MINUTES OF THE REGULAR MEETING FOR THE
ARTS COMMISSION
HELD WEDNESDAY,NOVEMBER 18, 2009

The meeting was called to order at 4:05 p.m. by Chairperson Darrell Criswell. Commission
members, Manuel Burruel, M.B. Finnerty, Winifred Kultala, and Scott Mink were in attendance.
Representing city staff were Sue Komernicky, Library and Arts Director, Sandra Keely, Public
Art Coordinator, J. Gibran Villalobos, Gallery/Collections Coordinator and Mojgan Vahabzadeh,
Library Graphics Coordinator. Commission members Spear and Mayberry were absent.
INTRODUCTIONS
Ms. Sue Komemicky, Library and Arts Director, introduced Ms. Mojgan Vahabzadeh, Library
Graphics Coordinator, who will be working in the Arts Department on a part time basis. This
will help fill areas created by the art vacancies of Ms. Melinda Bergman and Mr. Rex
Gulbranson.
PUBLIC COMMETS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no public comments.
APPROVAL OF THE MINUTES
A MOTION was MADE by Commission member Burruel to APPROVE the minutes of the
September 16, 2009 and September 30, 2009 meeting. The MOTION was SECONDED by
Commission member Mink and carried unanimously.
Art Purchase for City Hall 2nd Floor Complex
Mr. Gibran Villalobos, Gallery/Collections Coordinator, provided a slide presentation of the art
work exhibit to be located in the Community Development division of City Hall. This project
consists of the Planning Department request for the Arts Commission to update their artwork on
the second floor. Commissioner Burruel recommended the Art Commission purchase four art
pieces from PSA Art Awakenings Art Exhibit. Mr. Villalobos stated that all four art pieces
would be under $1,000 and will come from the arts fund.
A MOTION was MADE by Commission member Burruel to APPROVE the purchase of
three art pieces for under$1000 from the PSA Art Awakenings Art Exhibit. The
MOTION was SECONDED by Commission member Finnerty and carried unanimously

Distribution of Open Meeting Law Information

Ms. Sue Komernicky, Library and Arts Director, distributed the Open Meeting Law packet
compiled and provided by The Arizona Ombudsman-Citizens' Aide. She asked the
Commissioners to read and become familiar with the material. She noted that this was a very
important issue that should be followed by all Board and Commission members. Commissioners
Spear and Mayberry will receive their packets in the mail since they were not in attendance.
Arts Commission Meeting Schedule for 2010
Ms. Sandra Keely, Public Art Coordinator, distributed the meeting schedule for 2010. The Arts
Commission meetings will alternate every other month unless specified. The next meeting will
be held Wednesday, January 20, 2010 at 4:00pm at the Fruit Packing Shed at Sahuaro Ranch
Park. Mr. Gibran Villalobos, Gallery/Collections Coordinator, discussed assembling a special
group of interested Commission members to help make the art purchases. Several
Commissioners volunteered.
Sahuaro Ranch Mural
Mr. Gibran Villalobos, Gallery/Collections Coordinator updated the Commission members on
the Sahuaro Ranch Mural. Chairperson Criswell inquired about installing lighting for the mural.
Ms. Sandra Keely, Public Art Coordinator, believed that having the mural lighted would deter
graffiti vandals. Commissioner Kultala also suggested providing a sign to inform people about
the mural. Mr. Villalobos noted that the area closed at dusk; and might not need lighting.
However, he will explore the possibilities of lighting for the art mural and report back with his
findings. He added that final gift approval from the legal department for the art mural will be
made at the next Arts Commission meeting.
Adult Center Exhibit Updates
Mr. Gibran Villalobos, Gallery/Collections Coordinator,updated Commission members on the
Glendale Union High School District's exhibits at the Adult Center. He reported a new project
he will be undertaking once a month. The project consists of a once-a-month Art and Talk Walk
Exhibit provided to interested citizens. Citizens will be able to ask questions and learn more
about specific art works. This project will be done on a trial basis to see how well it is received.
Mr. Villalobos indicated that the Central Arizona Museum Association held a meeting reporting
that the West Valley Art Museum will be closing. The Museum is actively seeking locations
where art pieces can be housed. Mr Villalobos will obtain more information on the art pieces
and report back to Commission members.
Mr. Villalobos reported that the Arts Council was in desperate need of members. He encouraged
everyone to inform interested parties.
Art Maintenance Updates
Mr. Gibran Villalobos, Gallery/Collections Coordinator, provided an update on the art
maintenance of the Sensory Garden. He noted that final touches still needed to be done at the
fountain at the Sensory Garden. He stated all maintenance had been completed on the Veteran's
Memorial. This was done prior to the ceremony on Wednesday, November 11, 2009. Ms.
Sandra Keely, Public Art Coordinator, explained it was very important to keep scheduled
maintenance on the Veteran's Memorial since it was utilized by groups regularly.

Jazz and Blues
Ms. Sandra Keely, Public Art Coordinator, reported on the temporary art for the Jazz & Blues
Festival. She stated 10 applicants had applied. On December 11, 2009, a panel will assemble to
discuss and make their selections. Commissioners Kultala and Mink volunteered to be on the
panel. Artists will be selected for four art works.
Public Art Project Updates
Ms. Sandra Keely, Public Art Coordinator, provided an updated on the Public Safety Memorial.
The project is on schedule for May 2010. She provided an updated on the early design of the
South Downtown Gateway. She reported that The Plein Aire Event is scheduled to take place
during the Chocolate Festival. Paintings are executed outdoors from real life, as opposed to
photographs from a studio. This year's emphasis will be on Glendale's Centennial. Staff is in
the process of looking for space to display the finished pieces.
Ms Keely reported on the Chart Art Event. This event comes from the City Special Events
Division. Via Colon has been working in conjunction with the Special Events Division for a
March event. The Arts Department would like to appoint an artist to do a Centennial Chalk
piece for the event. This event has been a great success in other cities around the valley. She will
provide more information on this event next year.
COMMISSIONER COMMENTS
Commissioner Mink stated he and his mother had attended the opening festivities for the
Sahuaro Ranch Mural unveiling. He reported a good community turnout and believed the event
was a success. Chairperson Criswell agreed.
The Commissioners welcomed the reappointment of Commission members Burruel and Finnerty
to the Arts Commission.
NEXT MEETING
The next meeting for the Arts Commission will be on Wednesday, January 20, 2010. The
meeting will begin at 4 p.m. at the Fruit Packing Shed at Sahuaro Ranch Park.
ADJOURNMENT
A MOTION was MADE by Commission member Burruel to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Mink and carried unanimously.
