lead). The group will be working on outreach with the 2010
Census.
B. Leadership Development and Community Events: (Commissioners Cole, Abrahams,
Loya, Brown and Jocewicz, lead). It was reported that the Annual Holiday Event was
very successful.
C. Neighborhood Grants and 5-Year Revitalization Plan: (Commissioners Sprague, Loya,
Brown and Caufield, lead). Commissioner Caufield stated that the workgroup is looking
forward to contributing input to the 5-Year Revitalization Plan.
IX. Open Meeting Law Packets
Staff distributed updated Open Meeting Law Packets to the Commissioners as required by
state statute.
X. Staff Updates
Mr. Cohrs' updates included the following:
• East Catlin Court Historic District (Spring 2008): A contract was awarded for the
design of streetscape improvements from 57th Avenue from Northview to Gardenia
and Gardenia from 55th to 56th Avenues. Initial survey work is currently being
completed.
• East Catlin Court Historic District (Fall 2008): $140,000 in CDBG funds were received
in October 2009 in addition to the $81,625 from this Commission. The Engineering
Department bid the contract which was awarded in December. Construction is
expected to begin in late January or early February 2010.

• Floralcroft (Fall 2008): The design for this project is 100% complete. The design
project was approved for full CDBG-R (federal stimulus) funding at the Council
meeting of May 12, 2009. Logan and Simpson has completed the design. The bid for
construction was awarded in November and construction is scheduled to begin
January 25, 2010.
• Arrowhead Ranch Phase II HOA (September 2009): The neighborhood is currently in
the process of hiring a contractor.
Mr. Cohrs noted that there were a variety of volunteer programs which included the
following:
• In November and December, over 250 volunteer hours were logged.
• Volunteers from Glendale Community College completed their quarterly Adopt-A-Street
cleanup project.
• Volunteers from Arrowhead Towne Center participated in the park cleanup at
Thunderbird Paseo Park.
• Community groups participated in the annual "National Family Volunteer Day" by
picking up trash along Skunk Creek Linear Park.
• Volunteers from Northwest Christian School volunteered to help five residents in the
Blue Sky Mobile Home Park with yard cleanup and painting projects.
Mr. Cohrs provided an update on Community Education:
• The spring 2010 session of Glendale University will begin on March 1 (10-week course).
• The spring 2010 HOA Academy will begin on February 9 and end March 6 (8-session
course over a four week period).
Commissioner Comments
Commissioners commented on the inspirational neighborhoods, the informative information
at the meeting and the excellent job performed by Staff.
XI. Adjournment
Commissioner Hinds motioned for adjournment at 8:15 p.m. Commissioner Atkins
made the second. The motion passed 10 - 0.
